a. INTRODUCTION:

This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to serve as the Program Manager for the MILPO Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP) to accomplish the Army National Guard 's goal to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity, while simultaneously to minimize risky behaviors and suicides. These efforts will be implemented through guidance, advice, and decision support to the ARNG. Position is responsible for providing leadership, direction, and guidance in the performance of such functions as: (a) developing, monitoring, revising, coordinating, and implementing a resilience/risk reduction/suicide prevention program that reduces incidents of high risk behaviors. (b) developing, monitoring, revising, coordinating, and implementing resilience training, risk reduction and suicide prevention policies and programs. (c) providing in-depth research resulting in new doctrine, training, and mitigation of risks (d) providing continuity and coordination expertise for issues affecting soldiers and civilians; (e) serving as a quick reaction capability to gather relevant data and information for the Army National Guard (ARNG), and then advise on courses of action; and (f) coordinating and implementing components of resilience training to help shape positive behaviors and successful reactions to traumatic experiences.

b. DUTIES AND RESPONSIBILITIES:

(1) Performs duties as the Resilience and Risk Reduction Program Coordinator that requires the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure the effective implementation of the Program. Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology in order to modify, revise, improve or create ARNG programs. Monitors strategies and objectives to ensure they are effective, complete, comprehensive, and compatible toward achieving identified goals. Recommends, develops, coordinates, and disseminates policies and ARNG guidelines for administration and management of these programs to include doctrinal development. Provides senior leadership with statistical reports. Reviews national and international resilience, risk reduction and suicide prevention initiatives, and considers applicability for ARNG. Maintains ARNG wide suicide surveillance to establish any emergent high-risk trends and/or provide early warning when possible factors might lead to increased suicides. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, establishment of objectives and policies pertaining to risk reduction, and suicide prevention. Prepares and delivers oral presentations to include briefings, speeches, and training sessions to civilian, and military audiences in areas of technical expertise. Provides direct guidance and support to ARNG personnel in support of the mission. Conducts and/or participates in inspections, staff assistance visits, special advisory teams; provides papers and presents briefings.

(2) Serves as the staff consultant on all aspects of the Resilience, Risk Reduction and Suicide Prevention Program and training and is the focal point for analysis on a full spectrum of issues affecting Soldier accession and recruitment. Plans and develops approaches, methodologies, policies, and procedures for attacking major problems frequently characterized by a lack of precedent studies to expand knowledge in the area. Assesses feasibility of new institutional training and performs research in support of findings from assessment visits. Develops partnerships with state, local and community agencies to support the R3/SPP. Participates in the State Community Health Promotion Council (CHPC).

(3) Serves as the Resilience and Risk Reduction Program Coordinator with the responsibility for the overall planning, developing, coordinating, implementing, standardization and promoting of a comprehensive and effective program aimed at the reduction of Soldier and civilian high-risk behaviors (e.g., domestic violence, drug and alcohol, suicide, etc.). Recommends policy, procedures and methodologies to commanders to assist them in reducing both the probability and severity of high-risk behaviors. Provides program guidance to technical specialists involved in readiness, resiliency and retention throughout the ARNG as well as, high-risk operational activities in order to reduce high-risk behaviors. Identifies new resilience, prevention and intervention behavioral risk management programs needed to foster coping skills and reduce high-risk behaviors. Analyzes reports and statistical data, and coordinates with subject matter experts for pertinent information on behavioral and environmental factors; the assessment or prediction of their interaction under varying conditions; and the effectiveness of current or proposed risk reduction measures/programs. Establishes program accountability and program effectiveness measures to ensure continuity and quality of program services through staff assistance visits, process reviews, studies, surveys, and inspections. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, and the establishment of objectives and policies pertaining to resilience and risk reduction. Plans and coordinates efforts of committees tasked with R3/SPP oversight. Delivers oral presentations to include briefings, speeches, and training sessions, in areas of technical expertise.

c. FACTOR DISCUSSION:

Factor 1 - Knowledge Required by the Position:

--Detailed knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests.

--Knowledge and skill of qualitative and quantitative techniques for analyzing and measuring the effectiveness of the Resilience and Risk Management Programs.

--Knowledge of organization, programs, missions and functions to ensure programs meets the need of the ARNG and ability to provide investigative techniques to determine trends and determine new approaches to meet determined objectives.

--Comprehensive and practical knowledge of the Comprehensive Soldier Fitness Program (Global Assessment Tool and Master Resilience Training), Suicide Prevention Program (Applied Suicide Intervention Skills Training), Army Risk Reduction Program, concepts, principles, techniques, practices, laws, regulations, policies, and precedents is essential to enable the manager to plan, organize, administer, coordinate, and evaluate subject programs as well as other behavioral risk program elements for which responsibility is assigned.

--Ability to develop program guidance, assessment of high-risk behaviors and the analysis of force health protection areas require mastery of a wide range of resilience training, adult education, behavioral psychology, qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. The work requires comprehensive knowledge of the range of laws, regulations, policies and precedents, to include knowledge of agency program goals and objectives, the sequence, timing, and/or development of key program events and milestones, and methods of evaluating the worth of program accomplishments.

--Comprehensive knowledge of relationships with other programs and key administrative support functions within the employing agency and other agencies. This knowledge is necessary to ensure adequate coverage and evaluation of all ARNG activities including those involving human factors and to devise the means of resolving the problems encountered.

Factor 2 - Supervisory Controls:

--Incumbent works independently under general program and administrative guidance of the MILPO leadership in obtaining approval for initiating new projects and programs, or proposing significant changes to overall goals or objectives of existing projects and programs. Based on an understanding of the current state-of-the-art and of related work performed elsewhere, incumbent independently develops a total and comprehensive program, and within this framework, identifies and accomplishes research projects. After approved protocols, incumbent independently plans, directs, and carries out work being responsible for the technical soundness and validity of the methodology, approach, and results.

--Incumbent keeps the leadership informed of controversial issues from an ARNG perspective. Unusual or complex problems are resolved in consultation with medical consultants, psychologists, operations research analysts, computer specialists, statisticians, and functional area specialists within the agency, in other Federal agencies, and in professional organizations in the private and public sectors. The work is subject to appraisal for effectiveness of: contribution to the development and advancement of the risk reduction program affecting Soldier and civilian readiness; contribution to agency missions and functions, and solutions to significant Army well-being and issues. Work is critically reviewed outside the ARNG by the staff and management officials whose programs and personnel are affected.

--Incumbent oversees the Resilience and Risk Reduction Program Specialist to ensure the individual is successful in integrating into the overall Resilience and Risk Reduction Management. Helps to ensure resources are available for the Risk Reduction Program Specialist to meet R3/SPP objectives. Uses prevention efforts to create a comprehensive program for enabling and sustaining ARNG readiness and resiliency.

Factor 3 - Guidelines:

Guidelines consist of broad policy statements and general agency policies that require considerable adaptation and interpretation for application to ARNG operations. Frequently, the employee is the technical authority and determines the relationship between the guidelines and assignments. Employee uses judgment to interpret intent of guidance adapting processes to accomplish the objective. Similarly, employee uses judgment to develop new policy proposals, which best accomplish ARNG objectives and the administration of programs within the intent of higher headquarters guidelines or constraints.

Assignments consist of broad functions and processes, which require analysis of interrelated issues of effectiveness, efficiency, and productivity of behavioral and quality of life programs. Assignments typically require developing detailed plans, goals, and objectives for the long-range implementation, administration, and recurring evaluation of programs.
