POSITION OBJECTIVES:

The Engineering Services Department is responsible for the effective and sustainable management of Council’s infrastructure assets, including the design, maintenance and delivery of a number of asset-related services.

This position will contribute to the efficient and effective management of Council drainage and road assets. This will be achieved through the timely production of competent and innovative solutions to issues raised by the community in relation to drainage and road engineering infrastructure.

POSITION RESPONSIBILITIES:

Key Responsibilities:

1.  Role model and actively promote Council values in all aspects of duty.

2.  Undertake various engineering related projects involving investigation, research, generation and assessment of alternatives and production of reports recommending appropriate courses of action.

3.  Undertake engineering investigations and problem solving in relation to municipal civil infrastructure including drainage, roads and traffic.

4.  Receive, investigate and liaise with members of the community, problem solving to resolve requests relating to drainage, road and traffic infrastructure.

5.  Prepare survey and design briefs to initiate the implementation of works to resolve drainage, road and traffic issues.

6.  Prepare estimates of cost and concise clear works instructions relating to resolution of issues.

7.  Provide timely and accurate advice including letters & reports to senior staff and internal and external customers.

8.  Supervise contractors engaged in construction of works and undertaking general engineering studies and investigations.

9.  Provide support to the wider team to ensure the effective operation and success of the Department as a whole.

10.  Adhere to all Council’s policies and procedures relevant to this position.

11.  Carry out other duties as deemed reasonable and appropriate to the role as directed from time to time.

KEY SELECTION CRITERIA:

Essential:

1.  Tertiary qualification in civil engineering, or substantial progress towards.

2.  Strong interpersonal skills including the ability to translate technical information into plain English.

3.  Excellent prioritisation and organisational skills.

4.  Ability to work within an allocated budget.

5.  Strong conceptual skills with experience in conducting research, analysing data and synethesising results into tangible plans and outcomes.

6.  Understanding of the legislative requirements relating to construction activities, particularly related to a safety culture.

7.  Commitment to adhering to the Council Code of Conduct, values and all applicable policies and procedures.

Desirable:

8.  Some experience within civil engineering would be advantageous.

ACCOUNTABILITY AND EXTENT OF AUTHORITY:

·  The efficient and effective output of the position in accordance with legislative responsibilities and customer needs.

·  To make a positive contribution to the operation and success of the section as a whole.

·  The timely provision of accurate advice to senior staff and internal and external customers.

·  The freedom to act is governed by the objectives and procedures of the section, under the regular supervision of the Senior Infrastructure Engineer.

·  The position plays a supportive role to senior staff with the quality of work and decisions being subject to review.

·  The position may assist the Senior Infrastructure Engineer in representing Council at Public Meetings.

·  Accountable for creating and capturing accurate and complete records of the business activities related to this position, in accordance with approved policy and procedures. This is applicable to both hardcopy and electronic information, including email.

JUDGEMENT AND DECISION MAKING:

·  This is a technically skilled position which is essentially problem solving in nature.

·  It will be required to make technical and occasionally complex judgements requiring some originality, with guidance from senior staff where required.

·  Decisions of a non-routine or politically sensitive nature must be referred to the Coordinator.

SPECIALIST SKILLS AND KNOWLEDGE:

·  Understanding of the general engineering principles relating to design and construction of drainage, traffic management and road infrastructure.

·  Knowledge and understanding of the general legal principles, contemporary design standards and ability to research and apply those principles to day to day situations including a current understanding of the operational aspects of road and drainage management.

·  Ability to apply civil engineering knowledge.

·  Knowledge and understanding of management of civil engineering infrastructure.

·  Demonstrated knowledge of administration, budgeting and financial procedures.

·  Demonstrated analytical and investigative skills.

·  Ability to use personal computer including word processing, spreadsheet and other software.

MANAGEMENT SKILLS:

·  Efficient and effective planning and use of own time including the setting of priorities to achieve specific and set objectives with the resources available and within set time frames despite conflicting pressures.

·  Ability to respond positively to change.

·  Ability to identify and research potential infrastructure development opportunities.

·  Demonstrated ability to participate in various teams and liaise with other employees or counterparts in other organisations to achieve specific project controls.

INTERPERSONAL SKILLS:

·  Communication skills of an order sufficient to effectively establish rapport and gain the cooperation of customers and staff.

·  Ability to respond to customer enquiries regarding general Council policies, procedures and programs relating to position.

·  Ability to liaise and communicate effectively with professional engineers and people of similar disciplines in the administration of defined activities, both within and outside the organisation at a professional level.

·  Written communication skills of an order sufficient to effectively prepare routine correspondence and reports on matters relating to field of expertise.

QUALIFICATIONS AND EXPERIENCE:

·  Relevant tertiary qualification, or a diploma in civil engineering and several years of work experience.

·  Experience in design and construction of roadwork, drainage, and associated civil infrastructure.

·  Experience in local government would be advantageous.

ADDITIONAL INFORMATION:

·  This position is a Graduate Engineer role where the incumbent will transition to become Infrastructure Engineer (Band 6) after four years of work-based experience.

·  The incumbent may be required to undertake work across the City Services Division as part of a rotation program for professional development purposes.

·  This position will be required to work at locations across the municipality.
