1. Call to Order of the NC State Community Development Block Grant Programs Hearing - White Oak Waterline Project Grant Application – Chair Owens. This is the second of two required public hearings to discuss and receive public comment on funds available through NC State Community Development Block Grant programs for assistance with infrastructure and economic development. The public hearing was advertised in the Tryon Daily Bulletin. Paula Kempton, Isothermal Planning & Development Commission Community & Economic Development Services Director, will present the information. Page 1.

9. Approval of Minutes – Approval of the February 17, 2014, public hearing and regular meeting minutes. Motion to approve. Pages 2-5.

10. NC State Community Development Block Grant Programs - White Oak Waterline Project Grant Application – To consider approval of the application subsequent to the two required public hearings. Motion to approve.

11. 2013 Delinquent Taxes – Melissa Bowlin, Tax Administrator, will report on 2013 unpaid taxes. The Board will need to charge Ms. Bowlin to advertise and collect these taxes by any and all means. Citizen comments. Motion to approve. Pages 6-7.

12. Position Reclassification Request – Melissa Bowlin is requesting the reclassification of a full-time Assistant Tax Appraiser position to a full-time Tax Customer Service Representative position. Citizen comments. Motion to approve. Page 8.

13. Polk County Transportation System Safety Program Plan – Dianne Timberlake, Transportation Director, will be present to answer questions. Citizen comments. Motion to approve. Page 9.

14. Volunteer Board for Vote – Appearance Commission – 2 applications, 3 regular vacancies. Motion to approve. Pages 10-12.

15. Volunteer Boards for Review – Board of Equalization & Review – 5 applications, 5 regular vacancies; Isothermal Planning & Development Commissioner – 1 application, 1 regular vacancy; Nursing Home Advisory Committee – 1 application, 2 regular vacancies. Pages 13-20.
