PARAGLIDING ACCURACY

REGULATIONS

30th July to 1st August 2015

  1. Purpose

The purpose of the competition is the individual and team winners determination in accuracy landing with paraglider, paragliding sport promotion and popularizationin Ukraina,friendship between pilots from different countries strengthening.

1.1. Winners

The winner will be the pilot gaining the lowest aggregate score across all the rounds of the

competition final flight including.

Team winner – that one which has gained the lowest aggregate score of the best three pilots

in every completed round. Team consists of 4 pilots (3 - minimum).

1.2. Site

Borgava range, Pilipets vil., Mighirya dstr., Zakarpatska reg., Ukraina. It is situated at the

distance of 17km from the town Volovets, Zakarpatska reg., where is the railway station.

The international highway M-01 is at the distance of 29km.

Arriving to the site is possible by scheduled buses, driving often enough or by taxi

(+380 97383 30 10).

Participants accommodation – in hotels (wide range of services and prices), private houses

(very cheap) or in own tents near the landing area or along the road Volovets-Mighirya.

Nutrition – at the same places.

The owner of the “Shypit Karpat” hotel supplies essential discount during the Cup

(reception desk number: +380067151 04 60).

1.3. The Cup dates

July 30 – August01 2015:

30– arriving, registration, briefing, training flight and the first round of the Cup.

30th -1st– competion days.

1st– the Cup closing and winners awarding.

The Cup dates are fit to the traditional crosscountry Carpathian Cup been held at the

same place from 2nd to 9th of August.

1.4. Cup organizers:

National Paragliding Federation of Ukraina, Mighirya district state administration, public

Association “Ridne Zakarpattya”, paragliding club Kumulyus(the city of L’viv).

1.5. Judge panel:

1.6.Language: official languages of the Cup are Ukrainian and English.

1.7. Entry fee.

Entry fee is to be paid at the registration: Є10.0orin grivnya according to the National

Bank exchange ratio at the date), for the awarding fund creating and paying for the pilot

carrying fromthe upper lift station to the start at competition flights, as well as for the

rescue andmedical service.

The winner of the previous Cup willn’t pay entry fee.

Organizers provide pilots carrying from the upper station of the lift to the start spot,

discount for the lift to the upper lift station, medical and rescue service.

  1. Participation in the competition

2.1. Pilots

Participation is open for all pilots,members of the correspondent National Federations.

For the qualification approving sufficient is:

- IPPI card, at least Para Pro (Safe Pro) of the third level or the license that approve this

qualification;

- or national pilot license.

Pilots should be able to demonstrate ability to start up in any safe weather and wind conditions, put in the Cup Regulations.

Teams can be formed according to the club or territorial principle during the pilot’s registration. Team consists of four or three pilots.

2.2. Personal equipment

Pilot has to have correspondent flight equipment and reserve canopy. The wing change

during the competition is possible after the chief permission only in the case of the wing

damage in flight or at landing.

2.3. Risks

Flight equipment and other pilot’s property are his own risk during the competition days.

At registration participants sign up the application in which they refuse any possible

claims to the organizers concerned the traumas or/and their equipment damages.

Insurance: at registration every participant should supply insurance certificate of civil

responsibility with minimal sum Є15 000, valid during the Cup duration. Insurance can

begotat the registration spot.

  1. Landing zone and equipment

3.1. Target

Target placing should ensure landing from any direction and is to be determined by

the Cupjudge panel. The target can be replaced during the competition but not during the

current round.

Results of landing up to the 500cm including are to be measured by judges with metal

tape- measure.

3.2. Start.

The place of start is the choice of the judge panel. The ratio between the

altitude of startspot (with respect to the target) and distance from the target must be not

more than 1:5.

3.3. Field of measurement

Field of measurement is a plane surface for landing where the results of pilot’s landing are

measured. The field is marked with well defined from the air circle. The radius of the field

is 500cm. The field should be prepared in such a way that to approve precise detection of

the first pilot landing touch (point of pilot’s landing). The field should be situated at the

same level as a surrounding land, where the field is placed. The chief judge and the event

judge put a zone which can be occupied only by official persons of the Cup (with zone

radius not less than 20m).

3.4. Wind cone

Well observedfrom the air wind cone should be placed in the visibility as high aspossible

but not lower than 3m.

3.5. Anemometer

Wind velocity should be under measuring at a distance of 50m from the target at the

height between 5m and 7m.

  1. COMPETITION

4.1. Rounds quantity

Three accomplished rounds are the minimum to complete the Cup. Maximum rounds

quantity is determined by the weather conditions and time limits but not more than 5.

Pilots’ results in every round are calculated in the individual and team score only if the

round is accomplished and all pilots have got their results or penalties.

In the case of round interruption the competition will go on from the point of interruption.

