Position Description:
Seattle Public Utilities' (SPU) Development Services Office (DSO) has an exciting entry-level opportunity for an Assistant Civil Engineer. The DSO is responsible for conducting all development services permitting and plan review transactions for SPU's water, drainage, wastewater, and solid waste lines of business. The Assistant Civil Engineer provides technical review and processing of developer applications related to water, drainage, and wastewater service and compliance. This position will be part of the DSO Service Delivery Unit and reports to a Supervising Civil Engineer or Supervising Civil Engineering Specialist.
Job Responsibilities:
·  Prepares documents for plan review by identifying corrections and inadequacies, making comments, and requiring that all corrections meet the requirements of pertinent City codes.
·  Track and monitor requests for plan review and create plan review reports. Prepare paperwork needed to sell water services, process hydrant flow tests, and water line extensions.
·  Provides technical information, code interpretations and answers complex questions from architects, engineers, developers, contractors and the general public regarding conformance to standards, plans, specifications and codes; explains codes, requirements and procedures and evaluates alternatives. Serves as the point of contact in this process
·  Prepares a variety of written materials, including engineering documents, including agreements, maps, legal description, resolutions and ordinances.
·  Review and provide hydrant flow information. Provide clarification to applicants and respond to inquiries from the Seattle Fire Department.
Qualifications:
A successful candidate will have experience and a strong working knowledge in hydraulics, hydrology, and drainage infrastructure analysis and design. A background in low impact development and green stormwater infrastructure technology would well prepare a candidate for this role. The Development Services Office is a fast-paced environment in which the expectation is that the unit works as a collaborative team and that work is accomplished within established timeframes.
Education: A baccalaureate degree from an accredited college or university in Civil Engineering, Civil Engineering Technology or related field.
Education/Experience Equivalency: Combinations of appropriate education, training, certification and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
Licensure: Current driver's license or evidence of equivalent mobility.

Position Description:
Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. The Principal Accountant (Fiscal Auditor) will analyze reports and note any issues or items that need to be brought to the attention of the program specialists, program managers, and HSD-funded agencies. Conduct on-site fiscal review of selected agencies annually, write monitoring reports and provide agencies with technical assistance to improve financial systems and internal controls. Review agencies receiving federal funds, such as McKinney, CDBG, HOPWA and other federal funds with relevant circulars. Conduct fraud and internal investigations and other special projects for the Department.
Reporting to and under the direction of the Seattle Human Services Department's (HSD) Accounting & Audit Supervisor, this position will review audit reports, financial reviews and Form 990s from non-profits, for profits and governmental agencies for compliance with City and federal contract requirements.
Job Responsibilities:
·  Conduct on-site financial and operational audits of HSD-funded agencies from beginning to end to determine compliance and contractual obligations. Manage audit projects to assess work processes and identify gaps in financial operations or internal controls. Perform data and workflow analysis. Identify and communicate areas of concerns, offering recommendations for improvement to minimize risk for the agency and HSD.
·  Review audit and financial statement reports, and Form 990s submitted by nonprofit, for profit and governmental partner agencies for compliance with federal, state, local regulations and with accounting standards and contractual obligations.
·  Analyze audit and financial statement reports, and Form 990s and note any findings, issues or items of concern that need to be addressed with corrective actions.
·  Participate in the review of financial statements/budget proposals during the RFP/RFI process assessing the financial health, soundness and risks on agencies.
·  Perform sensitive special assignments, including evaluating improprieties and potential fraud activities.
·  As a subject matter expert, provide advice on internal controls, compliance, audit and financial management standards to partner agencies and department staff.
·  Provide assurance that monthly invoices are supported by adequate documentation by reviewing and monitoring invoices as appropriate.
·  Aid in the development and monitoring of an annual audit work plan including ongoing coordination with external auditors and staff; retaining audit records and maintaining outcomes of external audits.
·  Aid in the development of training materials and programs on conducting financial reviews, analysis, monitoring and internal controls.
Qualifications:
Minimum Qualifications:
Education: Bachelor's degree in Accounting, Business Administration or related field (requires satisfactory completion of at least 24 semester hours or 36 quarter credit units in accounting with no substitution allowed) AND/OR professional certification as a CPA
Experience:FOURyears professional experience in accounting, auditing, financial analysis, or related work with one year experience equivalent to a Senior Accountant (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
Certification/License: Driver's license for the ability to make on-site visits to clients and attend meetings and trainings.
Desired Qualifications:
·  Ability to work independently and multitask under minimal and limited supervision efficiently managing time and workload, which includes planning, organizing, prioritizing and following through on a variety of tasks, assignments, projects and reports.
·  Knowledge of generally accepted accounting principles, generally accepted auditing standards, generally accepted government auditing standards, governmental accounting standards board, proper audit procedures, techniques and internal controls.

