Observatory of Cultural Policies in Africa
The Observatory is a Pan African international NGO created in 2002 with the support of African Union, the Ford Foundation, and UNESCO. Its aim is to monitor cultural trends and national cultural policies in the region and to enhance their integration in human development strategies through advocacy, information, research, capacity building, networking, co-ordination, and co-operation at the regional and international levels.

A.1 OCPA at the Aspen Cultural Diplomacy Forum (Paris, November 13-15, 2008)
Lupwishi Mbuyamba, OCPA Executive Director participated at this Forum, which was organized in collaboration with Institut Aspen France and the Arts Arena at the American University of Paris. The Forum, modeled after the Aspen Ideas Festival and focusing on public diplomacy and the vital role that the arts and culture play in promoting mutual understanding and strengthening international relations for peace and development. The Executive Director made a presentation namely to the debate on the theme New Training and Networks: Public/Private Partnerships.

A.2 Yacouba Konate chairman of the International Association of Art Critics (AICA)
At the recent General Assembly & Symposium (Barcelona, 10-14 November 2008) of AICA, Yacouba Konate, art critic, professor of the Abidjan –Cocody University, member of the OCPA Technical Committee was elected as chair of AICA.

B.1 L'Université Senghor - Concours de recrutement de la XIIe promotion
L'Université Senghor lance le concours de recrutement de la XIIème Promotion au programme du Master en Développement dans sept spécialités, pour la rentrée 2009. Dans ce cadre des possibilités de formation seront offertes, entre autres, par le Département «Patrimoine Culturel» en Gestion du Patrimoine Culturel et en Management de la Culture et des Médias
L'Université Senghor offrira des bourses aux candidats définitivement sélectionnés à l'issue du concours. Chaque bourse permettra à l'étudiant admis et inscrit de couvrir les frais de scolarité et de subvenir à ses frais de vie et ses frais de stage. L'Université Senghor pourra inscrire une aussi de candidats admissibles supplémentaires n'ayant pas été classés pour l'obtention d'une bourse mais qui sont en mesure d'assumer les frais de vie à Alexandrie et les frais de stage.

B.2 Le Burkina Faso sélectionné pour abriter la 3ème assemblée Générale de l’AFRICOM
Le Ministère de la Culture, du Tourisme et de la Communication du Burkina Faso fut sélectionnée pour l’organisation de l’assemblée Générale après la présentation d’un dossier prouvant sa capacité d’organiser une conférence d’une telle stature, aussi bien que sa capacité de susciter les ressources adéquates localement pour satisfaire les demandes de la conférence. En raisons se ces qualités, l’AFRICOM au plaisir d’annoncer que le Burkina Faso et en particulier la cité de Ouagadougou, abritera la 3ème assemblée Générale de l’AFRICOM en décembre 2009.

Burkina Faso selected to host the 3rd AFRICOM General Assembly
The Burkina Faso’s Ministry of Culture, Tourism and Communication, was selected to host the General Assembly after presenting a dossier supporting its ability to host a conference of such stature as well as its ability to raise resources locally to meet the demands of this conference. Based on these strengths AFRICOM is pleased to announce that Burkina Faso and in particular the city of Ouagadougou will host the 3rd General Assembly of AFRICOM in December 2009.

B.3 DIFF Announces Dates for Landmark 30th Edition
The Durban International Film Festival has announced that its landmark 30th edition will take place from 22 July to 2 August 2009.
The festival will present over 200 screenings of films from around the world, with a special focus on films from South African and Africa. The festival calls for entries - feature films, short films and documentaries are all welcome. The festival does have a competition component. The deadline for entries is 31 March 2009 for short films and documentaries; 15 April 2009 for feature films. Early submissions are encouraged.

B.4 Festival International Parole d’Aïeux (FIPA) - Première édition
Organisé du 23 novembre au 6 décembre 2008, ce festival se déroulera à Akonolinga et Ayos avec la participation de compagnies de théâtre de France, d’Italie, de Mauritanie, du Soudan, de la République Centrafricaine, du Burkina Faso, de la Côte d’Ivoire et du Cameroun. Le FIPA est un nouveau rendez-vous biennal de promotion des traditions orales.. C’est un rassemblement d’écrivains, des interprètes, d’éditeurs, de jeunes et des populations locales pour la vulgarisation des genres oraux.
Ce festival a également pour ambition de contribuer à la promotion de la Convention sur la protection et la promotion de la diversité des expressions culturelles (2005).
