NTSSA TOURNAMENT RULES

1. Each team must have numbered alternate jerseys or numbered T-shirts available. Violators will be removed from the field and not allowed back on the field of play until player's equipment is corrected. Home Team is team listed first on schedule. Home Team will change jerseys if there is a color conflict. Home Team will occupy either the North or West side of the playing field.

2. A game shall be declared a forfeit if a team is not ready to play at the published time within five (5) minutes of the mini-games and within ten (10) minutes of the full-length games. At half time the teams must be ready to resume play within five (5) minutes of the referee's designation.**

3. The Cup & Games Committee or tournament committee shall declare a game a forfeit if an ineligible player participates in a game. Any protest of ineligible player must be reported in writing, with either a One Hundred Dollar ($100) cashiers check, money order or cash deposit before the end of the game to the tournament field headquarters.

4. Teams will play Mini Games in preliminary. Quarter-final, Semi-final and final games will be full length. Half time will be five (5) minutes. There will be no overtime during Bracket play, this is only during. Quarter-final, Semi-final and final

5. Brackets with 3 or 4 teams that play each other within the bracket, the team with the highest total points will advance from the bracket. Three team brackets that play crossover game with other three team brackets, the two (2) teams with the highest total points of the two (2) brackets will advance. Preliminary games may end in a tie. If semi-final or final games end in a tie, two (2) overtime halves will be played, and if the game is still tied at the end of the second overtime period, FIFA "kicks" from the penalty spot will be taken to determine the winner.

NTSSA scoring system for mini games will be as follows:

a) 6 points for a win

b) 3 points for a tie

c) 0 points for a loss

d) 1 point per goal scored in the game with a maximum of 3

e) 1 point for a shut out (not allowing opponent to score)

f) A forfeit game will be scored at a 3-0 win in calculating mini-games points for tie-breaker determination

In age brackets that contain flights with different number of teams, points will be determined on a 10point system.

All teams will divide points by total games scheduled.

NTSSA tiebreaker system for mini-games will be as follows:

If two or more teams are tied in points after their mini-games are completed, the following tiebreaker procedures will be used to determine the team advancing:

a) Head to Head game results - winner will advance

b) Most number of "shutouts" - team with most "shutouts" will advance

c) Goal differential- team with highest goal differential against opponents will advance (maximum of three (3) goal scored - goals against. Only the first three (3) goals scored by any team in any game will be counted in calculating winning points for advance. (Example: A 4-1 game = 3-1 in calculation advancement; a 10-4 game = 3-3 in calculating advancement).

d) Fewest goals allowed - team with fewest goals allowed would advance.

e) Fewest accumulation of caution points, 1 point for yellow and 2 points for red.

f) Penalty kicks

These tie breaker procedures will be applied, in order, to the teams tied in points until one team is selected for advancement.

6. The "Wild Card" team is the second place team with the highest number of points. The "Wild Card" team will be determined by the following procedure in age divisions with an unequal number of teams (4-4-4; 4-3-3; etc.) in brackets. Each team in the age division will divide their points by total games scheduled to determine the team with the highest percentage. The team with the highest percentage will advance to the next level of play. In the event of a percentage tie between teams, then the tiebreaker procedure in five (5) above will determine the 'Wild Card".

7. Each team must have a minimum of (*) on the field to start the game. There must be a minimum of (7) to continue the game.

8. There will be free substitution, with the referee's consent, at the following times:

A player receiving a yellow card (the player carded only) Prior to a throw-in for the team in possession only Prior to a goal kick. After a goal by either team · After an injury, when the referee stops the play · At half time by either team In case of extreme heat, at the referees discretion.

9. Any send-offs should be reported to the Tournament Committee immediately following the game. Any player or coach sent-off (other than on account of receiving two cautions in the same game) shall automatically sit out the next played tournament game with their team (unless the send-off occurred in the last game of the tournament for that player or coach, in which case such player or coach would be required to sit out their next scheduled game played). If the send-off was for fighting, or if it is the player's second tournament send-off, the player will be suspended from the remainder of the tournament. Any player receiving three (3) cautions (yellow cards) in the tournament must sit out the next played tournament game with their team (unless the third caution occurred in the last game of the tournament for that player or coach, in which case such player or coach would be required to sit out their next scheduled game played). The NTSSA Cup & Games A&D Committee has the right to hold a hearing and increase the suspension at its discretion.

10. All referee decisions are final. No protests will be allowed, except for ineligible player.

11. The Chairman of Cup & Games, or his designee, is empowered to make all decisions regarding the competition during the tournament.

12. The decision of the Chairman of Cup & Games is final in all matters. No appeals will be allowed beyond that point.

13. In the event the referee or linesman are missing from the field, report immediately to your Field Coordinator. In the event the linesman are not available, each team is required to provide a "club linesman".

14. If a game is played into the second half but is stopped short of full time, other than acts on the part of one of the teams, the game shall be considered complete. Full length games, if tied will be determined by the tie breaker procedure.

15. In the event of inclement weather, format for tournament play and/or completion of the tournament will be determined by the tournament committee.

