3. Approval of minutes from last meeting

· Minutes of July 26, 2011 were approved with no corrections.

Bay Area Airport Disaster Recovery Study – Project Advisory Committee, Colette Armao, Caltrans Division of Aeronautics

4. Project background/schedule update

· No comments were given on Colette Armao’s project update.

5. Discussion of approach and preliminary findings

a. Liquefaction vulnerability assessment: data needs and preliminary findings – attachment

· Jeff Hoeft at Fugro requested any additional contacts for data from regional airports aside from SFO

· It was suggested that Fugro share their final scenario with Golden Guardian exercise developers to inform their final scenario for the spring exercise

· Jeanne Perkins has data contacts at Moffett and will share with Jeff

· Oakland Airport is currently conducting a study of soils surrounding the runways and has recent data. Darron Evans will facilitate data collection at the Oakland Airport and will put Jeff in touch with Tony Godkin

b. Role of airports: preliminary findings – attachment

· Jeanne Perkins requested that editorial comments be emailed directly to her at

· It was suggested that we create a strong connection between this report and the interdependencies study in regards to how to move cargo away from airports, as well as where employees live and how they will get to work

· The committee clarified that this report will be a report on the role of airports, rather than an operational plan

c. Infrastructure performance audit: refined approach – attachment

· The committee had no major comments on the refined approach

6. Regional Disaster Resilience Initiative

· Infrastructure Policy Issue Paper final draft review – attachment

· It was suggested that we explore public/private financing mechanisms for infrastructure improvements

· Need to explore the magnitude of the financing problem – what is the magnitude of the problem? How does it compare to other funding needs not related to infrastructure?

· We should consider utilizing the Urban Land Institute’s case study program to examine infrastructure issues

7. California Earthquake Clearinghouse – status update

· We will likely have a technical presentation at the next Lifeline Committee meeting in January

· There was discussion about how to get greater participation in meetings
