You are cordially invited by the Hamburger Segel-Club to apply to take part in its international regatta for two-boat keelboat team racing to be sailed without spinnakers. It will be sailed in J22 type - boats with 3 sailors per boat. The maximum of any one gender is 4 per team. There is no weight limit.

The regatta will be held on the 14th to 16th November 2014 at the Aussenalster, Hamburg.

Set out below is the formal Notice of Race.

NOTICE OF RACE

1.  ORGANISING AUTHORITY

1.1  The organising authority is the Hamburger Segel-Club.

2.  GENERAL INFORMATION

2.1  The regatta will take place at Aussenalster in the middle of the city of Hamburg, Germany.

2.2  The racing will be in J22 type - boats with certain modifications and provided by the Organising Authority.

2.3  This event is a ‘white sail’ event. Spinnakers or gennakers will not be used.

2.4  Up to eight teams will be invited to take part in the Regatta.

2.5  If more than 8 teams apply for an entry by the closing date October 15th, 2014 then only eight teams will be invited on a first come basis with a maximum of two teams per country. If the OA is able to source more than 6 boats then the number of entries may be extended, but in a manner that allows the same race ratio as would be obtained with 8 teams using 6 boats. The additional boats may be of a different class, but will be sailed with three persons.

2.6  A team shall comprise 6 sailors who shall sail together in two boats, three sailors to a boat. A maximum of four sailors of each gender shall sail in each team.

2.7  Special regulation on the Alster for boats not racing: A boat coming from the left side of the other boat has to keep clear. This applies for all kinds of boats, e.g. cruising boats, rowboats, pedal boats.

2.8  Ferry boats are always right-of-way-boats.

2.9  Private motorboats are not allowed on lake Alster

3.  RULES

3.1  The event will be governed by the ‘rules’ as defined in the Racing Rules of Sailing including Appendix D, Team Racing Rules. Class rules will not apply.

3.2  All Races will be umpired.

3.3  Major Alterations to the RRS

3.3.1  RRS 14 shall be deemed to apply at all times whether racing or not and shall apply to all sailing boats involved in the event.

3.3.2  Penalties imposed by umpires shall be One-Turn Penalties rather than Two-Turns Penalties. This changes rule D2.3.

4.  ENTRIES

4.1  The entry fee is 600 € per team. The entry fee includes the cost for each team member for breakfast on all racing days and of the dinner to be held at the Hamburger Segel-Club in the evening of the Saturday, the 15th November 2014.

4.2  Communication between the Organising Authority and participants will be conducted primarily by e-mail. Each participant shall provide the organisers with a working e-mail address.

4.3  In the case of the event being oversubscribed the Organising Authority will EITHER confirm acceptance of the entry OR inform the entrant that the event is oversubscribed and that the team has been placed on the waiting list. In that case

a)  If the entrant cannot be accepted, the Organising Authority will return the entry fee;

b)  If the team withdraws before being accepted by the Organising Authority accepts the, the Organising Authority will return the entry fee;

c)  If the team withdraws after being informed that the Organising Authority accepts it, the entry fee will not be returned.

5.  THE SCHEDULE

5.1  The proposed programme is:

5.1.1  Sailing Programme

a)  The race office opens at 12:00 hrs on 13th November 2014.

b)  Registration from 12:00 until 18:00 on the 13th November 2014 and from 8:00 -9:00 hrs on November 14th, ,2014. Teams must complete registration before going afloat.

c)  Practice from 13th November 2014, 12:00 until 17:00, practise will be scheduled at registration. Please inform OA as early as possible about your plans.

d)  First briefing at 9:15 hrs 14th November 2014. Attendance by skippers is mandatory. All briefings will be at the Clubhouse.

e)  Racing days from 14th to 16th November, 2014.

f)  Daily briefings at 09:15 on the 14th to 16th November, 2014. Attendance by skippers is mandatory.

g)  Time of the warning signal for the first race each day will be 9:57 hrs.

h)  The last warning signal on the last day of racing will not be later than 15.57 hrs.

