Subject: New conditions for the animal product trade between EU member states and the Russian Federation

The Commission has today notified the Department of a new pilot system of preliminary pre-export notification at certain checkpoints by the Russian Federation. The details, as provided by Rosselkhoznadzor are attached in the Appendix below.

Rosselkhoznador states that the pilot system is for the purpose reducing the time required for border veterinary control at RF border checkpoints, reducing waiting lines and preventing fraud.

Dear Ms. Paola Testori Coggi,

For the purposes of creating favourable conditions for the animal product trade between EU member states and the Russian Federation, reducing time required for border veterinary control at RF border checkpoints, reducing waiting lines and preventing frauds, the Rosselkhoznadzor considered it necessary to introduce on a pilot basis from August 15, 2008 a system of preliminary (pre-export) notification of the above products imported by trucks and/or railway.

The experiment is conducted at the checkpoints located in the areas covered by the Kaliningrad Region, Saint-Petersburg, Leningrad Region, Bryansk Region, Smolensk Region, Tver Region and Pskov Region Divisions of the Rosselkhoznadzor.

A consignor or a consignee shall in advance e-mail to the relevant territorial division of the Rosselkhoznadzor a Notification on the In-coming Cargo (hereinafter referred to as “the Notification” – ref. the sample notification) indicating the specific Russian state border checkpoint through which the cargo will be delivered. A scanned copy of the exporting country’s veterinary certificate (accompanying the cargo) shall be attached to the Notification (hereinafter referred to as “the attachment”). The Notification and the attachment thereto shall be submitted only in the “.pdf” format.

During the experiment it will be also possible to process cargo documentation at the Russian state border checkpoints as per the usual procedure – without a preliminary notification.

To ensure the successful experiment performance, the territorial divisions of Rosselkhoznadzor have been instructed to ensure (upon agreement with the customs authorities) the top-priority processing of documentation on cargo accompanied by Notifications taking into account the considerable reduction in time spent on the paperwork.

In addition, in view of the increased volume of truck-shipped cargo supervised by the Rosselkhoznadzor at the north-western section of the Russian state border and the current tense situation with the inspection and processing of documentation on animal products at the checkpoints located at the above section of the border, the Rosselkhoznadzor considered it necessary to introduce the following procedure for the import of meat and primary meat products of all types from European countries in accordance with the permits executed in 2008 in order to ensure an even distribution of cargo flows at the checkpoints.

The imported meat and primary meat products delivered to the subjects of the Russian Federation located in the North-Western Federal District shall be imported only through the truck checkpoints Ubylinka, Shumilkino (Pskov Region), Torfyanovka, Brusnichnoye, Svetogorsk, Ivangorod (Leningradskaya Region) located correspondingly at the Russian-Latvian, Russian-Estonian and Russian-Finnish sections of the Russian state border.

The truck-shipment of imported meat and primary meat products to other subjects of the Russian Federation will be permitted through the checkpoints Troebortnoye, Pogar (Bryansk Region) located at the Russian-Ukrainian section of the Russian state border, as well as through the checkpoints of the Republic of Belarus located at the external border with EU member states – Brest, Grodno, Oshmyany – with the obligatory entry to the territory of the Russian Federation through the Krasny Kamen notifications collection checkpoint (Bryansk Region).

The truck-shipment of the above products originating from the Baltic Region (Lithuania, Latvia, and Estonia) as well as from Sweden and Finland to all regions of the Russian Federation shall be carried out through the checkpoints Ubylinka, Shumilkino (Pskov Region), Torfyanovka, Brusnichnoye, Svetogorsk, Ivangorod (Leningradskaya Region).

For the purposes of establishing optimum conditions for animal products handling between EU member states and the Russian Federation, we would like to kindly request you to provide possible assistance in the use of the preliminary (pre-export) notification system.

Please disseminate the above information amongst state veterinary services of EU member states as well as among exporters and shipping and logistics companies.
