ASSESSMENT OF EDUCATIONAL NEEDS/PLAN OF IMPROVEMENT

INSTRUCTIONS

Item 1. The county director will be responsible for coordinating the development of one Assessment of Educational Needs/Plan of Improvement for any high schools within the county having concentrations not meeting the Proficiency Standards.

Item 2. The plan will consist of as many as six sections - depending on the offerings in the high schools within the county and whether or not there were concentrations in those areas that failed to meet one or more of the Proficiency Standards.

The six sections are:

1. Agriculture,

2. Business/Marketing,

3. Health Occupations,

4. Family and Consumer Science (Pro-Start, ACDS),

5. Technical and Industrial, and

6. Public Safety/Emergency Services

One way to approach this would be to convene six small committees, one representing each of the content areas, to develop the portion of the plan that addresses their area, i.e., one committee for all high school Agriculture programs in the county.

Item 3. For each of the six sections, you may have as many as three sub-sections - one for each Proficiency Standard. To simplify the process as much as possible, we are grouping the standards into three sub-sections:

A. Academic Skills (WorkKeys Reading and/or MathTests);

B. Technical Skills (End-of-Course Technical Skills Tests); and,

C. Placement (Overall Placement and/or Employed in Field and/or Continuing

Education in Field.)

As illustration, the sections and sub-sections might look like this:

Item 4. Whatever section and sub-section you are working on, in the first column you will list the schools(s) that had concentrations that did not meet standard. In column 2, you will list all the concentrations within those schools that did not meet the Proficiency Standards for that sub-section. You will then record the score that students in that concentration achieved in column 3. For column 4, you will use the following formulas to calculate and record the target goal for this year for each of the concentrations.

For those concentrations scoring more than 10 percentage points below the required percentage for that standard, the target goal will be the score plus one-third of the difference between the score and the standard.

For those concentrations scoring between 5% and 10% less than the standard, the target score will be the current scores plus one-half the difference.

For those concentrations scoring 1% to 5% less than the standard, the target goal will be the standard.

Item 5. Use this space to list the major causes that you have identified as those responsible for the deficiencies in this sub-section. These should correlate to the activities/strategies that Item 6 addresses.

Item 6. This is where you develop your plan of improvement. In column 1, you will list the strategy or activity you believe will help in correcting the deficiencies. In column 2, you will give a date or timeline for implementing the strategy or conducting the activity. In the third column, you will list the person responsible for making sure the strategies/activities are implemented.

5. List the Identified Causes of the Deficiencies.

The schools did not have a structured process for collecting information on completers. Not everyone who should have been involved (administrators, teachers, students, advisory committee members) was aware of their responsibilities. The WVEIS screens for too many students were left blank, generating automatic “Status Unknown” codes.
