HEBRON UTILITY REGULATORY COMMISSION MINUTES OF AUGUST 16, 2016

The Hebron Town Council and Hebron Utility Regulatory Commission meeting of August 16, 2016 was called to order at 7:00 p.m. by President Dave Peeler. In attendance were Councilmen Pete Breuckman , David Peeler, Keith Cunningham , Mike Mantai and Councilwoman Kimberly Mouratides; MCO Representative Randy Decker, Town Marshal Josh Noel; Fire Department Chief Chad Franzman; Clerk-Treasurer Fred Siminski ; Attorney Theodore A. Fitzgerald and Recording Secretary Joanne Hansen.

Following the Pledge of Allegiance which was lead by Girl Scout Troop 30314, on motion of Councilman Cunningham, seconded by Councilman Mantai, the July 2 1, 2016 Special Meeting and Executive Session minutes were approved as presented.

Docket - President Peeler read the docket totals for August 16, 2016: Total

$508,566.75 , Transfers $249,665.23 and Net Disbursed $258,901.52. On motion of Councilman Mantai, seconded by Councilman Breuckman and duly carried 5-0, the Docket was approved as presented .

Claims off of Docket - On motion of Councilwoman Mouratides, seconded by Councilman Breuckman and duly carried 5-0, the Council approved the claims of

$3,590.88.

Hebron Girl Scouts - The Hebron Girl Scouts Troop 30314 requested permission to work on repairing the decking, landscaping, etc. for the gazebo located in Aylea Park. On motion of Council Breuckman, seconded by Councilman Mantai and duly carried 5-0, the Council approved this request.

Clerk-Treasurer Report

Resolution 2016-08-16 - Transfer of Appropriations - Clerk-Treasurer Fred Siminski read Resolution 2016-08-16. On motion of Councilman Breuckman, seconded by Councilman Mantai and duly carried 5-0, Resolution 2016-08-16 was passed and adopted.

Budget meeting with DLGF - Clerk-Treasurer Siminski announced a budget meeting with the DLGF on August 19, 2016 at 9:00 a.m.

Community Center Appropriations - Clerk-Treasurer Siminski expressed concerns regarding the low remaining appropriations. He noted that the appropriation may not make it until the end of the year.

2016 Purchases and Appropriations - Clerk-Treasurer Siminski requested that before purchasing anything, Department Heads and Council need to see if there are appropriations and/or funding.

Town Attorney Report

Attorney Fitzgerald reported that the Drainage Board has everything it needs to proceed with the project and that a meeting was held with the property owner last week. He stated that he is pleased with the direction the project is going.

Utility Adjustments - Dandi Brandenburger - 509 N. Adams - Ms. Brandenburger is seeking an adjustment due to issues with a swimming pool. On motion of Councilman Breuckman, seconded by Councilwoman Mouratides and duly carried 5- 0, the Council approved an adjustment to the sewer portion of the bill to an average of the past twelve months.

Chris Pavlou - Councilwoman Mouratides noted that Mr. Pavlou is requesting an adjustment of the 22,000 gallons which is a carry over from the previous month's billing. On motion of Councilwoman Mouratides, seconded by Councilman Breuckman and duly carried 5-0, the Council approved an adjustment to the sewer portion of the bill to the last six months of usage.

Out of Town Function Request - None

John Sturgel gave a brief update on the sewer project. He noted that the flow meters have been removed and the next step is smoke testing.

Monroe Lift Station - MCO Representative Randy Decker stated that this is a critical area. He takes two guys to be present at Monroe during any rain. Mr. Sturgel noted he would put together a quote.

Old Business - Casey Water Line - Mr. Sturgel stated that Casey has met with all requirements on the drainage issues, but have a problem with the water line. He asked that the Town not accept the Casey water line. He noted that they don't have a permit from INDOT for this line. On motion of Councilman Breuckman, seconded by Council man Mantai and duly carried 5-0, the Council voted to reject the Casey water line.

