General Motions

Motion No 1:

There be relegation in each of the four divisions for the next three years in senior, intermediate and junior A and only promotion in each grade for county final winner. (Burgess GAA)

Motion No 2:

Matches must be played at a neutral venue to both clubs. (Killenaule)

Motion No 3:

The Intermediate Football championship be run on similar lines to the Senior Football championship. (Loughmore-Castleiney)

Motion No 4:

The U21 competitions alternate each year - Year 1 Football early, hurling late; Year 2 Hurling early, football late. (Loughmore-Castleiney)

Motion No 5:

U21 Hurling should be played in July and August without county players (Aravale Rovers)

Motion No 6:

The U21 hurling championship in all divisions be played on a Monday evening during the summer months on a knock out basis irrespective if a club is playing in an adult competition on the previous day.

Motion No 7:

The Adult County Football League to be run during summer months (May to Sept) with games to be played without county players. (Ardfinnan)

Hurling and Football Co Leagues should be played during the summer months without county players (Aravale Rovers)

Motion No 9:

Amend Rule 6.20 (4((c) T.O 2015.

This rule details how you would divide teams that finish a league part of a championship on equal points.

Regulation

Where three teams or more finish level on points and a walkover has effected one or more of them teams, that the scores accumulated (For and Against) from the team that has given one or more of them teams a walkover be disregarded for the teams involved. This would also apply if two teams were level on points and the head to head failed to separate them. (Co. C.C.C.)

Motion No 10:

Divisional boards run their championship based on a format agreed between their clubs,but with a commitment that each divisional final be played in time so as not to hold up county stages. (Silvermines)

§  Bottom 2 Relegated to Division 1

§  2 Groups of 8 teams

o  Can be divided by Geography or luck of draw

§  7 games each

§  1st each group at home to 2nd in opposite group in semi-finals

§  Two winners to Final (Play for Jim Devitt Cup)

§  Both Finalists promoted to Premier Division

§  Bottom team each group Relegated to Division 2

§  2nd Bottom team each group play-off for Relegation with loser relegated to Division 2

·  1st each group play in Final (Play for Dr. Fogarty Cup) – both teams promoted to Division 1

·  2nd each group at home to 3rd in opposite group in Promotion semi-finals

·  Two winners to Final (Play for James Holohan Cup) – Winner promoted to Division 1

·  Bottom team each group Relegated to Division 3

·  2nd Bottom team each group play-off for Relegation from 2017 onwards (Once division reaches 16 teams)

·  2 Groups of 7 teams or 8 teams

o  Can be divided by Geography or luck of draw

o  JAHC teams in Division 3 must be divided as evenly as possible between each group

·  6 or 7 games each

·  1st each group play in Final (Play for Holohan Cup) – both teams promoted to Division 2

·  2nd each group at home to 3rd in opposite group in Promotion semi-finals

·  Two winners to Final (Play for current IHL Cup) – Winner promoted to Division 2

·  Bottom team from each group play-off for Relegation*

·  Make up of 15 teams 2016

o  Remaining 14 Co IHC Teams 2015

o  JAHC Champions 2015

Notes

All games to be played home & away except Finals.

Finals should be played at a Neutral Venue

Games should be played at weekend (Sunday where possible)

Championship games can be played on Friday/Saturday prior to AHL game

Clubs with two or more teams in the league should be facilitated by playing 2nd Team on Saturday

All Senior & Intermediate Hurling Teams must participate in Division 3 or higher

Entry Fee of €…. + €250 deposit

If the team that finishes bottom of either/both groups of Division 3 manages to maintain / gain IHC status, it/they will be replaced in Division 3 Relegation play-Off by the next lowest team in its group that does not maintain / gain IHC status

Co JAHC champions will be promoted to IHC & also Division 3

·  If Co JAHC champions are already in Division 3 or higher – the County JAHL champions will be promoted to Division 3.

Consider a cash prize for each club that wins its Division

Heavy fines for clubs that do not play all their games

Invite Teams to Junior Teams to play

o  If less than 4 teams enter, these teams should be accomodated in Division 2

o  Divide into groups as necessary.

o  Winner gets promoted to Div 2 in the following year

o  Senior & Intermediate must compete in Division 3 or higher

Senior Hurling Championship

Motion No 13:

That the Senior Hurling championship be retained in it's current format except that no 3rd placed Roinn 1 team or 2nd placed Roinn 2 team advance to the knockout stages. In the event of dual qualification Divisional runner up be advanced. (Loughmore Castleiney)

That the Senior Hurling championship be retained in it's current format except that no 3rd placed Roinn 1 team or 2nd placed Roinn 2 team advance to the knockout stages. In the event of dual qualification team(s) be advanced to Quarter Finals. (Loughmore Castleiney)

Motion No 16:

Change SH championship regulation3 (A)

If a team wins its Divisional Championship and finish 1st or 2nd in Roinn 1 or 1st in Roinn 2 that team will be replaced in the Preliminary Quarter Final by next highest non qualifing team in the same group, excluding the team that finishes bottom of that group in Roinn 1 and 2

If a team wins its Divisional Championship and finish 1st or 2nd in Roinn 1 or 1st in Roinn 2 that they receive a bye in the preliminary quarter final and will not be replaced by next highest non qualifing team in the same group.

Motion No 17:

Portroe GAA Club earned top 16 status in the 2015 County Senior Hurling Championship. The Club requests that the County Committee safeguard this status in the 2016 structure. (Portroe GAA Club)

Motion No 18:

Portroe GAA Club request that the County Committee remove the waiting around for Senior Hurling teams who get pulled through by divisional winners in their group. Reward the divisional winners with a bye for qualifying in the County Championship and winning the division. (Portroe GAA Club)

–Made up of Roinn I & Roinn II teams

–Divisional Final (Where a division has 4 or more Senior Hurling Clubs) to count as a Roinn I group game

•Roinn I (16 Teams)

–Up to 8 teams that compete in present years divisional finals

–Up to 8 teams that compete in previous years county quarter finals

•Note: There will be double-up between these two groups, so remaining teams will come from a ranking/seeding system, with previous year’s Roinn II winner first in the list

–Play 4 Groups of 4, followed by Quarter Finals, Semi-finals & Final

•Roinn II (Reducing amount of teams)

–Remaining Senior Hurling Clubs

–Play 2 or 3 Groups; depending on amount of teams, followed by Quarter Finals, Semi-finals & Final

–Relegation to following year’s IHC to be contested by bottom team(s) from each Roinn II group
