SAMPLE CTF HEADQUARTERS MANNING DOCUMENT

1. Purpose. This Appendix outlines the start point for manning the CTF headquarters.

2. Background. In activating and forming the CTF headquarters, one of the first tasks that will face the Lead Nation/Regional Organization is organizing the headquarters. This requires the development of a manning document that identifies specific personnel requirements for the CTF headquarters. This document is called the CTF Manning Document (CTFMD) and this Appendix outlines the start point for the CTFMD.

3. Basic Philosophy – Build upon the Joint Task Force Headquarters (JTF HQ) Template. To assist the Lead Nation / Regional Organization in the rapid activation of a multinational command, the CTFMD is based upon a JTF Headquarters manning template.

3.1. As such, transitioning from a JTF command structure to a CTF command structure should be a fairly easy task given that the JTF HQ manning document has been used as a reference point for the creation of the CTFMD.

3.2. The CTF organization differs from the normal JTF organization in the following areas by the formal recognition of the following:

3.2.1. PLANS, FOPS, and COPS planning and execution processes for multinational decision making (this manning document has identified the minimum manning requirement for these operational processes).

3.2.2. The additional requirement for a Multinational Coordination Center (MNCC) for coordination of multinational military forces that are OPCON / TACON to the CTF command.

i. In a pure HA/DR mission, most likely there will not be any activation of a multinational command.

ii. Coordination will be bilateral in nature (parallel command arrangements) with the MNCC acting as the cooperative coordination center among the nations.

3.2.3. The requirement for a Civil Military Operations Center (CMOC) for coordination requirements with the International Humanitarian Community (IHC) (Note; IHC - refers to International Organizations (IOs), Nongovernmental Organizations (NGOs), UN agencies and programs and the International Committee of the Red Cross (ICRC), International Federation of Red Cross/Red Crescent Societies (IFRC) and National Red Cross/Red Crescent Societies),. In pure HA/DR operations, the CMOC can be merged into the MNCC.

3.2.4. National Commander Elements (NCEs) are the formal national command sections within the CTF headquarters for each nations respective forces that are OPCON / TACON to the CTF command.

4. Guidelines. To assist in development of the actual CTFMD the following considerations/guidelines and should be considered in developing respective manning documents:

4.1. CTF Headquarters Start Point for Organization. Part B, Annex D, Multinational Headquarters Organization outlines the start point for the CTF (organization diagram and staff organization are provided in this Annex).

4.2. Personnel Assignment to the CTF – Level of Experience. As a general rule, personnel assigned to a CTF command should be fully experienced at the mid-grade level within their respective militaries forces. Additionally, if possible, it is highly recommend that personnel have some experience with multinational operations.

4.3. Lead Nation / Regional Organization is the Primary Resource Supporter for Personnel. During the initial crisis response, primary manning of the CTF headquarters will be conducted by the Lead Nation or Regional Organization. As time progresses, the CTF headquarters can be filled out with incoming multinational personnel as coordinated with the respective nations prior to deployment of their staffs. Refer to Part B, Chapter 1, Strategic Factors for details on the Lead Nation / Regional Organization concept for multinational operations.

4.4. National Command Elements (NCEs). These elements shall be organized for each participating nation’s forces. These elements are furnished by each participating nation within the multinational effort. The NCEs provide for national command channels back to their respective nations and work national command issues with the CTF command for their respective national forces.

4.4.1. The NCEs are part of the CTF headquarters organization but DO NOT come under the multinational command (OPCON or TACON) of the CCTF. Normally the senior officer in the CTF from a given nation holds the responsibility for command of this element and may be also be assigned with other multinational command/staff responsibilities in the CTF HQ.

4.4.2. The exact organization and structure for a respective NCE will vary based upon the level of forces provided to the CTF command, however, at the minimum at least one officer serves in this role and will be augmented by national assets as deemed necessary by national command channels.

5. CTF Manning Document (CTFMD) – General Comments. The CTFMD start point is outlined on the following pages.

5.1. This is NOT a fixed organization. This manning is flexible and can expand or be reduced based upon the situational requirement.

5.2. Since most multinational operations will be primarily ad-hoc in nature, the CTFMD will be an evolving and changing document. The CTF manning may be initially small, expand as operations commences, then decrease in size as the CTF command transitions its mission to another command or terminates its operations and deactivates.

5.3. The CTF C3, supported by the C1 personnel staff, is responsible for development and management of this document through its life cycle in coordination with the CTF staff. The chief of staff provides senior management and execution oversight for the CCTF.

5.4. The start point for the CTFMD is based on MOOTW and / or Small Scale Contingency.

5.4.1. The following manning document provides two options for manning (see following pages for details).

5.4.2. A more robust manning document can be found at www.mpat.org (go to the MNF SOP tab) for a major Small Scale Contingency operation that may extend out to months / years requiring significant staffing to meet all functional area requirements – this manning document is not contained in the MNF SOP.

The CTFMD Template now has two options –these are outlined below:

Option 1: Complex contingency with limited security operations involving all components with the additional clarifications:

> Personnel Requirements: 289 personnel

> Duration of Deployment: 60 to 120 days

> Command and Control: Capable of full operations; will use reach back assets (not forward deployed) for more complex coordination

> This headquarter may be established with a small planning and operation headquarters forward with the commander (approx 25 % of personnel)

and the remaining supporting elements (75 % of personnel) at a support base

> Sustainment: Limited

> Intelligence Requirements: Limited (the Intelligence staff within these manning documents is minimized and needs close review when planning for

Intelligence requirements in this manning document for an actual operation).

> Operational Limitations: No extensive combat operations

> Key Assumption: No CBRN-TIM threat

Option 2: HA/DR Only Mission – refer to the manning document comment column for the

manning positions that are not required for a HA/DR mission).

> Personnel Requirements: 236 personnel (note NOT REQURIED comment in template below for HA/DR only mission)

> Deployment Time: 45 to 75 days

> Command and Control: Limited C2; focus on supporting HA/DR requirements of the affected nation and international humanitarian community.

> Sustainment: Very Limited

> Intelligence Requirements: Very limited –most support provided by reach back support.

> Operational Limitations: No security or combat operations

> Key Assumption: No CBRN-TIM threat; security provided by affected nation.
