The Kenya National Examinations Council wishes to recruit self motivated and qualified Professionals for various Vacant Positions. Description of these Vacancies and their Requirements are outlined here below:
1.0 PRINCIPAL SYSTEMS ANALYSTS/PROGRAMMER – KNEC SCALE EC 13
The Principal Systems Analyst will head a Section in the ICT Department and will be reporting to the Head of ICT Department.
1.1 Duties and Responsibilities:
1.1.1  Responsible for Planning, Maintenance and Development of customised ICT programmes and provision of secure, reliable and efficient ICT services including planning and executing of ICT policy and strategy at section level;
1.1.2  To lead a team of software developers to plan and execute projects by ensuring that appropriate product and technical specifications, direction, and resources to deliver products effectively by establishing realistic estimates for timeliness while ensuring that projects remain on target to meet deadlines;
1.1.3  Coordination of development of software plan that meets the future needs of the Council;
1.1.4  Serve as the technical lead in all vendor meetings to address the Council’s software systems products;
1.1.5  Coordination of writing systems documentation and managing access controls and security;
1.1.6  Monitor the performance and integration of specified applications at section level.
1.2  Qualifications and Experience Required:
1.2.1  Bachelors Degree in Computer Science/ Information Technology/Mathematics and or Statistics, OR equivalent qualification from a reputable institution and should have a minimum of 9 (nine) years experience in the field of ICT in a large reputable organization ;
1.2.2  Strong understanding of the software development cycle and experience in computer programming using Java, .net or other web application frameworks as well as experience solving complex and large scale software problems;
1.2.3  A record of successful delivery of software systems as an individual, team leader and or,/development manager;
1.2.4  Knowledge of operating systems (Windows, Unix, Linux), servers, LAN/WAN technologies, databases, information security etc;
1.2.5  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification.
2.0 EXAMINATION SECRETARY II (BUILDING AND CIVIL ENGINEERING ): SCALE EC 10
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
2.1  Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Building and Civil Engineering Examination papers and other related disciplines.
2.2  Qualifications and Experience Required:
2.2.1  Ideal candidate should have Bachelors Degree in Civil Engineering OR Education Technology OR Quantity Surveying OR Higher Diploma in Construction and Diploma in Technical Education and at least six (6) years’ teaching experience inBuilding and Civil Engineering in a recognised Institution;
2.2.2  Experience as a trained examiner or setter with Kenya National Examinations Council examinations;
2.2.3  Evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations and basic knowledge in Computer Applications;
2.2.4  Should have a minimum mean grade of C+ and above in KCSE or equivalent qualification.
3.0  EXAMINATION SECRETARY II (CHEMISTRY AND MATHEMATICS): SCALE EC 10
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
3.1 Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Chemistry and Mathematics Examination papers and other related disciplines.
3.2  Qualifications and Experience Required
3.2.2  Ideal candidate must have a Bachelor of Education Degree (Chemistry and Mathematics option) and should have taught the two subjects for a at least six (6) years’ in a secondary school;
3.2.3  Experience as a trained examiner or setter for Kenya National Examinations Council examinations;
3.2.4  Evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations and basic knowledge in Computer Applications;
3.2.5  Should have a minimum mean grade of C+ and above in KCSE or equivalent qualification.
4.0  EXAMINATION SECRETARY II (INDUSTRIAL/ VOCATIONAL SUBJECTS): SCALE EC 10
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
4.1 Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Industrial/Vocational Examination papers and other related disciplines.
4.2  Qualifications and Experience Required
4.2.1  Ideal candidate Must have must have a Bachelors Degree in Education Technology
specializing in any three of the following subject areas:
a)  Power Mechanics
b)  Wood work
c)  Building Construction
d)  Metal Work
4.2.2  Must have taught any three (3) of the above subjects in a recognized Institution for at least six (6) years.
4.2.3  Experience as a trained examiner or setter for Kenya National Examinations Council examinations and evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
4.2.4  Should have a minimum mean grade of C+ and above in KCSE or equivalent qualification;
4.2.5  Basic knowledge in Computer Applications.
5.0  EXAMINATION SECRETARY II (MUSIC): SCALE EC 10
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
5.1 Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Music Examination papers and other related disciplines.
5.2  Qualifications and Experience Required
5.2.1 Ideal candidate must have must have a Bachelor of Education Degree (Music) and a
minimum teaching experience of at least six (6) years teaching Music;
5.2.2  Experience as a trained examiner or setter for Kenya National Examinations Council examinations and evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
5.2.3  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification;
5.2.4  Basic knowledge in Computer Applications.
6.0  EXAMINATION SECRETARY II (INFORMATION STUDIES): SCALE EC 10
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
6.1 Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Information Studies Examination papers and other related disciplines.
