2. THE OXFORDSHIRE COUNTY COUNCIL (THE CITY OF OXFORD) (CENTRAL AREA) (TRAFFIC MANAGEMENT) (CONSOLIDATION) (VARIATION NO.9*) ORDER 20**

NOTICE IS HEREBY GIVEN that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The orders will (further) amend the following Oxfordshire County Council base orders: (Central Area Oxford) (Controlled Parking Zone and Waiting Restrictions) Order 2011; and (The City of Oxford) (Central Area) (Traffic Management) (Consolidation) Order 2003. (There are separately minor amendments to the orders not associated with the Westgate project aimed at clarifying wording within the legal orders and having no effect on the road.) The new proposals relate to the ongoing development of the Westgate Centre and in particular in respect of traffic flow and vehicle loading. The effects of the proposals are:

1. (a) introduce a 20 metre long Loading Bay on the western most side of the new Westgate Bus Link road (outside new building block 1A), applies over 24 hours on every day, a maximum stay of 20 minutes and no return within 2 hours and parking over part of the footway.

(b) to prohibit loading in the remainder of this new road from Speedwell Street through *. Norfolk Street; at the entrance to *.Blackfriars Road; throughout +. Castle Street; *. Old Greyfriars Street; the southern section of Paradise Square; *. Oxpens Road; *. Speedwell Street westwards from its junction with the link to Thames Street, and *.Thames Street west of Blackfriars Road.

[Sections of these roads currently have the following restriction:

*. Loading prohibition 7.30 – 9.30am, and 4 – 6pm to 6pm each day;

+. Loading prohibition 10am to 6pm each day].

2. New traffic signage:

The Westgate Bus Link from Speedwell Street to Norfolk Street will have access restrictions permitting only Local Buses, Delivery Vehicles and cycles;

Old Greyfriars Street will permit Delivery Vehicles, Taxis and cycles;

New direction signage will also show the following:

Traffic exiting the southern access of Westgate, vehicles leaving Old Greyfriars Street, and those leaving the new Westgate bus link will all be required to travel eastwards to Speedwell Street.

3. There will be a taxi stand in Old Greyfriars Street; and bus stops in Castle Street, Norfolk Street and the Westgate Bus Link near Old Greyfriars Street; Old Greyfriars Street will no longer be a Bus through route but a cul-de-sac to the service areas of the Westgate centre north of Turnagain Lane.

Objections to the proposals, specifying the grounds on which they are made, and any other representations, should be sent in writing to the Director for Environment and Economy (ref.AK/12.6.320) at the address given below (or by visiting: https://consultations.oxfordshire.gov.uk) no later than 20 May 2016. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public.