5.1.2  Social Programme

a)  Thursday 13th November, 2014. An informal get-together in the clubroom of the Hamburger Segel-Club.

b)  Friday 14th – Sunday 16th, 2014: 9:00 hrs Breakfast Buffet in the clubroom for all competitors and officials.

c)  Saturday, 15th November, 2014. A formal dinner for competitors and their guests at the clubhouse. Dress code: smart casual.

d)  Sunday, 16th November, 2014. Prize giving in the clubroom of the Hamburger Segel-Club shortly after the finish of the last race.

6.  DAMAGE DISCLAIMER AND DEPOSIT

6.1  Before going afloat for the first time each team shall lodge with the organising authority a Damage Deposit of 1000 € (500 € per boat). This shall be paid at registration. A scale of damage charges is set out in Appendix B. In the event of damage being attributed to a boat being sailed by the team, the team may be required to restore the deposit to its original amount before the skipper is permitted to continue in the event. Damage charges will not exceed 500 € per boat per incident. Unused damage deposits will be refunded after the price giving ceremony.

7. SAFETY

7.1  A 50N CE approved personal flotation device shall be worn by each member of the team at all times when afloat or on the jetty. A wet suit or dry suit is not a personal flotation device.

7.2  Any participant suffering an injury that draws blood shall report the matter to the race committee immediately. That person may be required by the Race Committee to proceed ashore straight away to receive first aid.

7.3  Any participant not wearing a dry suit or wet suit and falling in the water so that the torso becomes immersed may be required immediately to return to the shore and shall not go afloat again until wearing dry clothes next to the skin. Participants are strongly advised to bring a complete change of clothing.

SAILING INSTRUCTIONS

8.1  Sailing Instructions will be available at registration and may also be found on the website of the Organising Authority at www.hsc-hamburg.org.

8.2  The courses to be sailed will be designated or indicated in the sailing instructions.

9  PRIZES

9.1  The Prize giving will be held shortly after the finish of racing on the last day of racing.

9.2  Prices for the first three teams will be awarded. Other prizes will be awarded and details will be posted on the Official Notice Board.

10  RISK STATEMENT

10.1  Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”.

10.2  Sailing is by its nature an unpredictable sport and therefore involves an element of risk. All those taking part should be fully aware and conscious of the actual and potential risks involved in active water sports, including drowning, hypothermia and other physical injuries including head injuries.

10.3  They should be especially aware of the particular risks in team racing where boats are manoeuvred in close proximity and where the actions of other competitors, the action or inaction of the organisers, the umpires and drivers of other escort craft can also endanger their safety.
By taking part in the event, competitors and each and every competitor agree and acknowledge that:

a) they are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;

b) they are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;

c) they accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

d) they have checked that their boat is in good order, equipped to sail in the event;

e) they have checked that they and their fellow crew members are fit to participate;

f) the provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities;

g) the provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.

APPENDIX A

HAMBURGER SEGEL-CLUB – EXTRACT FROM THE BYLAWS

1.  Vehicles shall not be parked on the Island (Gurlittinsel).

2.  Smoking is prohibited in any part of the clubhouse.

3.  In the clubroom it is not permitted sitting of chairs and sofas in foul weather gear.

4.  Agreements

a.  I agree to report to the Chief Sailing Officer or his representative as soon as possible any damage to the boat I am sailing or to any other boat of which I become aware. For the purposes of this agreement, I understand that damage includes damage to the boat itself, its sails or equipment, any breakages and any loss of the same.

b.  I agree that I am responsible jointly and severally with the rest of my crew for any damage, loss or breakage which may occur to the boat on which I am sailing, its sails, or its equipment, or may be caused to another boat, its sails or its equipment as a result of an incident where my boat is wholely or partially at fault, to a maximum of €500 (five hundred Euro) being the insurance excess.

c.  I agree to contribute to my crew’s damage deposit, which I understand will be a total of €500.00, the limit of liability for each boat for each incident. I understand that I may be required to make an additional contribution to restore the deposit to the original value should a deduction be made.

d.  My contribution will be made by cash when I sign this agreement.

e.  I agree that the boat’s liability for the cost of repair of damage or replacement of lost or damaged equipment shall be assessed by the Principal Race Officer or his representative in his absolute discretion whether or not the cause of the incident which caused the damage is attributed to my fault or the fault of my boat.
