Sub : Tender enquiry for Supply, Installation and Commissioning of Electronic CCTV Surveillance System at our plant at Survey No. 201/1, Sayali, Silvassa, D&NH
We are a Government of India Enterprise under the Administrative control of Ministry of Petroleum & Natural Gas.
Sealed quotations [fax & e-mail offers are not acceptable] are invited from Competent Vendors for Supply, Installation and Commissioning of Electronic CCTV Surveillance System at our plant at Survey No. 201/1, Sayali, Silvassa, D&NH (As per the terms and conditions.). The vendor must have an experience of at least 4 years in CCTV system installation and must have installed CCTV system at a minimum of total 5 different sites in “D&NH, Gujarat & Maharashtra”.
The Pre-qualification criteria and the terms and conditions for the Supply, Installation and Commissioning of Electronic CCTV Surveillance System is enclosed as Annexure-I. The vendors are required to submit details of their Agency/ Company in Annexure - II. The specification for different items should be as per “Specification required” in Annexure – III. The quoted rates should be in the prescribed format as per Annexure-IV. Interested bidders may send their most competitive rates in a sealed cover with duly completed (wherever applicable) and signed copies of - Cover page of tender enquiry, Annexure-I, Annexure-II, Annexure-III and Annexure-IV. Documentary evidence to prove that the party meets the prequalification criteria also needs to be enclosed.
The sealed cover/envelope with the offer should be addressed and sent to AM (HR), Balmer Lawrie & Co. Ltd, Survey No. 201/1, Sayli, Silvassa -396 230 so as to reach on or before the due date. Please mark the envelope for the above mentioned subject. Also mention the tender Enquiry Number and the last date of submission on the envelop.

PRE-QUALIFICATION CRITERIA FOR VENDORS
Only the offers of the vendors meeting the following criteria will be considered –
1. The vendor must have an experience of at least 4 years in CCTV system installation. Documentary evidence such as copy of Purchase Order, Copy of shop and establishment registration etc. should be provided.
2. The vendor must have installed CCTV system at a minimum of total 5 different sites in “D&NH, Gujarat & Maharashtra”. Documentary evidence such as copy of Purchase Order, Copy of agreement and certificate of performance should be provided.
TERMS AND CONDITIONS
1. The Tenderer should quote the amount for the item as per the terms and conditions.
2. The evaluation and comparison of bids shall be made on the basis of total cost of the tender items (goods & services) offered.
3. Incomplete Offers may be rejected.
4. The company has the right to reject the tender or cancel the tender without assigning any reason.
5. The vendor must visit the premises before quoting.
6. The quantity to be procured may be varied by upto 20% based on budget.
7. The system should be installed in a way that additional cameras and DVR may be added easily.
8. The supply, installation and commissioning of the equipments as per annexure-I should be made within 30 Days after issuing the Purchase Order, failing which the Security Deposit may be forfeited.
9. Company may provide 10% extra provision on the total value to deal with increased usage of cables, connectors etc.
10. Terms of Payment -
a) 40% of the equipment cost shall be payable on supply of at least 50% of equipment (as per cost).
b) Next 40% of the equipment cost shall be payable on supply of remaining equipments.
c) Balance payment of equipment cost, installation charges and any other remaining charges shall be paid on completion of the entire-activities viz. installation and satisfactory working of the CCTV system and the accessories.
11. Balmer Lawrie will carry out any major Civil work, Pole erection etc. if needed. Rest of the work for installation & commissioning will be carried out by the successful bidder.
12. The Comprehensive Warranty on site of the equipments as listed in ANNEXURE-I must be valid for at least ONE Year from the Date of Installation and Commissioning including all the parts.
13. The Successful Tenderer shall be required to submit the Security Deposit of 10% of contract value or Rs. 10,000 whichever is less within 14 Days of issuing of Purchase order, for a period of ONE YEAR from the date of issue of Purchase order for all the items listed in the Annexure IV. Security deposit will carry no interest.
