Mr. Jeffrey W. Walker is the Director of the Licking County Office of Homeland Security, Emergency Management, and 911 Services. He was appointed to this position in May 2000, after serving as deputy director for 5 months. He has a strong background in law enforcement, serving 38 years as a sworn officer. During that time, Mr. Walker was a reserve officer, patrol officer, and detective for the Newark Police Department. He has also been an instructor for the Ohio Peace Officers Training Council for 18 years; an investigator for a county coroner; and police chief and safety director for a hospital.

Mr. Walker is the current Region 5 president of the International Association of Emergency Managers. He serves on the Ohio EMA Training Council and the Ohio Severe Weather Awareness Committee. He is past president of the Emergency Management Association of Ohio, and he developed a perimeter group of directors to support and plan for incidents affecting counties around Columbus, the capital of Ohio. Mr. Walker is also developing the Ohio County Directors Certification Program which will be activated in the spring of 2009.

Mr. Walker holds a bachelor’s degree in business administration from Franklin University, and he is a Certified Ohio Peace Officer. He holds a Federal Emergency Management Agency (FEMA) Emergency Management Professional Development Certificate and an Emergency Medical Dispatch Certification. Mr. Walker is a Certified Assessor for the Emergency Management Accreditation Program, and he has completed the FEMA Master Exercise Practitioner Certification. He is in the process of completing the Certified Emergency Manager Program.
