John J. Kiefer, Ph.D.

John Kiefer is Assistant Professor of Political Science at the University of New Orleans. He teaches graduate courses in public administration, hazard policy and program evaluation. Dr. Kiefer also coordinates the Hazard Policy concentration within the Master of Public Administration program, as well as graduate and undergraduate certificates in Hazard Policy Studies.

Professor Kiefer’s research has been published in Public Administration Review, the Journal of Emergency Management, Public Works Management and Policy, and the Journal of the Global Awareness Society International. As a faculty associate at UNO’s Center for Hazard Assessment Response and Technology, John participates on several interdisciplinary, FEMA-funded research teams studying flood loss and disaster resilience. He has been principal evaluator for a broad range of programs funded by the U.S. Department of Education, State of Louisiana, and several cities, totaling over $600,000 in funded research. He has delivered numerous papers and chaired panels at professional meetings in the United States and Canada.

Dr. Kiefer serves on the Executive Board of the Section on Crisis and Emergency Management of the American Society for Public Administration, and is a member of the City of New Orleans Local Emergency Planning Committee. Prior to entering academe, Dr. Kiefer was a career U.S. Marine Corps officer.