Maximum interruption duration is two hours.

Minimum one training flight should be made if the weather conditions permit.

  1. Numeration of participants

Participants casting of lots will have place during the first briefing and will be validduring

the all first daylong. Start order for next days will be calculated from the previous

round. The participant with the worst result starts the first and with the best result – the

last. In the case of results equality the results of before last round are to be taken into

considerationor the first ordering if there were only one round. The pilot’s number (not

less than 4cm. in height) should be fixedcarefully on both helmet sides of every pilot.

  1. Take off

-The participants should keep the determined (paragraph 5) order of start.

-The participants, not ready to start according to the order at the start judge’s call will

be fined (500cm to the event result).

- The rate of starts depends on the start spot and weather conditions.

-Duration of pilot’s start – 3 minutes (can be enlarged by the start judge at unexpected circumstances, e.g. wind shot) . Restart is permitted in the interval not more than 10 minutes otherwise a pilot will be fined with maximum score (500cm).

  1. Pilots separation

Pilots should keep each other separation by altitude in the air for safe and unimpeded landing. Passing each other at the altitude less than 200m (AGL) is forbidden. Maximum penalty for such a manoeuvre – 500cm. (at the altitudes from 100m to 50m), minimum – penalty - 200cm (from 200m to 100m).

  1. Signalling

Official signal for the pilot in the air who approached to the previous pilot at the danger for their safe landing on the target distance is red flag waving by event judge on the landing field or direct command over a loudspeaker.

  1. Restarts

A participant can demand restart only in the case of controversial flight/landing. The participant callsdirectly to the event judge before signing up the landing result. The participant should put the application concerning restart before the contact with other persons (excepting judges). Restart will be given at the end of current round. The result of current flightwill be annulled.

If the pilot doesn’t sign up the result and he doesn’t get the right to restart this case is seen as his protest on current flight. and his result will be put to the current event protocol.

Restart can be given in the cases:

-a target isn’t seen for the pilot at his glidepath.

-a participant has changed his glidepath to avoid the collision with other pilot and, in this way, couldn’t land precisely.

-if there were another reason that produced obstacle at his glidepath.

  1. Limits

10.1. Wind speed

Maximum wind speed for landing results measuring – not more than 7,0m/s. If the wind speed overvalued this limit for more than 30s before a pilot’s landing, round will be stopped till the suitable speed value. Pilots at their glidepaths will be informed about the event stoppage and will have restarts at the end of current round or next round. Winds at the unmeasured altitudes aren’t to be taken to the consideration.

10.2. Obstacles at the target

Every participant, been at his glidepath, has the right for controversial target

observing and landing.

11. Punishments, protests

11.1. The Panel of judges may apply such punishments as:

penalty from 20% to 100% points from round results,

round results annulment,

sending away from the Competition.

11.2. The participant, who has broken the order at a start, finish or has made actions, that infringe

other participants’ interests, gets the official warning and will be penalized at the second foul.

11.3. In case of established flights regulations infringement or not following the safety regulations

the participant gets the round results annuled and is sent away from Competitions at the second

infringement.

11.4. If a competitor applies a protest, he has to pay Є3.0 fee. If the protest is not satisfied,

the fee is not returned.

12.Scores calculation

12.1. Method

Participants get their landing results in centimeters between the point of landing – the

first point of land touching and the nearest edge of central target disc (disc diameter is

3,0cm.). The result will be 0,00m if the landing point will be on this disc.

If a participant has landed out of measuring field he’ll get maximum score – 500cm.

Landing should be on feet (foot). If a participant has fallen down at landing in the

measuring field before his wing fallen down, his result will be measured from the most

far point of his landed body to the nearest edge of the central disc.

The result will be announced by the judge at landing just after the measuring, written by

secretary to the protocol and signed up by the pilot. Unwritten result will be annulled and

a result 500cm for this round will be putto the summary protocol. A participant should

leave the measuring field immediately after the landing to allow other pilots in the air

to observe the target at their glidepath and land precisely.

12.2. Individual score. According to the played out rounds four participants with the best

results will fly the final flight. If the results of 4th and 5th participants are equal the final

will be for five pilots.

The winner will be a participant with the smallest score in all rounds final including.

At the equal score the privilege has the pilot with more better results in all rounds or

better results in first rounds. At these scores equality they have to restart if no time or

weather limits.

13. Awarding

13.1. Individual: The Borgava Cup winner will be awarded with challenge cup, medal,

the 1st rank diploma and prize. His name will be engraved on the base of the cup. Prize-

winners will be awarded with correspondent cups, medals, diplomas and prizes (if

available).

13.2. Team: the team-winner and team prize-winners will be awarded with correspondent

medals and diplomas (every team member).

Sponsors and Cup organizers can put and award another prizes or awards.
