Execution of Regulation nrs. 1071, 1072, 1073/2009Roadside Checks

From December 4th 2011, three European Regulations (1071/2009, 1072/2009 et 1073/2009)

concerning the conditions to be complied with to pursue the occupation of road transport operator will apply. These texts are available on our department’s internet website (Federal Public Service Mobility and Transport) www.mobilit.fgov.be.

Concerning transport licenses.

Ø Transport licenses (original(s) and certified copy/copies) will from now on be delivered for the same period as the original with a maximum period of 5 years; The originals of the licenses will bear a 5 digit number along with the mentioning “Original to be kept in the establishment of the undertaking” while the copies will bear a 5 digit number, separated by a “/” character from the number of the copy (001, 002, 003, …). Furthermore, they will bear the words “conform certified copy to be kept in the vehicle”.

Ø Those transport licenses delivered for a validity period commencing on December 4th 2011 will be delivered conform the models provided by the Regulation (EC) No 1072/2009 of the European Parliament and of the Council of 21 October 2009 on common rules for access to the international road haulage market and the Regulation (EC) No 1073/2009 of the European Parliament and of the Council of 21 October 2009 on common rules for access to the international market for coach and bus services, and amending Regulation (EC) No 561/2006.

Ø Transport licenses will no longer mention the vehicle registration plate numbers. Any delivery or change of the license for (a) certain vehicle(s) will be valid only if the corresponding vehicle registration plate number(s) have been communicated to the Road Transport Directorate of the Federal Public Service Mobility and Transport.

However, for a period with a maximum duration of one year, two different models for the copies of transport licenses will coexist:

Ø the above-mentioned model provided by the Regulations 1072/2009 and 1073/2009 without indication of the vehicle registration plate;

Ø the model provided by the Council Regulation (EEC) No 881/92 of 26 March 1992 on access to the market in the carriage of goods by road within the Community to or from the territory of a Member State or passing across the territory of one or more Member States and by Council Regulation (EEC) No 684/92 of 16 March 1992 on common rules for the international carriage of passengers by coach and bus.


Concerning driver attestations : driver attestations will be delivered from December 4th 2011 conform the model provided by the above-mentioned Regulation 1072/2009.

As is the case with transport licenses, for a period with a maximum duration of one year, two different models for the copies of transport licenses will coexist:

Ø the above-mentioned model provided by the Regulation 1072/2009;

Ø the model provided by the Council Regulation (EEC) No 881/92 of 26 March 1992 on access to the market in the carriage of goods by road within the Community to or from the territory of a Member State or passing across the territory of one or more Member States.

In annex 1 are listed the models for transport licenses and driver attestations as they will be delivered from December 4 th 2011.

In annex 2 are listed the models for transport licenses and driver attestations as were delivered before December 4 th 2011.
