HUMAN RESOURCES TECHNICIAN 2

CLASS TITLE: HUMAN RESOURCES TECHNICIAN

BASIC FUNCTION:

Provide technical and administrative support to the Director, Human Resources and Director, Risk Management/ADA Coordinator.

REPRESENTATIVE DUTIES:

1. Coordinate the logistics of the hiring of District faculty, staff and administrators; monitor for compliance with District and State Education code hiring requirements; work with hiring committees regarding all phases of the recruitment process including timelines, advertisements in appropriate newspapers/publications, write/edit and distribute job announcements, proctor required tests, screening applications for minimum qualifications, assemble screening and interview materials, check diversity of applicant and interview pools, schedule interviews.

2. Process personnel requisitions and hire papers; assist with initial salary placements; schedule pre-placement physicals; monitor fingerprint results and reconcile monthly statements from Department of Justice. Provide preliminary information to the faculty committee on equivalency requests. Process volunteer forms and ensure compliance with applicable rules.

3. Answer questions and resolve problems relating to employee health and welfare benefits; provide assistance to faculty, staff, administrators, Board members and retirees regarding the open enrollment process and various plans available; review documents for accuracy and completeness.

4. Receive and screen visitors and schedule appointments; screen telephone calls providing information or referring callers to appropriate department or staff and resolving problems and questions as appropriate; receive, open, stamp and route mail; identify and refer matters to the appropriate staff member in order of priority.

5. Serve as resource to faculty Professional Growth & Evaluation (PG&E) committee. Coordinate non-classroom faculty evaluation survey process. Manage the administrator evaluation process. Update administrator handbook. Create electronic surveys as needed.

6. Maintain Human Resources web pages, including posting information on available positions.

7. Initiate and compose correspondence, memos and reports independently or from oral/written instruction; prepare and type a variety of documents, including material of a confidential nature; create and update forms.

8. Perform a variety of duties such as review and proof documents, records and forms for accuracy, completeness and conformance to applicable rules and regulations; sorting paychecks, posting, filing, typing, duplicating and shredding; maintain and update calendars, schedules, lists, manuals and handbooks for distribution and use by a variety of administrators, staff and the public.

9. Order and maintain office supplies and equipment; schedule maintenance and repair of equipment; prepare and process purchase requisitions according to approved procedures.

10. Train and provide work direction and guidance to student workers, volunteers and other staff as necessary.

11. Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:

Operations, procedures, goals and objectives of the Human Resources Department.

Applicable sections of State Education Code and other applicable laws.

District organization, operations, policies and objectives.

Modern office practices, procedures and equipment.

Advanced operations and techniques of word processing, email, spreadsheet and database applications.

Basic functions of the Internet.

Oral and written communication skills.

Recordkeeping techniques.

Correct English usage, grammar, spelling, punctuation and vocabulary.

ABILITY TO:

Plan, schedule and perform a wide variety of complex and often confidential administrative duties with speed and accuracy.

Learn, interpret, apply and explain operations and procedures of Human Resources and Payroll.

Establish and maintain positive staff and public relations image.

Operate a variety of office equipment including calculator and adding machine, computer terminal, word processor, email, voice-mail, typewriter, duplicating machine, Scantron, microfiche, multi-line phone system and shredder.

Make arithmetic calculations quickly and accurately.

Understand and follow oral and written directions.

Type/keyboard at 60 words net per minute from clear copy.

Work independently with little direction and with frequent interruptions.

Analyze situations accurately and adopt an effective course of action.

Establish and maintain cooperative and effective working relationships with others.

EDUCATION AND EXPERIENCE:

Any combination equivalent to an Associate in Arts degree including or supplemented by course work in Secretarial Science and two years closely related work experience including advanced-level computer applications.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver license.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:

Student workers, volunteers and employees temporarily assigned to light duty.

CONTACTS:

Faculty, staff, students, applicants, benefits providers and broker representatives, other colleges and community organizations, and the general public.

PHYSICAL EFFORT:

Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing 25 pounds or less; ability to occasionally travel to locations on and off campus to conduct District business.

EMOTIONAL EFFORT:

Ability to develop and maintain effective working relationships involving interactions and communications personally, by phone or in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, ongoing basis; ability to work effectively under pressure on a variety of tasks concurrently while meeting established deadlines and changing priorities.

WORKING CONDITIONS:

Primarily business office environment; subject to frequent public contact and interruption in person and by phone; usual assignment worked during daylight hours with evening hours required on an intermittent, occasional basis.
