September 8, 2014

Following the Pledge of Allegiance Mayor Robert T. Tackman called the rescheduled meeting of the Village of East Syracuse Board of Trustees for Monday, September 8, 2014 to order at 7:00PM.

Present: Trustee Carol Para, Deputy Mayor Barbara Falcone Quonce, Trustee Daniel J. Wagner, and Mayor Robert T. Tackman.

Also Present: Parks Director Tom Richardson, Chief of Police Donald Morris, Village Clerk Patricia J. Derby, Code Enforcement Officer Randy Capriotti, and Village Attorney Robert Germain.

Excused: Trustee James E. Carr, Jr., DPW Superintendent Ron Russell, III, Fire Chief Robert Russell, and Village Engineers Steve Snell.

Five Village residents and guests attended.

Review of Correspondence A record of recent correspondence has been distributed to the Board of Trustees and all department heads to assist in monitoring activities.

Mayor Tackman asked for a moment of silence in honor of the passing of former Mayor Ronald A. Russell, Jr.

Motion – by Trustee Para, seconded by Trustee Wagner - To accept the following vouchers for payment:

From Consolidated Fund Abstract, vouchers numbered 50774 through 51000 and Abstract in the amount of $152,563.37.

Freedom from Workplace Bullies Week – October 19-25, 2014

Mayor Tackman offered the following Proclamation Freedom from Workplace Bullies Week.

Proclamation

Recognizing October 19-25, 2014

As Freedom from Workplace Bullies Week

WHEREAS, the Village of East Syracuse has an interest in promoting the social and economic well-being of its citizens, employees and employers; and

WHEREAS, that well-being depends upon the existence of healthy and productive employees working in safe and abuse-free work environments; and

WHEREAS, research has documented the stress-related health consequences for individuals caused by exposure to abusive work environments; and

WHEREAS, abusive work environments are costly for employers, with consequences including reduced productivity, absenteeism, turnover, absenteeism and injuries; and

WHEREAS, protection from abusive work environments should apply to every worker, and not be limited to legally protected class status based only on race, color, gender, national origin, age, or disability;

NOW, THEREFORE, I, Robert T. Tackman, Mayor of the Village of East Syracuse, do hereby proclaim October 19 – 25, 2014 as

FREEDOM FROM WORKPLACE BULLIES WEEK

and commend the Workplace Bullying Institute which raises awareness of the impacts of, and solutions for, workplace bullying in the U.S.; and encourage all citizens to recognize this special observance.

Mayor Tackman commented on the campaign to stop bullying in all forms and in all places. The Village of East Syracuse will join with others across the Country to raise awareness of this issue.

Training

Motion – by Trustee Wagner, seconded by Trustee Para - To approve Randy Capriotti and Ron Russell, III to attend Topics in Urban Forestry Management on Thursday, September 18th at DeWitt Town Hall 8:30 to 2PM. Cost is $20 each.

Motion – by Trustee Wagner, seconded by Trustee Para - To approve Randy Capriotti to attend Inspecting Solar training for NYS Building Inspectors and Officials at RIT Inn and Conference Center, Rochester, NY on Thursday, October 23rd from 8:30AM to 4:30PM. Cost is $50.

Contracts

Motion – by Trustee Para, seconded by Trustee Wagner - To authorize the Mayor to execute agreement with CNY SPCA for seizure and assistance in enforcing local laws and NYS Agriculture & Markets Article 7 for annual fee of $2333.34.

Discussion: This is a pro-rated amount for the remainder of the year. This agreement is in addition to the annual agreement for sheltering. This will allow local law enforcement to contact the SPCA for support formerly provided by the Town of DeWitt Dog Control Officer. That Officer now works for CNY SPCA.

Motion – by Deputy Mayor Quonce, seconded by Trustee Para - To authorize the Mayor to execute the renewal agreement with EarthLink Business for two (2) year telecommunications and data.

Discussion: Satisfied with EarthLink’s service. Still several lines billed directly through Verizon. Monthly EarthLink charges are approximately $600/month.

