GULF COAST MIDDLE SCHOOL ATHLETIC CONFERENCE

2015-16 POLICIES

I. GENERAL POLICIES

1. The conference will consist of the following schools:

Alvin Jr. High Nolan Ryan Jr. High

Blocker Middle School, Texas City Manvel Jr. High

Fairview Jr. High Rodeo Palms Jr. High

Harby Jr. High Santa Fe Jr. High

2. Every school should have a copy of the district policies at all contest to refer to in case of any

conflicts or questions.

3. Championship teams will purchase their own conference trophies or awards.

4. The conference will follow all UIL Junior High Manual and UIL overall athletic rules and

policies.

5. There should be an administrator and/or security on duty for all athletic contest. This person should introduce themselves to the opponent and the officials to let them know who they are and where they will be stationed during the contest.

6. Teams that cancel a game for any reason, must contact their own athletic director and the opposing school. Schools should give 48 hours notification of cancellation unless cancellation is because of an emergency or act of God.

7. Uniform Ticket Prices - Admission and/or ticket prices will be $2.00 for adults and $1.00 for students to all conference athletic contest, if a school chooses to charge admission.

8. Must have an adult scorekeeper and clock keeper at all athletic contest.

9. Home teams are responsible for scheduling of officials at their site.

10. Game Reporting

A. All home and visiting coaches are to report the results of their games to the district

statistician by noon on the day after their games. Report who played, who won

and scores of games. If there are discrepancies in the two reports – home team’s report

will take precedence. SCORES ARE TO BE REPORTED BY E-MAIL, FOR

VERIFICATION AND DOCUMENT TRAIL PURPOSES.

II. FOOTBALL POLICIES

1. Scheduling

No team or students shall compete in more than nine football games. A scrimmage counts as

one of the alloweable games. (Per UIL CCR Rule)

1 scrimmage + 7 regular season games + championship week = 9 games

2. Championship Week – Tiebreaker Procedures:

A. Top seed is home team

B. 2 Way Tie – Head to Head (A beat B in regular season, A is top seed).

Regular season head to head game ends in a tie (coin flip).

C. 3 Way Tie – Head to Head (A beats B & C, A is top seed / B & C go to 2 way tie breaker.

Each team beats each other (coin flip, odd man is top seed / other two go to 2 way tiebreaker.

D. 4 Way Tie – Head to Head (A beats B,C & D, A is top seed / B,C & D go to 3 way tiebreaker).

Each team beats each other (coin flip, odd man is top seed / other three go to 3 way tiebreaker).

3. No student / athlete will be cut form the football program except for disciplinary reasons. Make sure that each player gets into every game.

4. The junior high/middle school football program will be designed to insure the basic fundamentals of football are taught and stressed.

5. Football games will be played on Mondays or Tuesdays. The first game is scheduled to start at 5:00 p.m., with the second game to start at 6:30 p.m. All games at Texas City will be played at 5:30 p.m. and 7:00 p.m. (If there is only one game, start time will be 5:00 p.m./5:30 if at Texas City) If games scheduled are running overtime, coaches of the next game are encouraged to begin warm-ups in the D-Zones so that the next game will start as close to the scheduled time as possible. Coaches having teams playing in the first game are asked to be on time to allow for proper warm-up and for getting the game started on schedule.

6. All games will have eight (8) minute quarters.

7. 24 – point rule: If a team goes up by 24 points, it is expected that the winning team will substitute second or third team players to play the remaining time. If the margin of difference goes below 18 points, the first team players will be allowed to return to the game.

8. The home team will provice a chain crew for the game. They will be on the home team side.

9. Home team will wear dark uniforms unless otherwise agreed to by both coaches at least 24 hours before the contest.

10. Any game suspended for any reason prior to the completion of the first half of play will be considered “no contest.” Any game suspended after the completion of the first half will stand at the score posted at the time of suspension. Decisions to suspend the games will be made by the athletic administration and/or the athletic trainer and/or designated administrator that is on site. Games suspended will not be rescheduled unless approved by the athletic director’s office and the school principal.

11. A regulation football will be used for 8th grade. The smaller ball may be used for the 7th grade.

12. Supervision of players will be handled by coaches. Teams waiting to play are to be supervised, kept together, kept seated, and are not permitted to run around. Arrangements should be made for a coach to shuttle players back to school after the game and supervise the dressing room until parents pick up all players (if the game site is at the site of their school).

13. If there are any problems at games, the principal and the athletic director’s office are to be notified the next day.

14. Football Offensive & Defensive Guidelines

A. Coaches shall provide the opposing coach by phone or e-mail with a scouting report of

of the following if requested by the opposing coach of that week’s game.

16. Football Kicking Game Guidelines

A. Extra Point – one point for run/pass play

- two points for kick

III. VOLLEYBALL POLICIES

1. Scheduling

No team or girl shall compete in more than 12 matches and two invitational or district

tournaments. Two matches may be substituted in place of a tournament. If a team or student

does not play in any invitational or district tournaments, four additional matches may be played. A scrimmage counts as one of the 12 matches (Per UIL CCR Rule)

2. The junior high/middle school volleyball program will be designed to insure the basic fundamentals of volleyball are taught and stressed.