Casey Sewer Line - On motion of Councilman Cunningham , seconded by Councilman Mantai and duly carried 5-0, the Council accepted the Casey sewer line.

Casey Drainage - On motion of Councilman Cunningham , seconded by Councilman Breuckman and duly carried 5-0, the Council accepted Casey's drainage.

Municipal Code - Clerk-Treasurer Siminski noted that the Council needs to revisit this topic as the Town is still paying the higher amount. Councilwoman

Mouratides stated that the Town needs to obtain a detailed billing from the vendor.

Park Board Mulch and Edging Status - Randy Decker reported that the mulch and edging have been received and will be installed on August 17, 2016.

Charles Reed - 203 McAlpin -Randy Decker stated that the tree on property is dead and that he received a bid of $900.00 for removal of the tree. Following a discussion, i t was determined that the building permit will be pulled in order to determine if the tree is on Town property or not and given to Art Elwood for review .

New Business

Removal of Randy Grdinich from the Storm Water Drainage Board - On motion of Councilman Breuckman, seconded by Councilman Mantai and duly carried 5- 0, Mr. Grdinich was removed from the Storm Water Drainage Board.

Mobilitic Proposal - A representative from Mobilitie gave a presentation on

installing a cell tower at the corner of Bates and Main Streets. He further stated that the Town would receive an annual payment of $125.00 per year. Attorney Fitzgerald noted, that although the Town may be interested, the price was questionable and the Town's Communication Ordinance would have to be followed. Council President Peeler stated the Town would take the offer under advisement.

Public Works Purchases - Randy Decker stated that the F250 pickup needs running boards and various other pieces of equipment. He submitted a quote from Terry Truck Equipment, Inc. in the amount of $1,538.52. On motion of Councilman Breuckman, seconded by Councilman Mantai and duly carried 5-0, this purchase was approved.

Water Plant Roof - Randy Decker stated the roof is leaking and he will obtain estimates for the necessary repairs.

Greenline Landscaping Proposal - This matter was tabled.

Residential Garbage Rate Increase Notice - Clerk-Treasurer Siminski announced that the notice is going out on next bills.

Freddy Anderson Probation Status - Randy Decker announced that Mr.

Anderson probationary ninety days are up and that Mr. Anderson should be removed from probationary status effective July 24, 2016 . On motion of Councilman

Cunningham, seconded by Councilman Breuckman and duly carried, this request was approved.

Hiring of School Cross Guard - Marshal Noel requested permission to hire Cathy Fishero as the school Crossing Guard effective August 17, 2016. On motion of Councilman Breuckman, seconded by Councilman Mantai and duly carried 5-0, this request was approved.

Department Reports

Parks - Chris Singel reported that the cap collection will end on September 1st. Police Department - Town Marshal Josh Noel reported that he is working with

Attorney Fitzgerald on the policy manual for the Department.

Marshal Noel requested permission to hire Adam Jaskowiak as a part-time

officer. On motion of Councilman Cunningham , seconded by Councilwoman Mouratides and duly carried 5-0, this request was approved.

Marshal Noel further reported that the Department's Stats are as follows: Traffic Stops 219, Citations 81, Arrest Misdemeanor 4, Arrest Felony O and Call for Service 129. He further gave the following Vehicle Report: Car 8 received new tires and the major purchase report: Cars 4&5 vehicle graphics at the cost of $1,185.00, Department Patches at the cost of $600.00 and Car 8 tires at the cost of $578.00.

Porter Hospital EMT- Met with Porter Hospital EMS on July 7th in regard to the BLS ambulance to be stationed at the Hebron Fire Station. Had a seconded meeting with them on August 4th and they would like to proceed with the agreement. A copy will be forwarded to the Council and Attorney Fitzgerald for their review. The agreement is for a BLS ambulance, not staffed too housed at the Hebron Fire Department with the intent

that it will backup the ambulance on State Road 8. The agreement should be effective on September 1, 2016.

