TRANSPORTATION COMMITTEE MINUTES

May 19, 2014, 6:30 p.m., City Hall Meeting Room

Councilmember Graham Hunt called the meeting to order at 6:32 p.m. in the Meeting Room at City Hall.

MINUTES:

Councilmember Hunt moved to approve minutes from April 21, 2014. Councilmember Drennen seconded the motion and it carried.

Guests & Policy Issues:

Mr. Jeff Lorie, resident of Orting, is an electrician who gave some insight on LED lighting. Jeff explained how light carries and glares, and what works. Jeff would like to see the lighting in the parks changed as the light carries upward and not downward.

Scott asked Jeff if the current street lighting in the downtown corridor could be retrofitted with reflectors to help direct the light down. Jeff explained that retrofitting is possible.

The committee agreed to have PSE look into the retrofitting costs and contract requirements.

Calistoga St W – Semi-truck parking in ROW – Dean believes City Attorney Chris Bacha may have commented on this topic once before. Dean would like Bacha to update the committee on city ordinance for semi-truck parking.

Resident Jeff Lorie commented that he believes the owner of the truck does not live at the home where the truck is parked. His children do, which has allowed him to continue using the City ROW for parking.

Benefit District: / Mark requested the committee to recommend approval to Council for the chip seal bid. Sierra Santa Fe is the apparent low bidder. Graham will present to Council at its May 26th meeting and forward to the TBD for approval.
Graham would like the committee to start work on renewing the TBD fund program.

JC commented that preliminary design is complete. A Grant for $826,000 was received for construction. JC is applying to PSRC for additional grant dollars to help cover the grant match of $280,000. JC hopes to present the application at the June TCC meeting.
Scott suggested taking the design to the Planning commission for comment.
Sign Inspection UPDATE:
The MUTCD reflectivity street sign standards for replacing the City’s warning and regulatory signs is complete for 2014. There are about 200 more signs in the No. End that will be replaced in 2015. The new signs have a warranty for 7-10 years.
Street name signs can be replaced as money becomes available.
PSE installed LED lights completed.
Van Scoyoc Ave SW (100 & 200 blocks) Parking Lights UPDATE: Mark shared costs for installing lighting on Van Scoyoc Ave SW at the parks; $73,742 for 3 lights; most of the cost for the decorative pole. Graham does not like idea to spend nearly $9,000 a pole.
The committee discussed installing the light & poles in phases but ultimately decided to wait for a complete installation for 2015.
The committee also decided to see if there are other pole options available.
Dean shared that the location for installing the crosswalk lights may not be able to fit on Leber & Washington as previously thought. There are a lot utilities that are in this area. Dean will call for locates again to find a suitable location for installation
The update primarily consists of chip seal projects. JC pointed out the 2015 project start area is in Calistoga Place, which will complete the Old Town chip seal projects.
Many of the completed projects will drop from the list.
Scott mentioned re-looking at the Whitehawk Southwest Corridor.
Rain bonnets for receptacles ordered on May 16.

Action Items:

·  Contact PSE retrofit costs to current lights for LED

·  Bring to council TBD chip seal bid for approval

·  Re-evaluate pole options for lighting on Van Scoyoc Ave SW

·  Re-locate Leber & Washington crosswalk lighting to another suitable location
