County of Wellington Safe Communities Leadership Table
Terms of Reference
1.0 Purpose
To support the establishment and implementation of a coordinated approach to addressing safety issues in the County of Wellington through inter-agency and local community group awareness, communication, co-operation and action.
Definition of Safety: “ A state in which hazards and conditions leading to physical, psychological or material harm are mitigated in order to preserve the health and well-being of individuals and the community.” (Adapted from the World Health Organization definition)
2.0 Guiding Principles

· Includes crime and other injuries (intentional and unintentional)

3.0 Goal/Functions/Activities
3.1 Short-term goal is to attain “Safe Community” designation in 2013
· Approve the Leadership Table’s Terms of Reference
· Prepare an action plan following Safe Communities Canada’s “Community Action Plan: Ten Steps to Designation” guidelines
· Establish safety achieving priorities
· Submit application to Safe Communities Canada
3.2 Long-term goal is to have an effective and coordinated approach addressing safety issues in the County of Wellington
· Facilitate implementation of activities as set out in the action plan
· Conduct regular reviews and evaluations of activities
4.0 Membership
The Leadership Table will be co-chaired by representatives chosen from the membership of the Leadership Table. The tenure as co-chairs is to be 2 to 4 years.
Members will include (but are not limited to) representatives from the organizations present.
· Media and public communications
· Community representative(s)
· Youth Representatives
· Health
· Legal
· Emergency Services
· Social Services
· Municipal Government
· Education
· Private Sector Business
5.0 Executive of Leadership Table
Will consist of
o Co-Chairs
o Secretary
o Members of the Leadership Table
6.0 Sub-Committees
· The Leadership Table will establish sub-committees with Terms of Reference to address specific priority areas.
· Membership on sub-committees may include non-members of the Leadership Table
· Leadership Table may recognize local community groups as sub-committees
7.0 Committee Support
Initially Wellington OPP will act as hosts for the Safe Community Leadership Table.
8.0 Communication
· The secretary shall ensure meeting notes are recorded and circulated
· Leadership Table meeting notes will be circulated to representatives of all committees
· Leadership Table members are responsible to circulate meeting notes to appropriate members of their respective organizations.
· Post minutes and information on the Wellington County website
9.0 Reporting and Financial Accountability
Members of the Leadership Table shall report to their respective organizations
The sub-committees constituted by the Leadership Table shall report to the Leadership Table.
Financial Accountability: To support the project, the County of Wellington will established budget lines and accounts to track revenue and expenses incurred.
10. Frequency of Meetings
· Committee will meet every other month with the exception of July and August
· Meetings will be held the third Thursday of every other month as set out in Schedule “A”
· Sub-Committee meetings to be determined by Committee Chairs.
11.0 Decision Making
Leadership Table decisions will be based on a simple “majority vote” rule, but the Co-Chairs will encourage meaningful discussion on issues preceding the calling of the vote. All members should be provided the opportunity for full and fair comment on any issues of interest.
12.0 Review
The Terms of Reference will be reviewed yearly.
