CHANGES TO THE CNPweb® for the 2018 CACFP RENEWAL PROCESS

SPONSOR INFORMATION FORM:

ü Audit Section: This section has been updated to include Office of Management and Budget (OMB) Circular Title 2, Code of Federal Regulations (CFR) Part 200, also known as the Super Circular. It asks for the same information and includes the audit certification form information.

This question asks if the State Board of Accounts (SBOA) actually comes to your office and conducts an audit. Generally they only audit public agencies.

Enter the federal dollars expended during your organization’s last complete current year (64) and what you expect to expend in your organization’s current fiscal year (65). Number 66 concerns a change in your organization’s fiscal year. If nothing has changed, do not check the box.

This information previously was submitted on the Audit Certification Form, which is no longer required. Numbers 77 and 78 require dates.

ü A NEW CERTIFICATION has been added regarding the new meal pattern requirements.

£ I certify that our institution and each facility has received training on the new CACFP Meal Pattern requirements and fully understand the new meal pattern requirements. By not implementing the new CACFP meal pattern properly this institution and its facilities may be subject to fiscal action.

o Each institution must certify at least one staff member has received training on the New CACFP Meal Pattern and the institution understands the changes must be implemented.

ü INFORMATION REGARDING PRINCIPALS

o 7 CFR 226.6(b)(1)(xiv)(B)(xv): Certification of truth of applications and submission of names and addresses. Institutions must submit a certification that all information on the application is true and correct, along with the name, mailing address, and date of birth of the institution's executive director and chairman of the board of directors or, in the case of a for-profit center that does not have an executive director or is not required to have a board of directors, the owners of the for-profit center.

o Principal means any individual who holds a management position within, or is an officer of, an institution or a sponsored center, including all members of the institution's board of directors or the sponsored center's board of directors (7 CFR 226.2).

o This information has always been required; it has just been reformatted. Each institution will need to complete each field, or error messages will occur.

ü CENTER INFORMATION SHEET for ADULT DAY CARE: We want to know if you do offer versus serve (OVS) at your facility. This question will be added and must be answered:

ü CENTER INFORMATION SHEET for AT-RISK AFTER SCHOOL MEALS PROGRAMS: Two questions will be added regarding the meal service and they must be answered:

o At-risk suppers will have the time range of 2 pm to 7 pm.

o At-risk snacks will have the time range of 1 pm to 7 pm.

ü CENTER INFORMATION SHEET FOR LICENSED CENTERS OR UNLICENSED REGISTERED MINISTRIES: For 2018 you will be required to enter the effective and expiration date for either a license or a certificate of registration. If you enter a license number or a registration number, you will be required to enter the dates. The business rules have been added. This was not completed correctly last year.

ü MANAGEMENT PLAN—Often the chairman of the board is not listed on the Sponsor Information Sheet in the CNPweb®. We will begin collecting the chairman of the board’s birthdate on the management plan. This is important for the Seriously Deficient process.

ü PACKET TAB:

o We are requiring each institution to submit documentation they have attended or participated in new meal pattern training (certificate required). This will have an orange asterisk, which means it is required. We cannot approve the packet for 2018 without this documentation. This will be listed as MANDATORY TRAINING on the CNPweb® Packet Tab.

o The FDC Budget and the Budget for Sponsors of Separate Legal Entities are the same document. It will now be on the packet tab once as: BUDGET FOR SPONSORS OF FDC HOMES AND/OR UNAFFILIATED CENTERS. Same document, different name. The budget is designed to capture the line items for FDC administrative costs and the administrative costs for sponsors of unaffiliated centers.
