Job Summary

The position objectives for the role of Council’s Waste Management Landfill Operator are;
v  To organise and undertake the effective and efficient operation of Council’s landfill plant, covering and management of tipped waste at the tip face, containment and control of surface water, soil erosion and siltation control over the landfill area, active participation in implementing the Environmental Management System for Council’s Waste Management Facility.
The incumbent must possess Certificate II in Waste Management (or willingness to participate in training); a current driver’s license (car); a first aid certificate (or willingness to participate in training), current drivers license, Workcover certificate for track loader/excavator, and fork lift operator’s license.

Reporting Relationships

Employee reports directly to the Landfill Site Manager.

This position requires the incumbent to sometimes work in confined spaces, use hazardous chemicals and materials, undertake lifting and other physically demanding tasks.

Essential Duties and Responsibilities

Duties/Responsibilities
1. Ensure that approved cover material is spread and compacted to all tipped waste in accordance with the requirements of the EMS (Environmental Management System).
2. Inspect and clean boundary litter fences.
3. Assist in formalizing a waste inspection protocol for the facility entry and at the various disposal points throughout the facility.
4. Maintain specific waste areas regularly.
5. Identify and report contaminated waste finds to the landfill site manager, and take appropriate action in accordance with EMS (Environmental Management System).
6. Ability to identify and handle all waste products as well as their associated hazards, and implement emergency procedures if necessary.
7. Control odours from active tip area in accordance with EMS (Environmental Management System).
8. Operate compactor, excavator and other plant equipment efficiently and effectively, and to the required technical and safety and environmental standards and all legal requirements.
9. Ability to use earthmoving techniques to separate clean surface water from contaminated surface water.
10. Carry out routine daily checks on all council owned/operated plant and equipment and organize any repairs/maintenance required.
11. Install and maintain soil erosion and siltation devices as required.
12. Undertake administration as required.
13. Inspect and coordinate transport of wastes.
14. Ensure landfill operations are carried out to meet customer requirements in terms of safety, time and quality.
15. Contribute to environmental and resource efficiency systems and procedures leading to an environmentally sustainable workplace.
16. Ensure that all contact with staff and customers promotes a positive image of the landfill operation and complies with Council’s Code of Conduct in relations to dealing with the public, contractors and customers.
17. Perform all activities in compliance with relevant OHS legislation and Council’s Safety Management Plan.
18. Work with other Landfill Operators as a team, ensuring that contributions to the team’s performance are timely and realistic.
19. Participate in professional development activities when requested, to improve skills and knowledge to completely fulfill the requirements of the position.
20. Show exceptional communication, time management and planning skills.
21. Undertake other duties as required.

Selection Criteria

Essential
1. Previous experience in Waste Management landfill operations
2. Good communication, literacy and numeracy skills.
3. Ability to problem solve in Waste Management.
4. Knowledge of relevant Workplace Occupational Health and Safety requirements.
5. Customer service focus.
6. Certificate II in Waste Management (or willingness to participate in training).
7. Current driver’s license.
8. Workcover certificate for track loader/excavator.
9. Fork lift operator’s license.
Desirable
1. First Aid certificate (or willingness to participate in training).
2. Basic computer skills.

Required Qualifications and Experience
