IHEC Attendance / · N. Scheer discussed the committee attendance and possibly maintaining a small size for the committee
· N. Scheer brought up the issue of committee attendance in the bylaws
· D. Roberts said that the committee should be smaller in order for a quorum to be reached at the IHEC meetings
· Discussion of including excused and unexcused absences in the bylaws
· N. Scheer handed out the 2005 IHEC committee ordinance to the IHEC members
· M. Judge suggested adding members who will commit to a position on the committee
· Discussion of updating the ordinance to state that the committee president could remove a member if he or she does not meet attendance requirements
· B. Hyle said that the IHEC can revise the bylaws separately from the ordinance, which can be revised, as well, but it needs to be approved by council
· B. Hyle suggested speaking with the IHEC attorney about changing the bylaws and ordinance language
· M. Judge raised the topic of becoming a commission
· M. Judge made a motion for the IHEC to remain a committee and not become a commission

Tree Ordinance / · B. Hyle addressed that Dave Freidman and Mike Lamana suggested not including tree removal or soil erosion in the revised tree ordinance
· Discussion of the issue of soil erosion in the ordinance
· N. Scheer stated that once the ordinance is edited with the elimination of the tree removal and soil erosion sections, the IHEC will vote on it and then present it to the IH council
· B. Hyle confirmed that the IH police are responsible for enforcement of the tree ordinance / · M. Laratta and P. Sherwin will revise the new tree ordinance

Grant Protocol / · N. Scheer addressed the issue of grant protocol, concerning deadlines and timelines
· Specifically, the council must have enough time to approve projects

Rivergrass Planting / · The Rivergrass planting on the boardwalk will take place Saturday, May 22nd and three types of grasses and blueberry bushes will be planted
-Furthermore, D. Roberts stated that the strip of land will be weeded and composted
· D. Roberts announced that an anonymous donor donated 25 tons of soil
· Additionally, D. Roberts said that since there was a delay with the grasses planted last October, new grass will be planted in late June, possibly through July
· D. Roberts mentioned that by June 6th, the Barnegat Bay Festival, the signage along the boardwalk will be in place
· D. Roberts addressed the growing concern of a water source as planting is done later in the summer
-D. Roberts noted that the fire department could help with using the hydrants to water the grasses
· N. Scheer mentioned the mobile watering tank at Public Works
· M. Judge made a motion to ask K.C. Baney to address the fire department about the issue of watering the grasses at the planting / · M. Judge motioned for KC Baney to discuss watering for the Rivergrass planting with the fire department / M. Judge
Barnegat Bay Festival Theme & Volunteers / · N. Scheer suggested having a recruitment list for the IHEC at the IHEC table
· N. Scheer appointed G. Kotzas as the head of the IHEC table
· Discussion of M. Cudworth making the banner
· D. Roberts will provide Ocean County soil conservation literature
· B. Hyle said that there will be information and photos of the Heritage Tree Hunt at the table as well
· Discussion of necessary materials for the IHEC table, which includes a bowl for the raffle, tickets, posters and pictures of plantings, information on either composting or rain barrels, depending on which is raffled off
· Setup for the Barnegat Bay Festival will be at 9am, June 6th, 2010 / · G. Kotzas will head the IHEC table at the Barnegat Bay Festival
· D. Roberts will supply the literature on Ocean County soil conservation / G. Kotzas

IHEC Mission Statement / · D. Roberts raised the topic of the mission statement
· D. Roberts and M. Judge formed a subcommittee and will write up a draft of the IHEC mission statement / · D. Roberts and M. Judge will write a new IHEC mission statement / D. Roberts
M. Judge
Energy Audit / · B. Hyle announced that the IHEC will do the Direct Install program for NJ Clean Energy, which will be handled by a certified contractor who will provide a plan for the IHEC
-B. Hyle also noted that Sustainable NJ may be able to help pay for the program if it is not fully covered
· B. Hyle suggested replacing the Long Point bulkheads and setting up an area for a kayak entrance, in addition to a boundary line on the beach to signify what area is town property
· D. Roberts suggested signage at Long Point
· B. Hyle mentioned the living shoreline at Long Point
· B. Hyle recommended that the Eagle Scouts work on a project with kiosks and cleaning up the path on the beach, along with adding a bench and putting woodchips around the picnic table at Long Point
