The Sacramento Metropolitan Air Quality Management District is recruiting for a full-time, Assistant or Associate Air Quality Planner Analyst who will report directly to the Air Pollution Control Officer (APCO) / Executive Director and focus on coordination of District Climate Change and Green House Gas (GHG) adaptation efforts. The Air Quality Planner Analyst performs a variety of professional, administrative and technical work in connection with monitoring and analyzing state and federal legislation affecting air quality policies and programs, and recommending and advocating positions on state and federal legislation.

DISTINGUISHING CHARACTERISTICS

Assistant Air quality Planner Analyst – Entry level class in the air quality planner/analyst series. Incumbents perform field and office assignments of a less complex nature in connection with monitoring and analyzing state and federal legislation affecting air quality policies and programs, and recommending and advocating positions on state and federal legislation. Incumbents are expected to demonstrate increased proficiency and knowledge. Incumbents are gradually given more difficult and responsible assignments, less supervision and may assist experienced staff on more difficult projects.

Associate Air Quality Planner Analyst – The fully experienced, journey level class in the air quality planner/analyst series. Incumbents are responsible for office or field assignments of substantial difficulty and complexity and are required to direct them to completion. Associate Air Quality Planner Analysts have no supervisory responsibility but do provide technical direction to others, train entry personnel or may act as project leaders.

ESSENTIAL FUNCTIONS

Ø  Monitor, interpret, and analyze air quality related state and federal legislation, especially as it relates to Climate Change and GHG issues.

Ø  Oversee District contracts as needed.

Ø  Provide regular oral and written presentations and reports to Division Managers, the APCO, the District BOD, District staff, and other interested parties.

o  Example: this position may be responsible for SMAQMD internal coordination efforts as directed by the APCO.

Ø  Advocate the Board’s position in the appropriate venues. Advocacy includes, but is not limited to, writing letters; directing legislative consultants; setting up and potentially attending meetings with state legislative staff, committee consultants, and other affected parties; testifying before legislative committee hearings, representing the District in various public settings as appropriate and creating and maintaining coalitions to assist in the District’s advocacy.

Ø  Comply with Fair Political Practices Commission (FPPC) filing requirements.

Ø  Attend meetings of, and provide information and assistance to California Air Pollution Control Officers’ Association (CAPCOA) committees, the Greater Sacramento Inter-Air District Coordination Working Group and other entities as appropriate.

o  Examples: this position may function as the CAPCOA and Regional GHG Liaison. They may also provide support for the APCO in GHG related state and national activities and meetings.

Supervision Required

Under general supervision, the employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently with specific instruction. The supervisor provides additional, specific instruction for new, difficult or unusual assignments, including suggested work methods. The employee is expected to recognize instances which are out of the ordinary and which do not fall within existing instructions: the employee is then expected to seek advice and further instructions. Reviews and checks of the employee’s work are applied to an extent sufficient to keep the supervisor aware of progress, and to insure that completed work and methods are technically accurate and that instructions are being followed.

Has access to some confidential information at the division level obtained during the performance of regular position responsibilities.

Supervisor Responsibilities

The employee does not have any supervisory responsibilities.

Judgment

The work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations, or transactions and determining actions to be taken within the limits of standard or accepted practices. Employee will be expected to follow polices, practices, and precedents, which may be complex at times. Judgment is used in analyzing specific situations to determine appropriate actions. Employee is expected to weight efficiency and relative priorities in conjunction with procedural concerns in decision making. Requires understanding, interpreting and applying complex federal, state, and local regulations.

Nature and Purpose of Relationships

Employees in this position will interact with co-workers, the public, groups and/or individuals such as civic leaders, peers from other organizations, representatives of professional organizations, and the news media. The employee may occasionally serve as a spokesperson or recognized authority of the organization in matters of substance or considerable importance. The employee will often deal with the public and other individuals on behalf of the unit or Division to communicate practices, procedures, regulations or guidelines. May be required to discuss controversial matters where tact is required to avoid friction.

RECOMMENDED MINIMUM QUALIFICATIONS

Graduate of a four year college with a Bachelor’s degree (including engineering and science degrees) in an environmentally related field with three to five (3-5) years of related work experience; or any equivalent combination of education training and experience which provides the required knowledge, skills and abilities to perform the essential function of the job.

Knowledge: Knowledge of general air quality principles and issues, purposes and procedures of various public and private agencies involved in air quality; state and federal legislative processes, basic computer principles and applications, and techniques of graphic presentation and word processing.

Abilities: Ability to analyze, interpret and apply legislation, laws, regulations and technical publications related to air quality management; Develop, implement and evaluate air quality management plans, strategies, rules and programs; conduct research and special studies of air quality; analyze complex technical documents, reports, statistics and computer models; evaluate and review technical reports, interpret and explain Federal, State, and local policies, procedures and laws; make written, graphic and verbal presentations to professional and civic groups; deal with a variety of different personalities and situations, deal with disgruntled members of the public in a tactful manner.

Physical skills: Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. There may also be some occasional lifting up to 30 pounds

Motor Skills: Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. Examples include operating a computer, using power tools or climbing a ladder.

Visual Demands: Constantly reads documents for general understanding and routinely reads documents for analytical purposes. On occasion reviews non-written materials such as maps and blueprints which require color vision.

Work Environment: The work environment is typical of offices, with occasional exposure to outside elements. Noise or physical surrounding may be distracting, but conditions are generally pleasant.

WORKING CONDITIONS

Employee may be required to travel or work beyond normal business hours to attend evening or weekend meetings or to complete work assignments.

Employee may be required to act as lead worker on individual project assignments.
