ETP Procedures and Forms
Related to SNAP Applications
In all 120 counties:
· For each adult SNAP household member between ages 18 to 59 who is
not exempt Work Registration, give the client a copy of the FS-562 and annotate
the number of copies given on the PAFS-203. [Consider “voluntary quit” as
related to Work Registration requirements.]
· Answer all questions on the KAMES member screens related to WR and ABAWD
exemptions correctly. If the question “Is he/she work registering?” is not protected,
answer the question and target code the household member correctly in all 120
counties: target code “4” for non-exempt ABAWDs and target code “9” for all
others.
· Address Work Registration for all adult household members in “Comments”.
The ETP process is then complete in non-active ETP counties.
In active ETP counties:
· For each adult SNAP household member between ages 18 to 49 who is
not exempt ABAWD, give the client a copy of the FS-500.1 and annotate the
number of copies given on the PAFS-203.
· For each non-exempt ABAWD who is not otherwise in compliance due to work
hours (see Vol. IIA, MS 5050), an up-front assessment must be completed as part
of the SNAP application (Vol.IIA, MS 8100). This may be done with the client for the ABAWD(s).
[For member adds to active cases, if the ABAWD is in the office, the assessment is completed at that time. If not, a referral is generated to the FSETP worker who schedules an appointment within 2 work days to complete the assessment. The assessment must be completed in a face-to-face interview.]
· The household member applying (the client) has to state that the non-exempt ABAWD will agree to work registration and the requirements of the ABAWD program (job search and WEP placement):

- If the member agrees to work registration and to comply with the ABAWD requirements, answer “yes” to the question “Is He/She Participating in WEP/VES?”. [Since WEP will be the ABAWD’s component activity, at least temporarily if he/she chooses VES, indicate “WP” as the “Type: __” on the KAMES application screen. If ABAWD chooses VES component activity, the component type can be changed when the ABAWD achieves that placement.] Also answer “yes” to the “work registration” question, and enter a target code “4” so that an ETP referral will be passed.
- If the member agrees to work registration but refuses to comply with ABAWD requirements, answer “yes” to the “work register” question, answer “no” to the “refuses” question and to the “participating in WEP/VES” question, enter a target code “4”, explain the situation carefully in “Comments”, and begin the conciliation process as soon as the application is approved.
- If the member does not agree to work register, that member is not eligible for benefits from the beginning of issuance. Answering “yes” to the question “If no, does he/she refuse to register?” will deny that household member immediately.
· Review ABAWD policy, rights and responsibilities, and consequences for non-
compliance with the client.
· Explain the WEP and VES components using FSET-101 and have the person
applying sign a copy for each ABAWD being referred. Keep a copy of form(s)
for the ETP case record.
· Assess each ABAWD by completing FSET-614 with the client, documenting the
ABAWD’s interests, work experience, and employability plan. Notate on back of the FSET-614, item 10, the date, initials of worker, and that assessment completed.
(FSETP worker will later annotate the FSET-614 for every ETP case action,
especially noting when the $25 reimbursements are issued.)
· Explain that the ABAWD will be required to complete a 30 day job-search, but will be considered in compliance during that time (the Job Search is the ABAWD’s initial
WEP slot.) Explain that form FSET-108, Job Search Contact Report, will be mailed to the ABAWD, after the SNAP case is approved, with an appointment date to return for a follow-up interview with the FSETP worker. Advise that if the ABAWD does not complete the job-search and return for the interview, he/she will be considered as non-compliant and will be subject to disqualification. (If expedited application, ETP worker may give the FSET-108 to the client with an appointment date.)

· Worker completing assessment will set up an ETP case record in the ABAWD’s
name and SS#, containing the FSET-614 and other appropriate forms and will
exchange this information with the FSETP worker in manner determined in each
service region.
· After the SNAP application is approved, a referral passes from KAMES to
EZ in batch that night. Entries cannot be made on the EX screen until that referral
is received. That day, the FSETP worker should enter WEP as the component type
on the EX screen, schedule an appointment date on KAMES for the ABAWD for
the follow-up interview, and mail the FSET-108 and appointment letter to the
ABAWD. “Initial Interview Date” and “WEP Placement Date” on EX screen
should be date of SNAP application, when up-front assessment was completed.
· The FSETP worker will monitor the ABAWD’s monthly compliance and
initiate conciliation when necessary. The SNAP caseworker will have to enter
disqualifications and process cure and compliance referrals to the FSETP worker.
