REVIEW COMMITTEE

July 28, 1998

The Government Contract Review Committee met on Tuesday, July 28, 1998 at 10:00 AM, in Room 125 of the Capitol Annex. Representative Marshall Long, Chair, called the meeting to order, and the secretary called the roll.

Deloitte & Touche, LLP, PS#995239

Ron Bingham, Project Manager of Empower Kentucky, and Bonnie Howell, Deputy Secretary of Finance addressed the committee regarding this contract. Ron Bingham discussed the savings that the Deloitte & Touche consulting firm has helped Kentucky to accomplish by closing approximately thirty warehouses, placing several hundred employees whose jobs have been displaced into valid openings in other positions, assisting in creating an asset liability corporation resulting in a $4 million a year savings, and assisting in the RFP for the Transportation Cabinet for KAVIS (the Kentucky Vehicle Information Systems). He testified that the Commonwealth of Kentucky was able to save twenty-three million dollars last fiscal.

Chairman Long asked about language in the contract that appears to indicate a duplication of services with another previously approved Deloitte & Touche contract. Ms. Howell testified that there were two Deloitte & Touche service contracts, one relating to Administrative Services and the other relating to the MARS project related (Business improvement and change management or organizational redesign effort). Chairman Longs inquired about the savings of last year. Mr. Bingham said that he would provide the information to the committee. A motion was made by Representative Drew Graham and seconded by Senator Nunnelley to approve the contract. The motion passed unanimously.
