POSITION TITLE Purchasing Manager

REPORTS TO VP of Finance

POSITION SUMMARY

The purpose of this position is to design, develop and implement purchasing processes and controls, and to monitor and coordinate purchasing with other functions. The person in this position is responsible for achieving and continuously improving customer service levels, managing inventory levels and targets, and managing supply and demand within the Supply Chain.

ESSENTIAL JOB FUNCTIONS

Process Management and Execution

·  Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.

·  Formulate policies and procedures for bid proposals and procurement of goods and services. Review, evaluate, and approve specifications for issuing and awarding bids.

·  Develop and implement purchasing and contract management processes, policies, and procedures.

·  Participate in the development of specifications for equipment, products or substitute materials.

·  Administer online purchasing systems.

·  Continuously evaluate the utilization of company resources to identify and implement improvements.

Vendor Management

·  Locate vendors of materials, equipment or supplies, and interview them to determine product availability and terms of sales.

·  Negotiate, renegotiate, and administer contracts with suppliers, vendors, and other representatives.

·  Resolve vendor or contractor grievances, and claims against suppliers.

Monitoring and Reporting

·  Review purchase order claims and contracts for conformance to company policy.

·  Monitor and follow applicable laws and regulations.

·  Monitor data integrity and spend.

Planning and Analysis

·  Analyze market and delivery systems to assess present and future material availability.

·  Prepare reports regarding market conditions and merchandise costs.

·  Analyze price proposals, financial reports, and other data and information to determine reasonable prices.

SECONDARY JOB RESPONSIBILITIES

·  Perform costing of materials and finished goods as required

·  Other related duties as assigned.

JOB SPECIFICATIONS

Minimum Education / BA or BS required.
Minimum Experience / Six plus years’ experience in a purchasing management role; prior experience in an MRP environment required. Procurement experience with chemicals and materials (plastic resin and paper) preferred. Experience with managing suppliers and a solid track record of utilizing negotiation skills required. APICS, ISM or NAPM trainings/certifications a plus.
Required Skills / Proficient in Microsoft Excel and Word
