COUNCIL MEETING MINUTES – REGULAR SESSION

JULY 1, 2014 - 7:30PM

CALL TO ORDER

President of Council Cris Nesbitt called the meeting to order at 7:30PM.

INVOCATION AND PLEDGE

Mr. Nesbitt led those in attendance in the Our Father and the Pledge of Allegiance.

ROLL CALL

Council Members Present:
Mr. Gertz, Mr. Lynd, Mr. Albrinck, Mr. Ashbrock, Mr. Lindeman & Mr. Fischesser.
Motion made by Mr. Albrinck, seconded by Mr. Gertz to excuse Mr. Heckle. Motion carried by voice vote.

Other City Officials Present:
President of Council Cris Nesbitt, Safety Service Director Patrick Ross, Treasurer Mel Gertz,

Law Director Dave Stevenson & Clerk of Council Carla Kacher.

AUDIENCE PARTICIPATION
- Annie Wilkerson (Field Representative for Congressman Brad Wenstrup) introduced herself to Council and distributed contact information for any future questions or concerns.

READING OF COMMUNICATIONS
- None

REPORTS OF OFFICIALS
SAFETY SERVICE DIRECTOR: Patrick Ross
- Offered condolences to the family of Jessica & Scott Heckle
- The American Legion 4th of July Festival will be Thursday (July 3), Friday (July 4) and Saturday (July 5)
at Koenig Park. The fireworks will be held on Saturday, July 5 at 10 p.m. Thank you to all who
participated in fundraising and donating for the fireworks display.
- Mural dedication ceremony at the mural site of Benson and Reading ended in a Cake Dive (major
prize was an engagement ring donated by Terry Welling). The mural is 100% funded by private
donations
- A search warrant was conducted in regard to a drug investigation and during the course of this
detectives uncovered additional criminal activity by a suspect regarding the theft of over $10,000.00
of items from vehicles in Montgomery, Ohio.
- The 2 new SUV Police cruisers will make their appearance in the coming weeks once equipment is
installed.
- Chief Owens met with Reading Schools in regard to a shelter and Police program.
- Our Service Department remains busy replacing many potholes so please be patient.
- Galbraith Road is in process with very few problems so far.
- On Friday, June 27 the Reading Pool hosted a very well attended free movie night (175 people).
The next movie nightat the pool will be Friday, August 1.

COUNCIL COMMITTEE REPORTS
FINANCE: Anthony Gertz
- Finance committee met June 24 to discuss the 2015 budget.

UTILITIES, LANDS & BUILDINGS: Don Lindeman
- The next step for the Electric Aggregation program is to have public notices (public hearings) in late
July or early August.
- If anyone is currently delinquent on your water bill it will no longer be any past due notices posted on
your door but rather noted in your next water bill.

ZONING, PLANNING & ENVIRONMENT: Bob Ashbrock
- Met with the zoning administrator Dan Brooks regarding various topics (fees schedule, updating
code, etc).
- The OD&R tree representative will be present in 3 weeks to discuss matters regarding street trees
and the tree ordinance in the City of Reading.
- Communities Coalition will hold their next meeting on July 9 at the Watershed Council offices.
- The Watershed Council Communities 3rd Annual Recreation Celebration will be held at Vorhees Park
on September 27.

LAWS AND CONTRACTS: Scott Heckle
- No Report.


PUBLIC HEALTH & SAFEY: Randy Fischesser
- The Police Department’s new SUVs came in last week.
- Remind everyone to please keep the firework displays to the professionals. Please call the Police to
make a complaint.

SERVICE: Dennis Albrinck

- The paving is complete on Julie Terrace.
- Shout out to the members of the Service Department for the extensive curb work they completed on
Siebenthaler.
- The Service Department is still working on potholes throughout the city as best they can as quickly as
they can.


RECREATION: Tom Lynd
- The next “Dive-In” movie night (depending on weather) is scheduled for Friday, August 1. You do NOT
have to be a pool member to attend this movie night.
- American Legion Fireworks will be Saturday, July 5 at 10:00 pm at Koenig Park. Thank you to all who
privately donated money so that the fireworks would be possible. No City money was utilized.

OTHER BUSINESS
- Mel Gertz
(1) The Reading Republican Club Annual Golf Outing will be Saturday, August 2 at Sharon Woods
- Tony Gertz
(1) Thanked everyone who participated the 10th Annual Golf Outing that supports TAPCE
(Tuition Assistance Program for Catholic Education) on the 22nd of June at The Elks (In Hamilton
Ohio). Patrick Ross was the guest speaker and Jim Lichtenberg was recognized.

READING OF RESOLUTIONS
(1) A RESOLUTION IN SUPPORT OF A REQUEST TO TRANSFER AN EXISTING LIQUOR PERMIT
(Second Reading)

Motion made by Mr. Albrinck, seconded by Mr. Heckle to suspend the rules requiring a second and third reading. Motion passed by a 6-0 roll call vote. Motion made by Mr. Lynd, seconded by Mr. Albrinck to adopt the resolution. Motion passed by a 6-0 roll call vote.

READING OF ORDINANCES
(1) AN ORDINANCE AUTHORIZING THE AUDITOR TO TRANSFER $56,847.68 FROM THE CITY EARNINGS
TAX FUND TO THE STREETS & CURBS FUND AND DECLARING AN EMERGENCY.

Motion made by Mr. Gertz, seconded by Mr. Ashbrock to suspend the rules requiring a second and third reading. Motion passed by a 6-0 roll call vote. Motion made by Mr. Fischesser, seconded by Mr. Albrinck to adopt the ordinance. Motion passed by a 6-0 roll call vote.

ORDINANCE ADOPTED ORDINANCE NO. 2014-42

(2) AN ORDINANCE PROVIDING FOR THE ISSUANCE OF $250,000 OF GENERAL OBILIGATION BONDS BY THE CITY OF READING, OHIO FOR THE PURPOSES OF PAYING THE COST OF DEMOLITION AND SITE IMPROVEMENTS TO PROPERTY IN THE CITY AND DECLARING AN EMERGENCY.

Motion made by Mr. Gertz, seconded by Mr. Albrinck to suspend the rules requiring a second and third reading. Motion passed by a 6-0 roll call vote. Motion made by Mr. Fischesser, seconded by Mr. Lynd to adopt the ordinance. Motion passed by a 6-0 roll call vote.
