Council Meeting – April 16, 2015

Mayor Thomas L. Hardesty called the regular meeting to order at 6:30 p.m. with the following council members present: Bobby Andriot, Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler, and Frank Page.

City Employees Present: Kevin Baker, Frank Willoughby, and Carla Wainscott.

City Attorney: Steven Gregory

Invocation: Allison Young

All present pledged allegiance to the flag.

Minutes/April 2, 2015

Councilmember Suttor moved to approve the minutes of the April 2, 2015 meeting as read by council members prior to the meeting. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Presentation – Shelby County Parks Foundation – Greenway Trail Project Update

We are ranked the 2nd Healthiest County in Kentucky and part of it is because we have a support for its citizens. There are 3 keys to putting in this project. The first being phases; second being can we use the streets; and the third would be letting the people see it and do it.

Phase 1 will begin at the 7th Street parking lot and go to the Washington Street Bridge. Phase 2 will go from 7th Street to Lake Shelby. Phase 3 will go from Main Street to Red Orchard Park. Shelby County Parks Foundation will be doing Phase 1. That is on the marque. Mr. Cottongim was able to get a $100,000 grant for the city. It is a city grant. The trail will be a 10 foot wide concrete path. We need an additional $35,000 to get this completed. Money needs to be raised by June 30, 2015.

Another grant opens up in February 2016. We want to finish Phase 3 and all phases in 2019. On April 28, 2015 at 5:30 p.m. there will be a groundbreaking for Phase 1 at Stratton Bottom. The Tourism Tax could help in Phase 2 and 3 so please vote for the tax.

Also, sidewalks on the eastside need to be repaired on 7th Street. They want the city to contribute to the matching grant. It would really be grant matching if the city could contribute $10,000 for that grant.

Presentation - American Heritage Girls Troop 2917 is working on Government and Citizenship Badges and presented the Mayor with pamphlets.

Ordinance No. 2015-04-16 – An Ordinance of the City of Shelbyville Amending the Pay Scale as set out in Ordinance No. 2013-12-19 for City of Shelbyville Police Officers – 2nd Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the pay scale for the Shelbyville Police Officers.

It was introduced for second reading by Councilmember Page. Seconded by Councilmember Zoeller.

Upon roll call, the following councilmembers voted “aye”: Andriot, Zoeller, Eaton, Suttor, Swindler, and Page.

Motion carried.

Ordinance No. 2015-4-16(A) – An Ordinance of the City of Shelbyville Amending the Pay Scale as set out in Ordinance No. 2013-12-19(A) for the City of Shelbyville Firefighters – 2nd Reading - Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the pay scale for the Shelbyville Firefighters.

It was introduced for second reading by Councilmember Zoeller. Seconded by Councilmember Eaton.

Upon roll call, the following councilmembers voted “aye”: Andriot, Zoeller, Eaton, Suttor, Swindler, and Page.

Motion carried.

Re-appointment – Gene Wright to the Historic District Commission for a 3 year term ending April 16, 2018.

Councilmember Swindler moved to approve the re-appointment. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Bid Approval – Surplus Vehicles and Office Furniture

Councilmember Suttor moved to approve the bids. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Department Reports

Eilene Collins, Shelby Development Corporation, hosted a hands on social media program that was a success. Spencer County is coming back to the Youth Art Show Jubilee.

Shawn Pickens, Shelbyville/Shelby County Parks Dept., is excited about the trail project and foundation itself. We approved the bid on the new playground equipment. Earth Day will be held on April 18, 2015 from 10:00 a.m. to 2:00 p.m. at Red Orchard.

Mayor’s Report

Mayor Hardesty announced the following upcoming events:

Ø Earth Day will be held on April 18, 2015.

Ø On April 21, 2015, “Get on the Bus” tour of the African-American Communities at 12:30 p.m.

Ø On April 25, 2015, Tres Chic event at Gallrein’s Farm.

Ø Open House at Shannon’s Funeral Home on April 26, 2015 celebrating 150 years of service. They also will be celebrating Mr. Shannon’s 96th birthday.

Ø On April 28, 2015, Groundbreaking Ceremony for Greenway Trail at Stratton Bottom at 5:30 p.m.

Ø On May 2, 2015 members of our National Guard from Shelbyville will be going to Afghanistan.

The Mayor wants to ask citizens not to blow grass out in the street. Also, citizens should put trash cans up after trash is picked-up.

Councilmember Zoeller moved to adjourn at 7:10 p.m. Seconded by Councilmember Suttor.
