WHO MAY APPLY: ENLISTED (SFC/E-7 promotable to MSG/E-8). For Merit Announcements, eligibility is limited to personnel currently in the Minnesota Army National Guard who are serving Active Guard/Reserve (AGR) tours. Current AGRs must have a minimum of 18 months in the program to be eligible for reassignment. IAW NGR 600-25, grade inversion within the full-time workforce is not permitted. Military grade of the supervisor must equal/exceed grade of personnel supervised.

REMARKS: PCS Available. EPS Control # 12-005-E8. Selectee must successfully become 74D MOS qualified within the first year and must complete CSSC within the first year of assignment. Applicants must have or qualify for a SECRET security clearance. Selectee must pass OSHA Hazmat technician physical. Selectee must live within 60 minutes of duty stations within 120 days of hire. Selectee must serve a minimum of 36 months in the position upon completion of Civil Support Skills Course (CSSC).

DUTIES AND RESPONSIBILITIES: The First Sergeant will respond to suspected terrorist incidents involving Weapons of Mass Destruction, including potential chemical, biological, radiological and nuclear substances. Serves as the WMD CST NCOIC. Manages the enlisted force, resolves enlisted force issues, and assists with officer actions impacting the readiness of the WMD CST for both Air Force and Army personnel. Is responsible for the implementation of personnel policies for both Air Force and Army personnel. Meets with civilian and military groups to brief WMD CST concept, organization and mission. Knowledgeable in the Incident Command System (ICS) employed at the state (local) level to coordinate the activities of any attached or assigned organizations. Serves as the Incident Site Safety Officer. Applicants must demonstrate knowledge and application of Risk Management principles. Must have desire and aptitude to obtain advanced proficiency in chemical, biological and radiological response operations. Serves as the facility manager for the unit facility, monitoring mechanical systems, janitorial services, exterior maintenance and construction projects. Is responsible for the coordination, publication, proofing, editing and development of administrative and tactical internal Standing Operating guidelines. Familiarity with budget management strongly desired. Prepares and submits Unit Status Reports and other required National Guard Bureau reports. Coordinates the completion of enlisted evaluation reports. Applicants must be, or be able to become Hazmat Technician Certified (training provided). Applicants must possess or be able to attain a secret clearance. This position requires an above-average amount of TDY due to the high Op-Tempo of the 55th Civil Support Team (WMD). All members are required to safely respond to no-notice, 60 minute recall to the 133rd Air National Guard Base anytime of the day/night/year unless otherwise excused by the Commander. Because of the physical demands of this position, all members must be in excellent physical condition. Must complete an OSHA physical examination as a part of the hiring process.
