POSITION CLASSIFICATION: Bargaining Unit

MISSION: The Instrument and Electrical Technician/Operator performs highly skilled and complex technical work in the maintenance of an electric power generating plant. This position provides for the safe, effective operation and maintenance of the simple cycle combustion turbines and diesel units. The position is responsible for performing preventative and corrective maintenance of electrical equipment which includes but is not limited to installing, testing, repairing electrical/electronic systems such as AC/DC motors, circuits, transformers, generators, alarm systems, solid state and electro-mechanical control systems, combustion turbine controls, generator and excitation controls, and other related instrumentation and acts independently to solve problems. In addition, this position requires the safe and effective operation of the units as a crossed-trained operator for startup and shutdown of the units, and performing rounds and recording readings from control systems, gauges and meters, to ensure all necessary measures are taken to maintain plant availability and reliability, including performing lockout/tagout of equipment and Computerized Maintenance Management System utilization. This position requires five (5) years minimum of experience in the instrument and electrical field.

REPORTS TO: Director of Generation, Generation Supervisor and Operator/Maintainer Leader

JOB DUTIES:

1. Repair and maintain electrical equipment such as generators, exciters, switchgear, electrical motors, motor control equipment, pneumatics control working regularly on 480v equipment and providing minor troubleshooting and assistance on any equipment under 69kv.

2. Install, calibrate, maintain, test, troubleshoot, tune, and repair complex equipment such as electronic, electro-mechanical, mechanical, pneumatic and electro-hydraulic and various controls.

3. Inspect, adjust, and repair the recorders, indicators, generator load control equipment, distributive and programmable logic control systems, pressure, flow, level, temperature, position and analysis controllers, indicators, transmitters and final control elements (including drives and valves) and continuous emissions monitoring equipment used on the various power plant systems.

4. Maintain reliability of electronic systems controlling analog and digital processes.

5. Maintain and service systems and components by reading and interpreting blueprints, schematics, and manufacturer's publications.

6. Calibrate and maintain the accuracy of system primary elements, transducers, indicators, transmitters and receivers, and pneumatics control.

7. Work with, instruct and train new apprentices.

8. Participate in training programs to upgrade skills.

9. Maintain records of equipment performance and repair.

10. Maintain good housekeeping, and utilize KEYS/OSHA safe working practices and policies and required proper safety equipment at all times.

11. Assist with inventory control and prepare request to purchase items necessary to maintain required stock levels.

12. Operate personal computer and software as needed for assigned tasks.

13. Install, configure, troubleshoot, and repair controls for transformers, circuit breakers, regulators, and reclosers.

14. Conduct performance tests on complex power generation equipment and download records and graphs results and any others, distribute event files, history files, etc., from electronic equipment in field.

15. Maintain and back up configuration file settings and software programs associated with equipment and devices used by KEYS.

16. Maintain a functional knowledge of the operation of the controls systems software and hardware.

17. Inspect equipment to determine the need for preventative maintenance and makes repairs routinely.

18. Install switches, receptacles, indicators, alarms, process indication controls, motors, lighting, conduit and wiring, and instrument tubing according to prints and specifications routinely.

19. Update programs and files on various laptop and desktop computers as assigned.

20. Establish and maintain written technical procedures for maintenance and repair of electronic equipment.

21. Maintain and manage shop inventory for repair or replacement parts.

22. Operate and monitor all power plant equipment in the capacity of an operator, including Start/Stop and Raise/Lower loads on Diesel and Combustion Turbine units.

23. Analyze and resolve problems along with ability to plan and assist in job planning, scheduling, layout and preparations.

24. Record operational performance of all power plant equipment.

25. Collect data for compliance with EPA and DEP to meet environmental regulations and compliance.

26. Inspect, adjust, and download recorders, indicators, and control systems relating to the Continuous Emissions Monitor System (CEMS), and prepare required documentation for same.

27. Ensure Compliance with all applicable North American Electric Reliability Corporation (NERC) reliability standards requirements, Florida Reliability Coordinating Council (FRCC) reliability standards requirements, and all KEYS reliability standards.

28. Assist in launching and operation of boat for required boom deployment.

28. Perform scheduled 24-hour “on call” assignments.

29. Operate equipment such as forklifts, cranes, hoists, trucks, and oxygen and acetylene torches.

30. Assist in the operations of the water demineralizer trailer.

31. Perform scheduled 24-hour “on call” assignments.

32. Travel to other generating facilities when required.

33. Perform other duties as requested by supervisor.

2. High School graduate or equivalent with two years of college level courses including Physics, Algebra, and Electronics. An equivalent combination of experience and training may qualify an inside applicant for consideration. AS in electrical engineering technology or international Society of Automation (ISA) Certificate preferred. Minimum five (5) years’ experience in electronic process control, instrument calibration, maintaining and repairing electrical circuits, equipment and instruments including AC and DC motor control circuits, breakers and related apparatus in a Power Plant environment. A comparable amount of training and experience or military education may be substituted for the minimum qualifications.

3. Must pass math assessment.

4. Must complete KEYS approved Instrument and Electrical Apprenticeship Program or have an equivalent combination of experience and training.

5. Must possess knowledge of electronics, digital and analog control theory. Assessment may be administered.

6. Must possess knowledge of digital and analog control systems, electrical maintenance and repair, and test equipment operation. Assessment may be administered.

7. Must have extensive experience with GE Mark V and Mark VI (e) control systems. Assessment may be administered.

8. Must be available for standby, call-outs, and to work weekends, holidays, and after regular hours when necessary.

9. Must be able to work around high-voltage electricity, high-pressure systems, elevated platforms, and in enclosed areas.

10. Must be able to read, write, and communicate effectively in English.

11. Must be able to perform heavy lifting and carrying (45 lbs. or over), reaching above shoulders, climbing, straight pulling, pushing, walking, standing, crawling, kneeling, bending, balancing, stooping, running, and twisting.

12. Must be able to work in the sun, , in the heat, in high humidity, in dampness, with flames, with electricity, in the dust, in the dirt and mud, in windy conditions, in the cold, with pressurized and / or hot systems, with moving or rotating equipment, with compressed gasses, wet or slippery surfaces, uneven surfaces, horizontal and vertical positions in confined spaces, including holes, ditches, vessels or tanks, with vibrations, in high noise areas, with flammable substances, chemicals, lubricants, solvents, petroleum based products, with poor lighting and must have good hearing and ability to distinguish between different colors.

13. Must possess knowledge of the occupational hazards of the electrical trade, and of necessary safety precautions.

14. Must be computer literate, with the ability to create and maintain documents in Microsoft Word and Excel. Skills assessment will be administered by Human Resources.

15. Must possess experience and knowledge of maintenance software such as Maximo. Assessment may be administered.

16. Must possess considerable knowledge of network and device communication including Ethernet and Hart protocols. Assessment may be administered.

17. Must possess considerable knowledge of electrical protective systems (including metering and relaying) Assessment may be administered.

18. Must be able to obtain and maintain a valid Florida Driver’s License with an acceptable driving record, as determined by KEYS, and maintain at own expense.

20. Must be able to plan and assist in job planning, scheduling, layout and preparations.

21. Must be able utilize existing maintenance software (Maximo) for calibrations, system performance monitoring/optimization, and repair/testing reports.

23. Must be available to fly in or out of the state for necessary training.

24. Must be able to travel frequently to others FMPA plants for training or assistance.
