Announces NOMINATIONS for:

Delegates to the 2015 KEA Delegate Assembly - April 8 - 10, 2015 in Louisville, KY (Fayette County Schools ARE in Session)

The 2015 KEA Delegate Assembly quickly approaches. In order to ensure that Fayette County teachers are adequately represented, we need the help of FCEA members. Please nominate any FCEA member or yourself by Monday, November 3, 2014. The Association is entitled to 23 KEA Delegates. FCEA will pay for the hotel, travel, and meal costs of KEA Delegates. In addition to attending the KEA DA in April, it is also the responsibility of delegates to attend the KEA Central District Pre Delegate Caucus on Friday March 20, 2015.

Use the form below to nominate yourself or another member. The person being nominated must sign this form indicating his/her acceptance of the nomination. Nominations will close at 5:00 p.m. on Monday, November 3, 2014. Please deliver or send your nomination forms to the FCEA Office (523 Wellington Way Lexington, Ky 40503) or FAX (# 224-3361) OR send them to FCEA through the School Courier so that they arrive by November 3, 2014.

A nomination form must be completed and signed for each member wishing to be on the ballot

Wednesday October 15…………Nominations open

To qualify as a candidate, the following is required and must be submitted:

· Nomination form due to FCEA office by 5:00 p.m. (Required)

· Biographical sketch (75 words or less) and a digital photo are due to (Kay Brock: ) by 5:00 p.m. (Required)

· Candidates may also submit a campaign flyer which must be limited to one 8.5 by 11 inch page by 5:00 p.m. (Optional)

· If a candidate does not supply all required information and/or does not meet timeline, candidate will not be placed on the official ballot.

Wednesday November 5………..Draw for ballot positions (KEA Staff)

Monday November 17…….....Online Voting begins at 6:00 am

Friday November 21………….Online Voting ends at 5:00 pm

No later than Monday November 24…..Candidates notified

No later than Tuesday November 25……………..Election results will be announced to all member via email.

KEA Delegate Responsibilities:

· Attend all work sessions of the KEA DA. Wednesday evening – Friday afternoon (stay until the meeting is adjourned).

KEA Delegate Assembly Budget - $9,600

Hotel Room Cost - $129 per room/night (Double Occupancy, you will be required to room with another delegate. If you would like a private room, you will need to pay half the price of the room for 2 nights)

Average Mileage Per Delegate – 160 miles (roundtrip) @.55cents per mile = $88

*Hotel room will be booked and paid for in advance by FCEA, there will be out of pocket cost to a delegate for the hotel.

*Meals must be paid for by the delegate and a voucher with original receipts must be submitted after the KEA DA for reimbursement

*In order to be reimbursed for mileage you must submit a mileage voucher with MapQuest or Google Maps verification. Delegates will be reimbursed for round trip mileage to and from their home.

*Substitute will be provided by FCPS. Professional Leave Form must be filled out by the employee and signed by the principal; the form will then need to be submitted to Human Resources by January 15, 2015.

Appendix A: ELECTION PROCEDURES

GENERAL PROCEDURES FOR ALL ELECTIONS

1. The FCEA Spring Election shall include officers and members of FCEA Board of Directors. The FCEA Fall Election will include KEA delegates. Any other elections as needed will include KEA or NEA delegates.

2. The deadline for filing as a candidate shall be set when open nominations are announced in the spring and fall in Representative Assembly prior to election.

3. If no applications are received for a position by the filing deadline, a vacancy shall be re-advertised.

4. The Election Committee shall provide all candidates with an electronic copy of the FCEA Constitution (Article VI Elections) and Bylaws (Appendix A Election Procedures).

5. All candidates shall electronically submit the required digital photo, a 75 word or less biography/resume, and the FCEA candidate questions for the ballot and the FCEA website.

6. Candidates may submit a campaign flyer which will be posted on the FCEA website one week prior to the election. Campaign flyers must be limited to one 8.5 by 11 inch page.

7. The Credentials and Elections Committee shall, at least one (1) week prior to an election, determine the makeup of the ballot. The process used by the chairperson shall be a random drawing of names. One observer per candidate may be present. The final ballot(s) shall be reviewed by at least one member of the Committee.

8. The Credentials and Elections Committee shall establish the election procedures, such as the timeline and voting directions.

9. The Credentials and Elections Committee shall immediately (within 24 hours) notify all candidates and current board members by phone call, followed by a letter or e-mail within 3 working days, of any election irregularities.

10. The official results of an election shall be certified and released to all members following the completion of the tabulations.

11. In the event no candidate receives a majority vote, a run-off election between the two candidates with the highest number of votes shall be held.

12. Each of the candidates for office shall be notified of election results by phone or e-mail within 48 hours.

13. A candidate may challenge his/her election results as outlined in the Election appeals for the FCEA Constitution (Article VI, Section 4).

14. KEA and NEA Representative Assembly candidates receiving an equal number of votes shall have election results listed in random order.

15. The use of FCPS courier and/or email system by individual candidates is prohibited.

SPECIFIC PROCEDURES FOR ELECTRONIC ELECTIONS:

1. Electronic elections shall begin at 6:00 a.m. on the first day of voting and shall end at 5:00 p.m. on the seventh calendar day following the beginning of the election.

2. In case there is not a candidate with a majority vote, a run-off election between the two candidates with the highest number of votes shall be held.

3. The election tabulation shall be reported to the Credentials and Elections Committee for release to membership.

APPEALS

1. Grounds for Appeal:

a. Distribution and/or display by the candidate and /or candidate’s campaign of literature which is intentionally false or intentionally misleading.

b. Ballots not delivered to a site in time to hold the election.

c. Election not in accordance with FCEA, KEA and/or NEA Constitution and By-laws.

d. Any other Election Procedures not followed.

e. The validity of names.

2. Procedure:

a. Any voting member may appeal an election to the Board of Directors. The appeal must be in writing and shall state the exact section of the Constitution and Bylaws allegedly violated, signed by the individual(s) making the appeal, and presented to the President by 5:00 p.m. of the tenth working day after announcement of the election results.

b. Within ten (10) working days of receiving the appeal, the Board of Directors shall meet to hear the appeal, make a decision, and inform all parties.

c. Any voting member may appeal the decision of the Board of Directors to the KEA-Central District Education Association within ten (10) days after the decision of the Board of Directors.

d. The person holding the office before the election shall remain in that position until the appeal has been resolved.
