SECTION 01011 – SUSTAINABLE DESIGN

PART I -GENERAL

1.1 FACILITY DESCRIPTION

A. GSA is committed to incorporating principles of sustainable design and energy efficiency into all of its building projects. This Project must be certified through the U.S. Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Green Building Rating System. The target USGBC LEED rating for this project is Silver Level. The Contractor is responsible for registering the project with the USGBC at the beginning of design, maintaining the LEED rating checklist throughout the design process, and submitting documentation to the USGBC for the Project to receive a final LEED rating within one year of Building occupancy.

B. Aside from the LEED credits for use of recycled materials, GSA is required to buy recovered materials as designated by the U.S. Environmental Protection Agency (EPA) through the Comprehensive Procurement Guidelines (CPG). Information can be obtained about EPA’s list of designated products and accompanying recycled–content recommendations on the Internet at www.epa.gov/cpg.

1.2 FACILITY REQUIREMENTS

A. The constructed facility shall incorporate sustainable design principles to the maximum extent practical and shall be capable of being certified through the U.S. Green Building Council’s “Leadership in Energy and Environmental Design (LEED) Building Rating System” at the Silver Level or higher.

1.3 CRITERIA

A. LEED Building Rating System – use the version in effect at the time proposals are due. For information on the LEED Building Rating System contact the U.S. Green Building Council at 110 Sutter Street, Suite 906, San Francisco California, 94104 or www.usgbc.org.

1.4 COMPLIANCE VERIFICATION

A. Compliance with the LEED Rating System shall be determined by a review of the drawings, specifications, design analysis, and energy analysis, and by a review of construction submittals submitted during construction.

1.5 SUBMITTALS AT DESIGN COMPLETION


A. Sustainable Design Analysis

Include as part of the design analysis an itemization of each LEED rating criterion and the number of points that will be achieved for each criterion. Provide sufficient information, including a list of sustainable materials and features, calculations and cost estimates where applicable, to demonstrate compliance with each criterion and explanation of how each criterion will be incorporated into the built facility.

B. Energy Analysis

If LEED credits are claimed for exceeding the requirements of ASHRAE Standard 90.1, provide computer energy analyses to demonstrate compliance.

1.6 SUBMITTALS DURING CONSTRUCTION

A. Provide sufficient construction specifications and submittals to insure the LEED criteria and other sustainable concepts are implemented during the construction phase. Provide finalized sustainable design analysis, no later than 50% construction completion, to document compliance with LEED criteria and capture any changes made after design completion.

2 SYSTEM COMPONENTS

2.1 SUSTAINABLE DESIGN

2.1.1 Sustainable Design Concepts

A. Incorporate the following concepts to the maximum extent practical and where economically justified, and as required to meet LEED criteria:

B. Optimize the energy efficiency of the facility. Consider all appropriate energy reduction features such as highly efficient HVAC equipment, increased insulation, super-efficient windows, passive solar features, day-lighting building orientation, landscaping, etc.

C. Maximize occupant productivity and comfort with techniques such as increased natural lighting, indoor/outdoor integration, greater individual control of HVAC systems, high quality indoor air, more openness in floor area, etc.

D. Select building materials that are durable and locally available, with consideration of their cradle to grave environmental impact, particularly disposal at the end of their useful life.

E. Specify recycled content materials.

F. Reduce, recycle and/or reuse construction and demolition waste.


Incorporate solutions for the collection and recycling of waste products generated by facility operations.

2.1.2 LEED Building Rating System

A. Utilize the U.S. Green Building Council’s LEED Building Rating Criteria to provide a facility that is capable of being certified at the Silver Level or higher. Prepare all necessary LEED application and certification documentation (including as built drawings and specifications). Provide two copies of application and certification documents to the Contracting Officer. The Contractor shall pay for all application and certification fees required to obtain the LEED certification.

B. Do not incorporate LEED criteria that is not applicable to the facility’s functional/operational requirements or geographic location solely to obtain LEED point; e.g. don’t provide alternative fueling facilities if the owner/activity does not have alternative fuel vehicles or don’t provide showers for cyclists if commuting by bicycle is not practical or allowed.
