RE: RFP 2013-08 Enterprise Analytics Solution, Addendum 2
Dear Vendors,
As a result of reviewing the questions submitted by vendors in May 2014 regarding RFP 2013-08, Covered California has refocused the requested scope of work and is releasing Addendum 2. This addendum replaces the previous RFP document in total, and incorporates the following significant changes:
· Clarifies the scope of work via major renovation of the detailed functional and non-functional requirements in Templates G and I;
· Requests vendor submission of a Draft Technical Proposal, followed by confidential discussions with Covered California and eventual vendor submission of a Final Proposal; and
· Revises or replaces the Procurement Schedule; Project Overview and Objectives; Contract Information (to a five (5) year contract not to exceed $10 million); Scope of Work; Proposal Evaluation; the mailing address for Covered California’s contact person, protests, and proposal submission; and various other sections of the main RFP document.
Covered California will not respond explicitly to the previously submitted vendor questions, but rather intends that the Addendum 2 modifications address many of those questions. Additionally, Covered California will conduct an entirely new vendor question and answer iteration, as identified in RFP 2013-08, Addendum 2, Section 1.3.
Covered California has modified the following RFP documents via Addendum 2:
· RFP 2013-08 Enterprise Analytics Solution, Addendum 2;
· Template A – Cover Letter and Executive Summary;
· Template F – Staff Experience;
· Template G – Functional Requirements;
· Template H – Functional Requirements Approach;
· Template I – Non-Functional Requirements;
· Template J – Non-Functional Requirements Approach;
· Template L – RFP Response Checklist; and
· Template N – Cost Workbook.
Covered California has created the following new RFP documents via Addendum 2:
· Template O – Confidential Discussion Matrix.
Finally, Covered California has also modified, created, and deleted various documents in the Procurement Library.
Interested vendors should examine the RFP documents in detail, and prepare and submit questions to Covered California by the date and time indicated in RFP 2013-08, Addendum 2, Section 1.3.