Court grant

Motion – by Trustee Para, seconded by Trustee Wagner - To adopt the following Resolution concerning Grant from State of New York Unified Court System Chief Administrative Judge:

WHEREAS, the New York State Unified Court System Chief Administrative Judge offers grants to assist in the operation of Justice Courts; and

WHEREAS, it is deemed in the best interest of the Village of East Syracuse to apply for such grants;

NOW THEREFORE BE IT RESOLVED, that Village Justice be authorized to make an application to the State of New York Unified Court System Chief Administrative Judge;

FURTHERMORE, in submitting an application it is agreed that the Village of East Syracuse will abide by the decision of the Chief Administrative Judge as to the propriety of all expenditures upon which State aid is requested.

Building Maintenance

Motion – by Trustee Para, seconded by Trustee Wagner - To authorize the Mayor to execute annual agreement (7/1/14 to 6/30/15) for planned maintenance of the emergency power generation system with Penn Power for $600. Additional services and repairs will be at an hourly rate of $100/hr.

Discussion: Maintenance agreements typically renewed in December for the upcoming year but discovered in July storm that did not have a written agreement for the generator. Going with Penn Power because of the details included under the preventive maintenance agreement.

Grant Projects

Save the Rain grant – DPW Garage

Motion – by Trustee Para, seconded by Trustee Wagner - To advertise for sealed bids for Bagg Street Highway Garage Green Infrastructure Improvements project. This project includes the construction of a concrete trench filter, storm sewer piping, asphalt paving and the construction of a rain garden and related improvements located at the DPW garage. This project is funded by a grant from the Onondaga County Suburban Green Improvement Program.

Discussion: May schedule a special meeting to award following the bids to keep the project moving forward without delay before winter.

EFC/GIGP Project #626 Roof Drains and Sump Pumps

Motion – by Trustee Para, seconded by Trustee Wagner - To proceed with Project processing through bid phase to determine actual costs and assess what can be completed within the Project budget. Project Budget is $334,600, with local match of $55,600. Current estimated costs are $380,000.

Discussion: Project will be scaled back following the bids to within the cost limits of the grant. St. Matthew’s school not included because of asbestos problems.

Code Enforcement

Motion – by Deputy Mayor Quonce, seconded by Trustee Para - To establish the position of Director of Code Enforcement and appoint Randy Capriotti to that title, with job duties and responsibilities as stated open competitive examination #63-269.

Discussion: Civil Service requires all competitive positions to work with in job title. Director of Code Enforcement will replace Director of Operations. Director of Operations position competitive exam no longer offered.

Discussion: Keith’s certifications are current. He will help out one day a week assisting Kerry and Randy with 2014 inspections.

Motion – by Trustee Para, seconded by Trustee Wagner - To approve the expenditure for rescue stabilization equipment from First Out Rescue Group for $9021 ($6000 from A3410.0401.0003 HazMat and $3021 from training 3410.0409)

Discussion: Equipment is use in training at Station 2 for the Bail-out system and repelling down the building.

Motion – by Trustee Wagner, seconded by Trustee Para - To approve the expenditure for Dragon Rescue Management to conduct 2-day Elevator Rescue Course for $3050 (A3410.0409 Training).

Motion – by Trustee Para, seconded by Trustee Wagner - To approve the expenditure for AJ Abrams Co, Inc. for the purchase of a new Quantitative Respirator Fit Test System for $8691.20 plus a 3 year quality guard contract for $2275. (Was not anticipated in fiscal year budget but will find funds within Fire Department budget)

Discussion: This will replace an older piece of equipment bought used from Village of Baldwinsville Fire Department that requires annual re-calibration.

Community Room

Motion – by Trustee Para, seconded by Trustee Wagner - To approve the use of the Community Room (3rd Floor Municipal Building) for Mary Usiatynski for Tuesdays, September 9th and 23rd; October 14th and 21st; and November 11th and 18th for scrap booking classes from 6:30PM to 7:30PM.