3. Volleyball games will be played on Mondays or Thursdays. The first game is scheduled to start at 5:00 p.m., with the second game to start at 6:00 p.m. (If there is only one game, start time will be 5:00 p.m.)

4. If a team wins the first two (2) games of a match, the losing team’s head coach decides if they want to play the third game so that more players will have a chance to participate. Rally score

5. point to 25 and win by 2 or cap first to 30. Play by NFHS rules and serve allowed. 3rd game will be to 15 points.

6. Monday – 7th grade games, Thursday – 8th grade games, unless schools make arrangements and agree to play on another day.

IV. BASKETBALL POLICIES

1. Scheduling

No team or students shall compete in more than 12 games and two invitational or district tournaments. Two games may be substituted in place of a tournament. 2. The junior high/middle school basketball program will be designed to insure the basic fundamentals of basketball are taught and stressed.

3. Basketball games will be played on Mondays or Thursdays. The first game is scheduled to start at 5:00 p.m., with the second game to start at 6:00 p.m. (If there is only one game, start time will be 5:00 p.m.)

4. All 7th & 8th “A” and “B” games will be six (6) minute quarters. If a game goes into overtime,

overtime periods will be three (3) minutes each. – Per NFHS / UIL rule.

5. If one team is up by 30 points or more during the game, there will be no press and there will be a running clock. (This should be reported to the official prior to the start of the game.)

6. Home teams will wear white or light color jerseys / visiting will wear dark jerseys, unless

arrangements have been made ahead of time by both schools.

V. TRACK POLICIES

1. The junior high/middle school track program will be designed to insure the basic fundamentals

of running, throwing, jumping and vaulting will be taught.

2. For regular invitational meets, ribbons can be awarded for all places or ribbons can be awarded

to 4th, 5th & 6th places and medals can be awarded for 1st, 2nd & 3rd places. Host schools can

award plaques or trophies for team and relay champions if they so choose.

For the district meet, ribbons will be awarded for all places of 4th, 5th & 6th places and medals

will be awarded for 1st, 2nd & 3rd places. Plaques or trophies will be awarded to each division’s

team champions and to each division’s relay champions.

3. If a meet is rained out, it is up to the host school to decide if they want to reschedule their meet.

If the district meet is rained out, rescheduling will be handled by the athletic director’s office.

4. Each visiting school will be expected to supply coaches to help work events at the meets.

5. No more than three (3) participants in an event from each school. No substitutions after scratch

meeting, except on relay teams. May only use an alternate that is recorded at the scratch

meeting. An athlete is limited to five (5) events (3 running and 2 field events or 2 running and 3

field events.) Host school will provide written rules of each event on a clipboard and review

with each volunteer at the scratch meeting, prior to the start of the meet.

6. Events will be run in the recommended UIL order.

7. The conference will use recommended UIL standards for shot, discus & hurdles.

7th & 8th Girls use 6 lbs shot put / 7th & 8th Girls use .75kg discus

7th & 8th Boys use 4.0kg (8.81 lbs) shot put / 7th & 8th Boys use 1 kg (2.20 lbs) discus

7th & 8th Girls run 30” height hurdles in the 100 meter hurdle race.

7th Boys run 33” height hurdles in the 110 meter hurdle race.

8th Boys run 36” height hurdles in the 110 meter hurdle race.

7th & 8th Girls & 7th Boys run 30” height hurdles in the 300 meter hurdle race.

8th Boys run 33” height hurdles in the 300 meter hurdle race.

8. Scratch Meetings begin at 3:30 p.m. for all meets except district meet (8:30 a.m.)

9. No team or student shall compete in more than six meets including the district meet.

VI. TENNIS POLICIES

1. The junior high/middle school tennis program will be designed to teach the basic fundamentals

of serving, receiving, singles, doubles, rules and tennis etiquette.

2. District coaches will meet in January before the season to schedule the district matches.

3. No team or student shall compete in more than six meets including the district meet.

(Per UIL CCR Rule)

VII. SOCCER POLICIES

1. Scheduling

No team or students shall compete in more than 10 games and two invitational or district tournaments. Two games may be substituted in place of a tournament. A scrimmage counts as one of the 10 games. (Per UIL CCR Rule)

2. The junior high/middle school soccer program will be designed to insure the basic fundamentals of soccer are taught and stressed.

3. Games will be two 30 minutes halves with a 10 minute halftime.

Games may be shortened if games get out of hand and both coaches agree.

(Mercy Rule – One team is up by 7, run the clock.)

4. First game starts at 5:00 p.m. / Second game starts at 6:30 p.m. (If only one game is played,

it shall start at 5:00 p.m.

5. Admission may be charged at games (Adults $2.00 / Students $1.00)

6. Normal UIL card rules apply. (Example: Red Card – out of game and must sit out next

game.)

7. Team will be a 7th and 8th graders. If a school does not have enough players for two teams, school will field an 8th grade team and may play 7th graders up to form one team.

8. Jersey colors – Schools may wear school colors, but if both teams show up with same color

uniforms, home team must supply pennies for visiting team to wear over their uniform.

Coaches should contact each other if you know that this might be a problem with schools of

the same color.

9. Home team shall secure officials for the games.