16. In all NTSSA State sponsored tournaments, the Referee shall turn in all scores to the Field Coordinator.

17. Host Association is to furnish nets and flags, the first teams to play each morning will put up the nets and flags, and the last teams to play will take them down and leave them at one corner of the goal posts. Bring a supply of stakes for your game. Some associations do not furnish net stakes. Do not use tape to hold UP nets. FAILURE TO TAKE DOWN NETS AFTER LAST SCHEDULED GAME WILL RESULT IN TEAM(S) BEING INELIGIBLE TO PLAY IN NTSSA STATE TOURNAMENTS FOR A PERIOD OF ONE (1) YEAR, AND FORFEITURE OF THEIR PERFORMANCE BOND WHERE APPLICABLE.

18. Any team that withdraws from a tournament less than two weeks from the state of the tournament or does not complete all required scheduled games, may not be allowed to enter any sanctioned tournaments until said team appears before the NTSSA Cup & Games Committee for a hearing explaining their actions and may forfeit their entry fee and performance bond, if one has been posted.

All teams not accepted by the tournament will be refunded in full within ten (10) days of the notification of rejection, or notification to the teams accepted, whichever comes first. (Posting on web sites can be considered notification of teams accepted)

19. In case of rain - HARD RAIN. NOT A SPRINKLE - call the headquarters hotel before you leave for the game. If inclement weather cancels the tournament prior to start of first scheduled game; a maximum or fifty percent (50%) of the entry fee will be retained by the tournament to cover start-up cost of the tournament.

DSA INVITATIONAL TOURNAMENT



In accordance with NTSSA policy, NTSSA Tournament Rules will be used during The 36th Annual Duncanville Invitational Tournament. All local policies and procedures shall be set forth in the following paragraphs.

HOME AND VISITORS

Fans and team members will be on opposite sides of the field. The home team (listed first in the pairings) will be on the north or east side; the visitors will be on the south or east side.

GAME TIMES

Game time shall be forfeit time. Every game must start on time to ensure that all games will be played before dark.

UNDER 8

Modified Playing Rule: Will play 15 minutes halves with a 5-minute half time. Free substitution allowed on your team throw in, any goal kick and kick off. Also allowed for injuries at referee's discretion.

Quarterfinal Games shall be mini games. NTSSA rule 5A is modified to include two 10-minute periods for overtime play.

MINIMUM PLAYERS

U-04-06 3 to start, 3 to continue

U-08 3 to start, 3 to continue

U-10 5 to start, 5 to continue

U-12/U-19 7 to start, 7 to continue

SUBSTITUTIONS NTSSA

Tournament rules shall apply. U8 teams should see above for the U8 modified playing rules for playing procedures and substitutions.

CAUTIONS AND EJECTIONS

Cautions and Ejection’s will be reported to the team's home and state associations. Coaches will be held responsible for the conduct of their players, parents and spectators. Anyone ejected from a game will be barred from playing or participating in the team's next scheduled tournament game. All coaches MUST notify their next game Referee of the player that is sitting out that game. Failure to report may result in further actions by the DSA Tournament Committee. Any team playing a player that was ejected (red carded) will forfeit all games in which he or she participates and may cause the team to be disqualified from the remainder of the Tournament.

GAMES BALL

Each team must present a suitable game ball to the Referee for use during the game.

GUEST PLAYERS

No guest players will be allowed. All teams are subject to having their rosters checked. Have your roster and birth certificates with you at all times and be prepared for a roster check at any game. Any team playing a player that is not on the original certified roster will be disqualified from the remainder of the Tournament and will be turned into North Texas A&D.

MEDICAL RELEASES Coaches are required to present to the Tournament Committee signed and notarized medical release forms for each player at the time of check-in. These will be returned to and carried by the coaches throughout the tournament. NO EXCEPTIONS FOR LOCAL TEAMS.

SHINGUARDS- Mandatory for ALL age groups. Must be worn under the socks and must be completely covered by the players' socks.

OUT-OF-AREA TEAMS

All non-NTSSA teams must have travel permits from their State Association. The tournament committee must receive this form at time of check-in.

PLAYER I.D.

Non-NTSSA players must have USYSA travel cards. All coaches must be prepared to show proof of age upon request of any committee member. NO EXCEPTIONS FOR LOCAL TEAMS.

REGISTRATION

A representative from each team must sign in on Friday night or at least one hour prior to their first game. FAILURE TO DO SO MAY RESULT IN FORFEITURE. The Tournament Committee will be at Harrington Park from 5:00pm - 9:00pm. Those having games at other fields must still sign in at Harrington Park at least one-hour before their first game.

LOCAL CONTACT

While it is the coach's responsibility to check for any last minute changes in his or her schedule, they should supply a local phone number where they can be reached or supply overnight accommodation information.

WEATHER

The Tournament Committee reserves the right to stop games in progress should conditions place a factor on safety and health of the players.

AWARDS

U6 and U8 players will each receive participation awards. U9-U19 (with the exception of U10 and U12 boys) will receive 1st and 2nd place trophies. Any age groups with 8 or more teams will receive 3rd and 4th place trophies.

RULE CHANGES

The Tournament Committee reserves the right to modify DSA policy on tournament rules or schedule. No changes will be made in a discriminatory manner.
