o Contract duration: March 15 to June 15th 2015
o The consultancy timeframe is 1-3 months, with training days specified as needed within the three months. The total number of contract days is estimated at 22 days. The consultant will be compensated based on days worked within a three-month time frame. The period of work is flexible and can be coordinated between IDLO and the consultant.
o Experience:
o At least five years of experience in security and risk management, including clear evidence of professional development, courses and training.
o Must have extensive experience completing security risk assessments.
o Should have experience of working in an international organization or a national NGO. Similar experience required working in the international development sector or with NGO related security issues.
o Must have experience managing security utilizing both armed and unarmed personnel.
o Military, police or similar (armed) experience highly desirable.
o Excellent knowledge of the security situation across Afghanistan.
o Should have knowledge and experience of working in cooperation with Afghan security forces.
o Must possess a relevant and up-to-date network of contacts within the security forces and Afghanistan government.
o Education Field: Bachelor degree preferred or equivalent via private colleges
o Skills required: Must hold a full and valid driving license.
Able to speak Dari and Pashto. English ability is a plus.
Excellent writing skills in the above languages.
Strong knowledge of Microsoft Word and Excel.
Thoroughly familiar with computers, printers and office equipment
Position Title: Security TrainerJob Summary
IDLO seeks the services of an NGO Security Specialist to provide security training on Emergency Action Plans for national NGOs partnering with IDLO, who are managing women’s protection centers. The trainings will cover planning, policy, and procedures for specific emergency situations or minor/major attacks. The specialist must also work with each NGO to establish a written security policy for each of their locations.
Location: Kabul and provinces as needed. Confident travelling around Afghanistan.
Expected outcomes: Strengthen the security capacity of 2 Afghan women’s shelter NGOs to effectively provide services and operations to its beneficiaries under a safe and well-managed security plan and policy.
Duties and Responsibilities: The Expert will be under the direct supervision of the IDLO international shelter expert and will work in close collaboration with the Women’s Protection Centers’ (WPC) leadership. The consultant will be responsible for the following:
§ Work with the NGOs managing WPCs to establish a comprehensive emergency action plan that deals with issues specific to violence against women in Afghanistan.
§ Develop an emergency strategy to help support employees to respond to different types of emergencies, taking into account the WPCs’ specific worksite layout, structural features, and emergency systems available to them.
§ Develop a written security policy, and guidelines or manual for each of the identified locations of the Afghan NGOs, working together with the NGOs.
§ Develop an emergency action plan for different scenarios under difficult circumstances, for local Afghan NGOs to follow under a crisis situation.
§ Develop a plan to organize employer and employee actions during workplace emergencies.
§ Determine evacuation procedures and emergency escape route assignments, and assist WPCs to document them.
§ Implement procedures to account for all employees after an emergency evacuation has been completed.
§ Develop procedures to be followed by employees who remain to operate critical operations before they evacuate.
§ Conduct a comprehensive seminar that will illustrate emergency situations along with outcomes and consequences based on various actions and reactions.
§ Help WPCs to institute well-developed emergency plans and proper employee training such that employees understand their roles and responsibilities within the plan.
§ Compile names and job titles of persons in each organization and their duties under the security plan.
§ Conduct liaison activities with Afghan government departments and security entities, if appropriate.
§ Develop work plans with each of the two primary partner NGOs to assist them to address areas for improvement over the coming 2 years.
