1) Technical Specifications, lot 1, pos. L01.16, Print Speed: 10 ppm or more.
Q: For which printing format A3 or A4 is applicable this print speed?
A: It is applicable for format A3.
2) Technical Specifications, lot 1, pos. L01.13
Q: Clarify the purpose of the Work-in-progress module?
A: This module will be used by production companies to account for the quantities of materials used in the unfinished goods.
3) Technical Specifications, lot 3, pos. L03.01, L03.07 and L03.15
Q: Is it a machine for packaging of loose goods like grain, coffee, nuts, etc. or for wrapping of small packages into big ones?
A: It should be a machine that combines both processes.
Q: Clarify position L03.07?
A: It is a platform for lifting goods to a max. height of 2,50m. (vertical motion only).
Q: How much door plates is needed for each incubator?
A: The number of plates vary according to the number of available rooms in each incubator. According to the information received the following number of plates is needed as follows:
BI – Madan – 90;
BI – Belogradchik – 22;
BI – Mezdra – 85;
BI – Montana – 27;
BI – Kardjali – 25;
BI – Vratsa - 12
4) Technical Specifications, lot 2, pos. L02.01, L02.18, L02.21
Q: What is the thickness of the table panels in lot 2?
A: The thickness of the table panels should be min. 18 mm. However the better quality will not be considered an advantage. The sole award criterion will be the price (see page 18, pos.20.6 from the Tender Dossier)
Q: What kind of material should be used for the pedestals?
A: The pedestals should be made of a material matching the other furniture (tables and desks)
Q: Should item L02.21 be upholstered with leather or leather imitation?
A: It should be upholstered with real leader.
Q: What kind of material should be used for the structure and legs of all furniture?
A: It is up to the tenderer. Both metal and wooden legs are acceptable.
Q: What color should we used for the seating group sets?
A: It is up to the tenderer but the color of the fabrics should be suitable for office furniture.
5) Q: In L01.01, referring to position 13, would you specify whether the interrupted power supply should be Line Interruptive or Online Type?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: In LO1.02, Position 7, As most of the brand name vendors prefer to use more stable 48x CDROM drives instead of 52x, please permit offering 48x CD-ROM drives.
A: The technical specifications indicate the minimum requirements. A bidder may offer a product with higher parameters but lower ones are not acceptable.
Q: In LO1.02, LO1.03, LO1.04 (referring to Office Workstations, type 1, 2, 3): Please clarify “ATX” – did you allow less than 5 PCI slots? In LO1.02, referring to position 10, Does micro ATX comply with your requirements?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: In LO1.02, LO2.03, LO1.04, LO1.05 (referring to Office Workstations, type 1, 2, 3, Notebook). Microsoft Computers is replacing Microsoft Office XP with new Microsoft Office 2003 with some differences in the licensing scheme. To avoid confusion, please clarify which Microsoft Office applications exactly are needed?
A: MS Office XP professional is a minimum requirement. A bidder may offer a better quality software. The applications needed are all applications included in MS Office XP Professional and Publisher.
Q: In LO1.02, LO1.03, LO1.04 (referring to Office Workstations, type 1, 2, 3): Please, clarify what amount of processor cache is needed?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: In LO1.06, Position 2, we would like to ask if this modem should come separately to the satellite system? What is the purpose of use of this modem?
A: The modem will be used for the outgoing traffic.
Q: In LO1.06, Position 4, we would like to ask you to specify what exactly you have in mind when you say “Accessories”? Are these accessories part of the satellite system? What is their purpose of use?
A: It should be a fully equipped satellite system with all necessary components.
Q: In LO1.06, do you require Internet access with the satellite system?
A: Yes.
Q: In LO1.08, SWITCH 10/100 TX Eternet:
Position 1 – Do you mean cable 5e or 6?
Position 2 – From witch category should the patch cable be?
Position 3 – How many ports should the switch have? Should the switch be manageable or non manageable?
A: If not specified in the technical specifications, it is up to the bidder to decide what type of cables will be used. The switch should have 24 ports.
Q: In Lo1.09, do you require a manageable or non-manageable switch?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: In LO1.10, Position 3, Please specify whether the requirement for 10 minutes back-up power is for 100% load or for one PC/+17”?
A: It is for 100% load.
Q: In LO1.15, are you sure you want an Inkjet Printer since the given parameters do not match the specifications of an inkjet printer? Furthermore, there is no printer with such a high memory capacity. For these parameters the best would be a printer with a memory of 2 MB. Please, clarify?
A: If there is no colour inkjet printer with 8 MB memory, 2 MB memory is acceptable.
