The regular meeting of the Board of Supervisors, held at the Township Municipal Building, was called to order by Chairman Greg Happ at 7:30 P.M. Present were Vice-Chairman Duane Rape, Supervisors John Nowicki, Brian Giles and Fritz Retsch. ADJOURN / Motion by Rape, seconded by Giles, to approve the minutes of the January 3rd Reorganization Meeting and Regular Meeting as written. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Nowicki, to pay the bills from the General Account as of January 7th through January 31st for $85,155.85 and as of February 7th for $138,203.97, with signing of the checks after the meeting. Vote of 5 to 0 in favor.
Motion by Retsch, seconded by Giles, to appoint Wallover & Steff as the Township solicitor. Vote of 5 to 0 in favor.
Solicitor Lope has agreed to stay until the new Zoning Ordinance is adopted.
Chairman Happ announced the 2017 Supervisor committees as follows:

·  Recreation – Fritz Retsch
·  Road Department – Brian Giles
·  Zoning & Planning – Duane Rape
·  Police & Public Safety – Duane Rape & John Nowicki
Chairman Happ and the Township Manager are on all committees.
The Supervisors received a list of the 2017 Board Members for the Recreation Board, Planning Commission, Auditors and the Municipal Authority. (See attached list)
Motion by Nowicki, seconded by Rape, to accept the Township Committees as printed. Vote of 5 to 0 in favor.
David Eisenbrown, 2155 Lovi Road, presented to the Board a proposal to clean up Steel School Cemetery a/k/a Bethel Cemetery and place a name sign and gravel at the entrance way for his Eagle Scout project.
Motion by Retsch, seconded by Rape, to accept David’s proposal. Vote of 5 to 0 in favor.
Johnny Murtha from Big Knob Fire Department offered the department’s assistance with traffic control for safety measures.
Motion by Rape, seconded by Giles, to set Clean-up day on May 6, 2017, at the Big Knob Grange from 8:00 a.m. to 12:00 p.m. with one Road Department employee working. Vote of 5 to 0 in favor.
Motion by Nowicki, seconded by Rape, to set May 13, 2017 for Tire Collection to be held at the Township Building from 9:00 a.m. to 12:00 p.m. with one Road Department employee to work and the Township to purchase lunch. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Giles, to set a Public Hearing on Thursday, February 23, 2017 at 6:30 to hear the application of Castlebrook Development for tentative approval to construct a Planned Residential Development on Pine Run Road. Vote of 5 to 0 in favor.
Motion by Retsch, seconded by Nowicki, to set a meeting with the Board of Supervisors and Planning Commission immediately following the Public Hearing on the 23rd for the purpose of reviewing the draft of the proposed Zoning Ordinance and Zoning Map. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Retsch, to apply for a Pennsylvania Infrastructure Loan up to $500,000.00 to be used primarily for the construction of a new Road Department building. Vote of 5 to 0 in favor.
Chairman Happ read a Proclamation announcing that New Sewickley Township declares April 2017 as “Pennsylvania 811 Safe Digging Month. Vote of 5 to 0 in favor.
Motion by Nowicki, seconded by Giles, to accept a quote of $475.00 per cutting and award a two year contract of the maintenance and grass cutting of three cemeteries known as Brethren Cemetery, Bethel a/k/a Steel School Cemetery and Oakland U.P. a/k/a Boggs Cemetery to Simon Landscaping (Josh Simon) 675 Landis Road. Vote of 5 to 0 in favor.
Motion by Rape, seconded by Nowicki, to authorize the purchase of an Intox DMT Breathalyzer for the Police Department from Intoximeters Inc., St. Louis, MO., for a cost of $8,464.50. Vote of 5 to 0 in favor.
Chief Leindecker read his monthly report for January 2017, which included the number of police calls, vehicle maintenance, arrests and citations issued.
Johnny Murtha, Big Knob Fire Department read their monthly report for January 2017, which included the number of calls they responded to.
Buddy Meade, Pine Run Fire Department read their monthly report for January 2017, which included the number of calls they responded to.
Supervisor Nowicki thanked Pine Run Fire Department for the good job they did when assisting at his wife’s accident.
Motion by Nowicki, seconded by Giles, to hire an architect to design a building for the road department. Vote of 5 to 0 in favor.
Motion by Giles, seconded by Retsch to approve the purchase of a 2017 Chevrolet Silverado 3500 CK36043 4WD Crew Cab 60” Chassis from Day Chevrolet at a cost of $40,282.00. Vote of 5 to 0 in favor.
Road Foreman Tom Milligan reported that he received an estimate from Youngblood Paving to pave Klein Road to Brunner Road and from Brunner Road to the Landfill.
Manager Beighey said prior to starting this project he wanted to talk with PennEnergy, Cardinal Midstream and Brunner’s.
Motion by Rape, seconded by Giles, to set Road Inspection on April 8, 2017 at 8:00 a.m. Vote of 5 to 0 in favor.
Motion by Nowicki, seconded by Rape, to adopt Resolution No. 03-17 authorizing payment to Pennsylvania Municipal Retirement System (PMRS) for the non-contract employees’ pension fund.
Solicitor Lope reported that he has reviewed the Township’s existing Peddling Ordinance. He said that he has concerns with the hours someone is currently permitted to solicit and recommends expanding the hours. He said he drafted a new ordinance for the Board to review expanding the hours along with several other changes.
Jim Culler reported that during the month of January he reviewed a revision of the Castlebrook Development Plan they are proposing on Pine Run Road. He also replied to several of the developers responses. He advised that Mr. Laffey from Castlebrook has been working with the Township Municipal Authority and they are making some progress.
Chairman Happ announced that the Planning Commission will hold an Open House on March 16th from 4:30 until 6:30 at the municipal building to enable residents, business owners and the general public an opportunity to review and make comments on the proposed new zoning ordinance and zoning map.
Supervisors tabled action on appointing Raymond Petcovic to the Municipal Authority until they receive a letter from the Municipal Authority recommending his appointment.
Lisa Bauman, Chairman of the Recreation Board reported pavilion rentals were taken on Saturday. She also said she is still waiting for a date for the next steering committee meeting.
Supervisor Nowicki asked if the Township received any comments from the Beaver County Planning Commission regarding Castlebrook’s application.
He was advised that the County did submit comments and some have already been corrected by Castlebrook and others were standard comments.
Chairman Happ thanked the Township staff for all the work they do.
