Position Job Description

Position Title: Sports & Aquatic Specialist

Department / Location: Parks and Recreation / New Brighton Community Center

Immediate Supervisor: Recreation Supervisor

Grade: 4

Position Status: Part Time-Non Exempt 30 hours a week, year round, flexible schedule, some nights and weekends

Position Summary:

Coordinate and oversee scheduled activities. Plans, implements and evaluates recreation programs for participants to learn, practice and participate in a manner that consistently meets the department’s expectations for quality and participant safety in regards to sports, athletic camps, leagues, swimming, youth programs, and special events within the department’s available resources.

Essential Accountabilities and Expected Outcomes

1) Assists supervisor, adhering to communicated work schedule assigned in supporting and evaluating program staff, instructors and volunteers, monitoring results being achieved, ensuring the desired levels and quality of programs and customer service.

Ø Successful staff candidates have the knowledge, skills, abilities, interests and flexibility that fit the preparation and experience qualifications established for each classification. The staffing plan ensures the necessary levels of user / staff ratios and support during operating hours.

Ø Supervisor and staff are supported in a manner that promotes collaboration, staff initiative and creates individual growth opportunities. Assists as back up to supervisor in staff communication and payroll as needed. Assures updated staff biographies, phone lists and credentials.

Ø Staff performance is supported and enhanced through formal and informal training and development, staff meetings, and educational workshops covering current, modified, and new policies and procedures of the department or City. Assist in planning, record keeping and preparing reports for conducting in-service training and staff meetings for program staff.

2) Plans, develops, implements and regularly evaluates department programs, activities and events based on expressed user expectations, City initiatives and available resources.

Ø Assists supervisor on comprehensive work plans including expected outcomes for programs, activities, events and operations for which this position is accountable.

Ø Assist supervisor in staff orientations, monitoring a program budget including direct and indirect program operation and supply costs. Understand facilities permit process and billing, revenue and expenses of operations – market based research for program fee register, supplies and personnel budget for staffing.

Ø Marketing programs and promotional materials lead to increased user utilization and consistently high satisfaction levels.

Ø Prepare staff availability request and schedule with supervisor review. Assist in running program numbers to staff accordingly and adjust scheduling. Provide leadership and on/offsite support to volunteers and staff. Assist in planning and conducting quarterly meetings for coaching staff.

Ø Complies with established City, State or Federal operating policies and procedures. Routine evaluations of programs contribute to consistent achievement of financial, customer service and safety requirements.

3) Works closely with staff from all program areas to coordinate New Brighton Parks and Recreation services and facility use.

Ø Up front planning and coordination helps minimize scheduling problems and ensure facility readiness and the appropriate staffing levels for scheduled events or activities.

Ø Close communication with supervisor, permit contracts, partnering cities, maintenance and guest services regarding program cancellations and participant schedules for the most efficiently run programs. Provides proper information to the general public in person, by telephone or in writing; relays messages accurately and professionally.

Ø Maintains an orderly, friendly, clean and safe environment for participants and staff including support of Lead Water Safety Instructor in monthly pool safety checks of equipment and program supply inventory as needed.

Ø Monitors field and storage space and city equipment inventory; opens and closes facilities as needed and maintains close communication with parks facilities and field maintenance.

4) Assures program staff lesson plans follow a logical, sequential order of skill instruction. Meets with various user groups and partnering agencies as required to review program expectations and user participation.

Ø Meets regularly with partnering cities in their respective issues, program planning, regulations or questions.

Ø Instruct participants and staff in proper skills, rules, and recreational philosophies of the activities.

Ø Keep participants current on facility and program expectations to minimize error and misinformation.

Ø Act as an instructor, coach or referee as required to ensure quality and continuity of programs.

Ø Assist with reports such as participant attendance, team practice and game schedules, volunteer background checks, staff schedules, supply inventory, incident and accident report monitoring.

Ø Provides onsite support to sports and aquatic staff especially on the first and last day of a session including aquatics second and sixth lesson in-service audits as needed conducted by Lead Water Safety Instructor.

Ø Assures paperwork for private swim lesson requests and pool rentals are accurate, maintains staff paperwork, course records and certifications from American Red Cross are current.

Ø Assure all American Red Cross course prep work, program numbers and staff communication back up.

5) Meets with various user groups, as required, to review program and/or facility expectations and also user responsibilities.

Ø Customers and visitors are kept current on facility and program expectations to minimize misunderstandings and misinformation.

6) Assists in monitoring operating budget covering programs, activities, events and operations for which accountable and contributes detail and recommendations to supervisor for inclusion in the City’s operating budget.

Ø Price structure is consistent with the City’s approved fee register and ensures positive financial results.

Ø Current and new programming are thoroughly analyzed in terms of revenue / expense projections, maximizing available resources, anticipating increases or decreases in program offerings and are consistent with the City's Strategic Plan. Works with supervisor to ensure registration revenue (i. e. press releases, website, email, flyers, social media, coupons, American Red Cross, etc.).

7) Performs other job-related responsibilities as apparent or assigned.

Typical Working Environment:

Work is typically performed in an inside, temperature-controlled environment with frequent visits to various program sites throughout New Brighton and the American Red Cross Twin Cities Area Chapter.

Typical Physical Requirements for This Position:

There may be some moving and/or lifting of materials and/or equipment, typically <50-100 lbs.

Selection Criteria to Qualify for This Position:

Minimum Requirements:

· A demonstrated working knowledge of aquatic and sports programs, facility operations, business and customer relations sufficient to perform the essential accountabilities of this position.

· Excellent planning, organizing, implementation, communication and evaluation skills are expected.

· Required certifications (May be obtained within two months of hire)

1. First Aid and CPR/AED for Citizen (or Professional Rescuer)

2. Water Safety Instructor

3. Lifeguard Training

Such alternatives to the above qualifications as the City may find appropriate and acceptable.
