INTRODUCTION
The objective of the site visit was to evaluate the preclinical component of the program of medical education of Kasturba Medical College and the clinical component of the College’s program of medical education that takes place in New York State. The major purpose of the visit to the campus in Manipal, India was to assess that part of the College’s program of medical education, primarily the basic medical science that prepares students for clinical training. The purpose of the visit to Peninsula Hospital Medical Center in Queens, New York was to assess the clinical training offered to medical students, to review faculty and student records, and to meet with academic and administrative officers of the University and the college regarding the structure for monitoring and supervising clinical training that takes place in New York State.

ACTIVITIES OF THE TEAM DURING THE EVALUATION
The team members reviewed individually all of the materials provided by the College prior to the visit. These included the Data Base Document, the appendices to it, student and faculty records and curricular materials, and various informational handouts distributed during the site visit. The team inspected academic facilities in Manipal, India and hospital facilities in New York State. The team members interviewed administrative officers, faculty members, support staff, and students in Manipal and in the New York State clinical affiliate. On the basis of these activities, the following observations related to appropriate sections of the Guidelines for the Evaluation of Medical Programs are presented with the respect to the program of medical education offered by Kasturba Medical College.
FOREWORD
In 2003, the College contacted the Department to discuss the approval of Kasturba Medical College for the purpose of placing students in clinical clerkships in New York State beyond 12 weeks duration. Later in 2004, the College formally requested that an evaluation of its medical education program be undertaken. The initial site visit to the Medical College was undertaken in Manipal, India in September of 2004 and to the clinical site, Peninsula Hospital Medical Center in Queens, New York. in March 2005.
Kasturba Medical College started functioning at Manipal, a suburb of Udupi Town in the west coast of Karnataka State, India, in June 1953. It was the result of the efforts of the late Dr. Tonse Madhav Anant Pai who convinced the State Government on the feasibility of his hopes of obtaining affiliation from a university outside the jurisdiction of his home State. He also had to fulfill the minimum requirements as stipulated by the Medical Council of India, the National accreditation body. In the absence of any financial support from the State or the Central Government, he built up the institution with the involvement of the parents of the students to share the recurring and non-recurring cost of the College. The College gained recognition for the MBBS degree from the Medical Council of India in 1957. The College, which started with the pre-clinical course at Manipal and clinical course at Mangalore where the Madras Government had afforded clinical facilities in their hospitals, has grown two independent medical colleges.
Kasturba Medical College has also established formal affiliations with the Loma Linda and Louisiana State Universities in the USA, the University of Adelaide in Australia, and the Liverpool School of Tropical Medicine in U.K. These academic linkages have provided faculty and student exchange, collaborative research, and the development of special projects. Kasturba Medical College also helped make possible the establishment of a dental college, a college of pharmaceutical sciences and a college of nursing at Manipal and another dental college at Mangalore. Kasturba Medical College celebrated its Silver Jubilee in 1978 and its Golden Jubilee during 2003-04.
On June 1, 1993, the Ministry of Human Resource Development, Government of India, on the recommendation of the University Grants Commission, conferred the status of a Deemed to be University on Manipal Academy of Higher Education and Kasturba Medical College became a constituent unit of this Deemed University from then on.
More recently, the web-based University Information Center (UIC) of the Manipal Academy of Higher Education (MAHE) became operational on May 1, 2003. Designed and developed by the Information Systems Department of the University, the UIC consists of the following components:
· General Information - personal details, course and contact information, passport and visa details· Hostel information
· Financial information – room and board and telephone bills
Grades and attendance details will be available at a later stage
· The Employee Information System (EIS)-The EIS is the counterpart of SIS, targeted at the employees of MAHE. At present, this module is not functional
· The Management information System (MIS)-The MIS has been designed to meet the information needs of the administrators and gives administrators quick and streamlined access to Student and Employee data.
A two-day National Workshop on "Implications of Intellectual Property Rights for Medical and Media Professionals" was held on October 7-8, 2003 at the Dr T.M.A. Pai Planetarium Complex, Manipal, under the support of Manipal Institute of Communication, Manipal. The Ministry of HRD, Government of India, sponsored the workshop.
A total of 449 administrators/educators at the level of principals, deans and heads of departments were polled in eight centers - Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, Pune and Lucknow. For the perceptual score, the respondents were asked to distribute 100 points across seven critical parameters - reputation, curriculum, academic input, student care, admission procedure, infrastructure, job/placement opportunities. The most important attribute obtained the maximum and the least the minimum concerning 35 parameters pertaining to four broad factors:
1. Admission (the number of applicants, admission, pass percentage, placements, university ranks),
2. Academic standards (examination patterns, number and qualification of faculty, research work and awards won by the faculty),
3. Infrastructure (number of courses, grants, number of PCs, library budget, residential facilities) and
4. Hospital-college interface. The final list had factual inputs from 350 colleges.