We are currently looking for Case Managers for our Aging and Disability Services Division. Reporting to a Senior Human Services Supervisor, these positions will conduct in-home comprehensive functional assessments for elderly and disabled adult clients receiving Department of Social and Health Services (DSHS) Medicaid funded personal care and other services. These roles offer the opportunity to directly impact clients' lives.
Case Managers develop individualized service plans based on a functional assessment with the client that identifies priorities, desired outcomes, and the strategies and resources to be used in attaining the outcomes. Case Managers work with a variety of Medicaid Waiver programs to include the New Freedom, participant-directed budget-based program. This individual evaluates and monitors 88-100 client care plans utilizing paid and unpaid resources available.
This recruitment is for both our Seattle Down Town office and our Renton ADS office.
Job Responsibilities:
• Conduct in-home functional assessments and reassessments for a case load of approximately 92 clients. Collect personal data and analyze information to include diagnosis, skin condition, medications, treatment, psych/social information, and assistance with activities of daily living. Review financial eligibility annually and as needed.
• Evaluate client assessment data with healthcare professionals, mental health providers, nursing staff and others in the development and when change of condition occurs.
• Provide oversight of care being provided to assigned clients by phone or in-person. Conduct care plan reviews 3-4 times per year or as needed with assigned clients. Work with interpreters to provide services to persons who do not speak English.
• Document all client activities and contacts (referrals, additional contacts, and other in-home visits, etc.) and maintain confidential client record.
• Connect clients and caregivers to services available to meet their needs. Referrals to appropriate services may include hospital to home support (Care Transitions), nursing services, client training, caregiver support programs and educational programs, mental health, adult protective services, drug and alcohol treatment, specialized medical equipment, nutrition, adult day health, self-directed care, nurse delegation, Chronic Disease Self-Management training , and other formal and informal support networks.
• Advocate with agencies or persons to help clients receive appropriate benefits or services.
• Assist clients with recruiting, contracting and termination of their Individual Personal Providers (IP) and/or home care agency. Monitor individual provider and homecare agency caregiver performance. Evaluate State of Washington, DSHS Individual Provider background check results. Conduct IP Character, Competency and Suitability reviews when IP background results show record of criminal convictions, pending charges or negative actions. Review and monitor IP timesheets.
• Authorize or reauthorize payment for client approved Medicaid funded services or terminate services in WA St. SSPS (social services payment system) and Provider One. Process client and provider overpayments.• Assist clients enrolled in the New Freedom program with their budgets, spending plans, and payment authorizations with use of the web portal.
• Conduct placement (i.e., Nursing Home, Assisted Living, Adult Family Home, etc.) assessments and/or termination planning. Close case management services when indicated.
• Provide witness testimony during client and independent provider client appeal process.
• Maintain work standards to ensure compliance with DSHS Quality Assurance and HIPAA expectations.

Education: Bachelor's degree in Social Services, Psychology or a related field (or a combination of education and/or training and/or work experience which provides the ability to perform the work of the class).
Experience: Three years social services experience involving interviewing, counseling, or crisis intervention.