6.2  Qualifications and Experience Required
6.2.1  Ideal candidate must have must have a Bachelors Degree in Information Science or its equivalent with specialization in Library or Archives or Information Technology;
6.2.2  Must have a teaching experience of at least six (6) years in a recognised Post School Institution teaching IT;
6.2.3  Experience as a trained examiner or setter for Kenya National Examinations Council and evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
6.2.4  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification;
6.2.5  Basic knowledge in Computer Applications.
7.0  EXAMINATION SECRETARY II (SUPPLY CHAIN MANAGEMENT): SCALE EC 10 (RE-ADVERTISEMENT)
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
7.1 Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Supply Chain Management Examination papers and other related disciplines.
7.2  Qualifications and Experience Required
7.2.1  Ideal candidate must have must have a Bachelors Degree or its equivalent specializing in Economics and Business Studies and Post Graduate qualifications in Supply Chain Management or Bachelors Degree in Supply Chain Management and diploma in Education;
7.2.2  Must have teaching experience of at least six (6) years’ in a recognised Post School Institution teaching Supply Chain and Management;
7.2.3  Experience as a trained examiner or setter for Kenya National Examinations Council examinations and evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
7.2.4  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification;
7.2.5  Basic knowledge in Computer Applications.
8.0 EXAMINATION SECRETARY II (BANKING AND FINANCE): SCALE EC 10 (RE-ADVERTISEMENT)
The successful candidate will be reporting to a Head of Section, in the Test Development Department.
8.1 Duties and Responsibilities:
Being in charge of planning, guiding and programming the Test Development activities of Banking and Finance Examination papers and other related disciplines.
8.2  Qualifications and Experience Required
8.2.1  Ideal candidate must have a Bachelor of Education Degree specializing in Economics and Business Studies OR Bachelors Degree in Banking and Finance and a Diploma in Education;
8.2.2  Must have a teaching experience of at least six (6) years in a recognised Post School Institution teaching Banking and Finance;
8.2.3  Experience as a trained examiner or setter for Kenya National Examinations Council examinations plus evidence of being well grounded in theory and application of Psychometrics, Curriculum Design and Educational Assessment, Setting, Marking, and Moderation of Examinations;
8.2.4  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification;
8.2.5  Basic knowledge in Computer Applications.
9.0 CHIEF PROCUREMENT OFFICER: KNEC SCALE EC 12
The successful candidate will be reporting to the Head of Procurement
9.1  Duties and Responsibilities:
9.1.1 Ensuring that supplies accounting and other stores procedures are followed and
updated accordingly; Implementation and enforcement of procurement policies,
systems and procedures;
9.1.2  Organizing and managing procurement through the Management Tender Board;
9.1.3  Ensuring the proper Maintenance of approved stock levels, stock taking and disposal of unserviceable and obsolete stores in accordance with Public Procurement and Disposal Regulations.
9.2  Qualifications and Experience Required:
9.2.1  At least a Bachelors Degree in Procurement/Supply Chain Management/Supplies or
equivalent qualification from a recognized Institution and with nine (9) years
experience;
9.2.2  Evidence of being well grounded in theory and practice of Public Procurement
Procedures and Regulations plus proficiency and knowledge of ACCPAC ERP applications of Procurement and Supplies Information Management System;
9.2.3  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification
10 .0 SECURITY OFFICER I: KNEC SCALE EC 10 (RE-ADVERTISED)
The Officer at this level will report to the Council Secretary/Chief Executive Officer
10.1  Duties and Responsibilities
10.1.1  Planning, organising, administration and coordination of the security function for
efficient and effective operations of the Council and review the existing security
procedures and security system on regular basis;
10.1.2  Monitoring, analyzing and implementing security risk assessment;
10.1.3  Investigating all security incidences and liaising with other security agencies;
10.2  Qualifications and Experience Required:
10.2.1  A relevant Bachelors degree and professional training in security operations;
10.2.2  Have at least six (6) years relevant professional experience, three (3) of which must be
handling security operations in a reputable establishment;
10.2.3  Should be a person of high integrity with professional training in security work/matters from the Kenya Police or the Armed Forces at the rank of Chief Inspector/Major and above;
10.2.4  Should be aged between 35 and 45 years old and both physically and medically fit;
10.2.5  Valid Certificate of Good Conduct;
10.2.6  Must have a minimum mean grade of C+ and above in KCSE or equivalent qualification;
10.2.7  Basic knowledge in Computer Applications.