Vcrtical and horizontal ventilation training with Kouts Fire Department will be held tomorrow evening at 666 S. Smoke Road. Duane Gesse donated the house at this location for the fire departments to train in. The Department has trained the last three months in this house and it will be torn down in the next ten days.

The Department is accepting applications for new members.

Fire Prevention Open House is scheduled for October 2, 2016 from 12:00 to 3:00

p.m.

Fish Fry will be held at Hebron High School on October 8, 2016 from 4:00 to 7:00 p.m.

AFG Gant - Unfortunately the Department didn't qualify for the AFG grant to upgrade its radios to the dual band Vhf/800 MHz. The plan is to go before the County government and asked that they pay for the upgrades.

Public Works Department - MCO Representative Randy Decker reported as follows:

Water & Wastewater - Randy Decker stated that the transducer went out at the Monroe Lift Station and there is a need to repair and purchase a pump for this area. On motion of Councilman Breuckman, seconded by Councilman Mantai and duly carried, the Council approved this request at a not to exceed amount of $4,600.00.

Water Plant - The exercise clock on the generator is not working. The routine scheduled maintenance, to be done by Alternative Energy, has been moved to April 17th to minimize the cost of repair.

Water Distribution -

The Council needs to accept or decline the ownership of Casey's water line. Seven large meters still need to be installed.

Wastewater

•  Spiragester #3 was put back online and numerous repairs were made. Number 2 has been turned off line and will require major repairs if we need it in the future.

•  A quote of approximately $19,000.00 was received from Gaskill & Walton to fix the roto press at the head works of the plant. The gear box and shaft were rebuilt and the plans are to install it when the new motor arrives. This will save the Town thousand of dollars.

•  The raw pump number 2 at the sewer plant was sent out for repairs and we are waiting on quotes.

•  Department is working on obtaining quotes for smoke testing the collection system .

•  Working on getting quotes to replace the roof in Mr. Decker's office and the UV room.

Storm Water

•  The cast catch basin on Ben Butler has been installed .

•  The Brookwood retention pond was mowed.

•  606 Main Street have 23.5 inches of fall to the Park Place outlet. The recent cleaning of the ditch has greatly improved drainage in the area.

Tim Wilgus Park drainage issue - A catch basin was found at the northwest corner of the park and on the other of the fence. It is partially covered and we are not sure where it goes at this time, we will continue to research this situation.

Project to be completed:

206 E. Bates - lack of drainage 306 W Church - lack of drainage Ben Butler - catch basin installed

Park Place and 616 N. Main - catch basins need to be replaced Cohen Park - tile replaced

Maxwell - tile replaced

Apple Court - sidewalk removed tile installed Alleyway - Country Kitchen - paved

Oak Court - life station removed.

Streets

•  The chipper ran for two days.

•  Playground equipment was installed and mulch, weed barrier and edging will be installed as soon as the edging is received.

The application with INDOT was completed with the assistance of Matt Keiser of Abonmarche. The three projects are as follows:

1.  Van Buren, Harrison and Church

2.  Maxwell, pipe replacement and paving

3.  The intersection of Boardwalk and Poplar Streets.

•  Lightbulbs were replaced in the decorative lights.

•  Mosquitoes spraying was done for the first time on August 8, 2016. Spraying will continue once a week.

IIRC - On motion of Councilman Mantai reported that HRC received approved funding for the Alyea Street gazebo repairs.

Town Announcements:

Block Party meeting will be held on August l8th at 6:00. Block Party is set

September 17, 2016 at the Community Center.

Election Polling Locations - Precincts 2& 4 will vote at the Fire Station and Precincts 1, 3 & 5 will vote at the Community Center.

There being no further business before the Council , on motion of Councilman Breuckman, seconded by Councilman Mantai and duly carried 5-0, the meeting was adjourned.
