1. Project Details

Designated project proponent: Australian Rail Track Corporation (“ARTC”) as the designated proponent for the Australian Government for the Inland Rail Programme.

Description of the project: The Inland Rail Programme (“Inland Rail” or “Programme”) is the Australian Government’s priority freight rail project and strategically completes the backbone of the rail network in eastern Australia. Once constructed, Inland Rail will provide a high performance and direct interstate rail corridor between Melbourne and Brisbane, as well as linking south-east Queensland with Perth and Adelaide (by connections to the existing east-west rail corridor at Parkes). When operating, this direct interstate rail corridor will facilitate improved productivity and efficiency of the Australian economy, expand regional economic development, and lower consumer costs as a result of lower inter-capital freight costs while also making Australian producers more globally competitive. The Programme will be designed to deliver an end-to-end transit time of under 24 hours with: (i) 1800 metre train length (with future proofing for an ultimate 3600 metre train length), (ii) speeds of 115km/h for trains with 21 tonne axle loads, 80km/h for trains with 25 tonne axle loads, and future proofing for 80km/h at 30 tonne axle loads), (iii) clearances of 7.1m for double stack container operations, (iv) full interoperability with the interstate main line standard gauge network, and connectivity to regional rail networks in Queensland and NSW.

Project location: Flowing from previous detailed alignment studies, a preferred route totalling approximately 1,700kms has been identified and is listed on the Programme’s website. This route uses over 1,200kms of existing and enhanced rail track, from Tottenham, Victoria, and passing through Albury, Parkes, Narromine, Narrabri and then from the NSW/Qld border via Toowoomba to Acacia Ridge, Qld.

3. Standards to be used in the project

• ARTC maintains an extensive list of applicable rail design, construction, and operations and maintenance standards, procedures, guidelines and work instructions. These are listed on ARTC’s website and are recognised Australian and international standards in the rail sector. Such standards will apply for the Programme and it is ARTC’s experience that Australian entities have the ability to meet required standards.

• In addition, successful suppliers/consultants/contractors will be required, where applicable, to adhere to the Australian Government Building and Construction (WHS) Accreditation Scheme. This requirement will be included in all tender documents.

4. AIP activities undertaken by the Project Proponent

·  ARTC will publish opportunities relating to the Inland Rail Programme on the websites; Inlandrail.artc.com.au; Tenderlink.com, and the ICN Gateway.

·  Pre-qualification requirements will be published simultaneously with specific tender packages on ARTC and Tenderlink websites in order to provide potential suppliers with the same relevant information at the same time. This includes standards for key goods and services and contact information of the Programme’s Procurement Manager as Contact Officer.

·  ARTC intends to conduct market testing and industry briefings to ensure Programme supply needs can be satisfactorily met and so its detailed knowledge of Australian and international supply capacity and capabilities can be maintained

·  ARTC will communicate outcomes tender processes with both successful and unsuccessful tenderers. With respect to unsuccessful tenderers, if appropriate, ARTC will identify areas such as training and accreditation which, if improved, would increase the chances of these entities being successful in the future. With respect to the successful party, if appropriate, ARTC will communicate reasons that helped them become the successful party along with any potential areas for improvement for future opportunities.

5. AIP activities to be undertaken by procurement entities

·  Wherever any major contracts are undertaken by global suppliers, they will be introduced to Australian suppliers (if they are participating in the Programme) through the ICN Network and ARTC. Contractors will be required to engage with ICN to ensure they are aware of all global suppliers who wish to participate in the Programme.

·  ARTC will encourage the introduction of global suppliers into the Australian market and their involvement on the Programme in conjunction with Australian entities. ARTC will advocate the use of Australian entities in Programme tenders and provide recommendations, as requested, such as further training and accreditation to Australian entities where they do not meet pre-qualification requirements.

·  Where appropriate, and as requested, references in support of Australian entities can and will be provided.
