MASSACHUSETTS BOARD OF MEDICINE TAKES DISCIPLINARY ACTION

WAKEFIELD: At its meeting on December 3, 2014 the Massachusetts Board of Registration in Medicine took disciplinary action against the medical licenses of Zachary D. Nightingale, M.D., Steven L. Miller, M.D. and Robert G. Insley, M.D.

In a Consent Order, the Board retroactively revoked the limited medical license of Dr. Zachary D. Nightingale, after Dr. Nightingale agreed that he had practiced medicine on two occasions while his ability to do so was impaired by drugs. A limited license allows a physician to practice medicine in a specified training program only. Dr. Nightingale is a 2009 graduate of the University of Massachusetts Medical School and was first licensed in Massachusetts in 2009. Dr. Nightingale was enrolled in the anesthesiology residency program at UMass Memorial Medical Center until June 30, 2013.

In another matter, Dr. Steven L. Miller agreed in a Consent Order that he had violated state prescribing laws by prescribing certain controlled substances for his own use and for the use of his spouse and by not maintaining appropriate medical records for his spouse. The Board reprimanded Dr. Miller and fined him five thousand dollars. Dr. Miller is a 1980 graduate of University of California, San Diego School of Medicine. He is board certified in Diagnostic Radiology, and has been licensed in Massachusetts since 1985. He practices at Newton-Wellesley Hospital.

The Board accepted the resignation of the license of Dr. Robert G. Insley, M.D. Resignation is a disciplinary action which permanently removes a physician from practice. Dr. Insley is a 1972 graduate of Albany Medical College of Union University. He has been licensed in Massachusetts since 1973 and previously practiced internal and family medicine in a private group practice in Chatham.

The Massachusetts Board of Registration in Medicine licenses more than 40,000 physicians, osteopaths and acupuncturists. The Board was created in 1894 to protect the public health and safety by setting standards for the practice of medicine and ensuring that doctors who practice in the Commonwealth are appropriately qualified and competent.
