Bylaws and Rules

I Bylaws:

1)  A .Membership:

a)  League membership is open to all.

b)  The maximum number of members is 32.

2)  Schedule of play:

a)  League play will be scheduled on Monday nights at Whispering Springs Golf Course.

b)  The league secretary will accommodate all request for early or late starting times, if possible.

3)  Elected officials:

a)  President / Treasurer

b)  Secretary

4)  Committees:

a)  Rules Committee: The league President is chairman of the rules committee. It can be made up of any number of volunteer members the President deems necessary. Its functions to interpret all league rules when necessary and rule on all situations not covered in the league rules. Additionally, the rules committee will decide if play should be canceled for any reason (i.e. weather).

b)  Handicap Committee: The Secretary is chairman of the handicap committee. It can be made up of any number of volunteer members the Secretary deems necessary. It’s function is to make up all league schedules, handicap sheets, league standings; post all necessary golf league information and distribute all league memos, notices and schedules.

c)  Jamboree Committee: The Treasurer is chairman of the jamboree committee. It can be made up of any number of volunteer members the Treasurer deems necessary. It’s function is to set up the league jamboree and to purchase, solicit and distribute all jamboree awards.

5)  Waiting list:

a)  The Secretary shall maintain a “waiting list” of eligible people that have requested membership in the league and the date of the request.

b)  Priority on the llist will be lost for declining an offered league vacancy.

II. Rules:

a)  All men under the age of 65 will play from the white tees.

b)  All men 65 and older have the option to play from the senior tees. If the option is selected all subsequent matchs must be played from the senior tees.

6)  Handicaps:

a)  Handicaps for all members (returning and new) and substitutes will be determined as follows:

b)  Only scores from the current year and/or the prior two (2) years as a member or substitute will be used to calculate the league handicap.

c)  Only scores posted during league play at Whispering Springs will be used to calculate the league handicap. (Scores from other leagues and/or courses can not be used to calculate the league handicap. U.S.G.A. handicap can not be used for league play.)

d)  Handicap setup for this league:

i)  Number of scores handicap based on: 10.

i)  The last 10 differentials will be considered for handicapping.

ii)  A differential is calculated by subtracting the Whispering Springs course rating (36) from the Adjusted Gross Score.

iii) See the chart above. The highest differentials per the chart will be discarded. The average of the non-discarded differentials X .90 will be the handicap for the next event.

iv) Recording Hole Score:

(a) Each hole must be played out; with the exception of “Gimmie putts”. If a player fails to play out the hole their team automatically forfeits the three (3) points for the hole and the three (3) points for totals.

8. Substitutes:

a)  It is strongly recommended that no member have substitutes play more than six (6) matches during the year

b)  A team can use two substitutes if both regular members are unable to . make the match.

9. Match Scoring:

a)  Each match will be played for thirty (30) points. Three (3) points for each hole and three additional points for total score.

b)  Comparison of opposing low handicappers’ net scores - low score one (1) point.

c)  Comparison of opposing high handicappers’ net scores – low score one (1) point; tie score one-half (1/2) point each.

d)  Comparison of team net scores – low score one (1) point; tie score one half point each team.

e)  The net score for each hole is determined by the difference in handicap between the competing golfers. The number of strokes to be given are applied to the holes according to the difficulty rating on the score card; most difficult to least difficult.

f)  The team net score for each hole is determined by the difference in total handicap between the competing teams. The number of strokes to be given are applied to the holes according to the difficulty rating on the score card; most difficult to least difficult. (If each golfer on a team receives 3 strokes, the team will receive six strokes. One stroke will be applied to each of the six most difficult holes; not two strokes applied to each of the three most difficult holes.)

g)  The net score for total score is the actual score less the players handicap.

10. Cancellation of Play:

a)  Cancellation of play due to bad weather or any other conditions will be at the discretion of the President and the Rules Committee. If all matches are not completed upon cancellation of play, all rounds for that night are canceled. Any completed rounds will not be used for calculation of handicaps, etc. (If the night is made-up any completed rounds may be considered a rescheduled match).

11. Rescheduled matches:

a)  )If a team is not able to play on the scheduled night, and have the consent of their opponents, the match can be played on an agreeable date before or after the scheduled date. Th score card must be turned in to the league Secretary no later than the Friday following the scheduled date. (There will be not matching of score cards.)

b) Matches played in advance will use the handicaps as of thescheduled day of the match. Scores from the match will not be included in the handicap calculation until the week the match was scheduled.

12) League vacancies:

a)  When an individual member of the league drops out, the remaining team member may choose a new partner. The choice does not have to be someone on the “waiting list”.

b) When a team drops out of the league or there is a vacancy:

i)  First preference will be given to existing team members

(1)  who would like to split. The team(s) allowed to split will be based upon seniority of the senior member of the team. (Seniority is based on current consecutive membership in the league).

ii)  ii. Remaining vacancies will be filled with the first individual on the “waiting list” (in order of date of request) being offered the vacancy, provided he has actively participated as a substitute during the current or previous year. That individual may chose a new partner. The choice does not have to be someone on the “waiting list”.

13) League Fees:

a)  League fees will be thirty dollars($30.00) and are payable to the Treasurer before the third Monday of league play. If not paid on time, the team will forfeit ten(10) points per week until the fees are paid.

b)  The Presidents league fees will be exempt.

c)  The Secretary/Treasure will have their league fees exempt and also their Jambo fees will be paid by the league. This will cover any entrance fee and or greens fees incurred at the event. Does not cover special events such as skins, etc.

14) Rules of Play during the Match:

a)  U.S.G.A. and local rules on the score card apply to league play with the following exceptions:

i.  Winter rules may be played only in the fairway of the hole being played.

ii.  “Gimmie putts”may be allowed by your opponent, but can not exceed twenty(20) inches. All putts over twenty(20) inches must be putted out. “Gimmie putts” count as a stroke.

iii. If due to wet conditions, a ball not in a hazard becomes embedded, it may be cleaned and a free drop taken no more than two club lengths from the closest relief spot and not nearer the hole.
