1) downloaded version 13.3, selected 64-bit option, 32-bit is fine.
2) used WINZIP to open it, cost me $30.
3) clicked on SETUP in the files.
4) When asked I selected "Get the Free ISE Webpack License.
5) Selected "Vivado Design Suite (includes ISE......)"
6) Received an email from Xilinx with the License file attached.
7) Saved the license in the previously unzipped Xilinx file.
8) In the Manage Xilinx Licenses page that had popped up, selected "Copy License", and then browsed to the Xilinx file. Selected the license and then selected "Open".
9) Should have clicked "Modify License" when looking at the license and then would have found the license get used!! Had to go back to that step.
10) Got 1 seat.
11) In "All Programs" selected in the Xilinx folder in the ISE Design Tools folder the "64-bit Project Navigator". Both 32-bit and 64-bit are available.
12) Opened the project "and_or_gate_wstm" and clicked on the project (see attached).

Install Adept which is available on Digilent website http://www.digilentinc.com/Products/Detail.cfm?Prod=ADEPT

The Adept SDK provides an API (Digilent Port Communications Utility or DPCUTIL)) for performing JTAG manipulations and data transfer with Xilinx FPGAs on Digilent system boards. Using this API, you can create your own data transfer applications for your Digilent system board. You can also create JTAG configuration and testing applications as well. A command-line data transfer program is provided to demonstrate the Adept SDK API.
