2. Introduction
National technical rules are one of the obstacles when implementing ERTMS, the break through program from the ERTMS coordinator therefore aim to reduce the National technical CCS rules to the max; this was also stated as priority action from Commissioner Bulc. The task will be performed by the European Agency for Railways (Agency).
In order to discuss the NTR with the MSs concerned they have to be published/known to the Agency. In accordance with the Decision 2011/155/EU, MSs should publish the list of rules in the National Reference Document (NRD). The published NRDs are made available in the Reference Document Database (RDD) (link), the relevant control command part can be found there in chapter 12. The actual situation concerning NTRs published is the following:

Moreover, several MS have not yet published their rules and/or are still in internal discussions.
Actually, the RDD cannot distinguish between the different ETCS baselines; this situation makes it extremely difficult for Applicants striving to get authorisation for their RS in order to provide railway operation in a MS.
The aim of this document (accessible via the Agency’s website) is to be (for the transitional/consolidation period) the central information point concerning ETCS and GSM-R NTR related too:

Belgium actually has published 2 rules:

Actually there is no GSM-R network operational.
For ETCS a L1 pre B2 version is installed on one line, the update of the line/vehicles to 2.3.0d/Level 1 is foreseen by 2020.

Germany has published some requirements in the SNB (Schienennutzungsbedingungen), non of them are notified. Preliminary NTR blueprints are available.

Actually there are 11 national rules available (11* are relevant for B2, 5* for 3.4.0 and 3 for 3.6.0); 6 of them are agreed by the Agency, for one the Agency does not agree and 4 are under discussion. None of the rules for B3 have impact on the ETCS B3 functionality:

· DE03: STM specification
· DE04: ETCS onboard SS configuration
· DE09: 2 communication sessions (3.4.0 only)
* one rule not relevant when applying TSI 2016-519 (GSM-R baseline 1)

9. Denmark (DK), national rules
In Denmark only B3 vehicles will be authorised. Except the open point availability there is no additional requirement on B2 R2 vehicles, for B2 MR1 LX functionality is required.

Actually, there is no ETCS train operation possible. The ETCS trackside equipment installed is B2.
Greece has notified two national rules concerning the SS RS related to the open points “Characteristics of sand applied to tracks” and “Use of magnetic / eddy current brakes”.
