4. Mongolia: harsh climate (hot and cold); trying to improve farming and irrigation

5. Xinjiang: desert basin; oil; plan to improve irrigation for wheat and cotton; various peoples; link to heartland through railroads

6. Xizang: aka Tibet; among Himalayan mountain ranges; mostly barren and treeless; some valleys can be farmed on; mineral wealth; trying to develop hydroelectric power