Q: In LO1.17
Position 5 there is a requirement for Paper Feeding Cassette and in Position 9 it is written there should be Universal cassette, does this mean that you require 2 cassettes altogether?
A: Yes.
Q: Position 6, the parameters of the photocopy machine do not comply with the manual feeding. Could you advise us on this?
A: The photocopier should have an option for manual feeding.
Q: In LO1.18 there is a requirement for a Paper Feeding Cassette and in Position 9 it is written there should be Universal cassette, does this mean that you require 2 cassettes altogether?
A: Yes.
Q: In LO1.25 will you mean a fax machine operating according to thermo technology on A4?
A: The fax machine should print the fax messages on normal A4 paper.
Position 3, there is no digital speaker with full duplex, please tell us what you mean?
Position 4, there is no digital answering machine, please clarify what you need?
A: An answering machine with digital recording of the messages.
Q: In Lo1.28, Position 1, you require a color stereo TV set with a screen size 33”, while the standard size is 32”. Would you be so kind to advise us on this?
A: The technical specifications indicate the minimum requirements. A bidder may offer a product with higher parameters but lower ones are not acceptable.
Q: In LO1.31 Do you need a sound system separately from the Delegate Microphone System? Will the speeches be held from a platform or a presidium?
A: A separate sound system is required even if the Delegate Microphone system comes with a sound system.
Q: In Lo1.40 Do you need a multilingual interpreter system integrated in the push-to-talk Delegate Microphone System?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: In LO1.42, Position 1, do you require a cash with main power supply or with battery? Or do you mean there should be main supply with an additional battery? Do you need fixed cash register or portable?
A: If not specified in the technical specifications, it is up to the bidder to decide what type of cash register to offer.
Q: In LO1.42, Position 3, do you need single layer paper roll with a control paper roll or do you need two paper rolls to print on both of them (to provide one designated for the client and one for the business)?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: There is no information concerning the thickness of the desktops and edges in the technical specification. Can the bidder choose them freely?
A: The thickness of the desktops should be at least 18 mm.
Q: The chairs, Pos. 21 – is the upholstery made of synthetic leather or genuine leather?
A: It should be upholstered with genuine leather.
Q: The chairs, Pos. 23 – “Visitor chairs” with adjustable backrest and seats aren’t produced. Is there a typing error in point 4?
A: No adjustable backrests and seats are required.
Q: Reception unit Pos.7 – Radius R = ?
A: The sizes are shown on Drawing 7.
Q: Conference table Pos. 10 – can the table be assembled out of elements (corners/semicircles)?
A: Yes
Q: Conference table Pos. 11 – bigger diameter = 450 cm. How big is the small diameter?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: Coffee table Pos. 15 – are there any requirements concerning the construction of the table and the table legs?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: Cupboard table Pos. 16 – should it have rolls (should it be moveable)?
A: If not specified in the technical specifications, it is up to the bidder to decide.
Q: Pedestals Pos. 18 – The construction isn’t well defined. Hoe does it look like: a table? a cabinet? Where should the drawers be mounted? How many drawers are there?
A: It refers to a cabinet. If not specified in the technical specifications, it is up to the bidder to decide about the construction but they should fit the supplied tables and desks.

1) Page 8, p. 1.3 from the Tender Dossier: Tenderers are authorized to tender for a variant in addition to the present tender. At the same document, page 18, p. 20.5 is written: Variant solutions Not Applicable.
Q: Please, clarify?
A: Variant solutions Not Applicable
- Instruction to Tenderers, page 13, article 11.11: Documentary proof that they are not in any of the situations listed in p. 2.3.3 of the Practical Guide to Contracts procedures.
Q: Please clarify which documentary proof you expect – Copy of Legal documents in English or appropriate Statement?
A: Appropriate Statement
2) Q: Should the tender price be inclusive of VAT and if not what is the procedure for VAT exempt?
A: The Tender price should not include VAT. The procedure for exempt of VAT will be according to art.92 from Bulgarian Act for VAT and article 83 from the Regulation for applied of Bulgarian Act for VAT. It will be necessary to prepare requests to the Territorial tax directorate – Sofia with the necessary documents. The decision will be ready in two weeks.
Q: What happens if the tender validity period expires before the completion of the works?
A: The contract will be singed after signature of works contract. It will be latest till 19 December 2003. The contract will signed during the tender validity period.
Q: What is the payment scheme and when are the last 10% to be paid?
A: The payment scheme will be according draft tender contract. The last 10 % will be played according to the conditions given in Tender dossier.
Q: Should the tender submission package contain both administrative and technical part for each lot or one administrative part is enough for all lots?
A: The tender submission package will be separate for each lot – each tender package has to contain administrative and technical part for the applied lot.
